Scripps Howard Foundation Wire, Washington, D.C. - Many state and local governments have been fighting West Nile virus, which is incurable and can be fatal, by spraying a variety of pesticides to kill the mosquitoes that transmit the virus to humans. "Where the data is coming in, we are just not seeing an increase number of West Nile fatalities in non-spraying communities," said Jay Feldman, executive director of Beyond Pesticides, a non-profit organization advocating pesticide safety.

Huntington's disease (HD) is a genetic disease characterized by changes in movement and behavior. To date, little research has been done on individuals who are at risk for developing the disease. PHAROS is an observational study designed to monitor people who are at risk for developing HD, and to survey their attitudes and beliefs about their "at-risk" status. Investigators hope this study will help answer some important questions about HD, such as: 1.) What are the earliest signs of HD and when do they start? 2.) How accurate are the measures that physicians use in detecting the onset of HD? 3.) What factors influence the age at which a person carrying the HD gene develops the illness? and 4.) In a group of people at risk for HD, how many will develop signs of the illness over a minimum three-year period of observation?

Preliminary studies indicate that people with HD may have marked decline before an actual diagnosis. This study will help reveal the earliest indicators of the disease and what factors influence the age at which a person carrying the gene develops the disease. It is necessary to get information on the early stages of HD in order to develop drugs that can slow or postpone the onset of HD. The investigators hope this study will provide essential information for future trials of experimental drugs for HD. During this 4-year study, participants will undergo several detailed tests, including MRI scans of the brain, cognitive assessments, physical exams, and neurological and psychiatric testing.

    Big Incentives for Bayer's $200 Million Kansas City Plant Look Sound, But Still Draw Fire
    It's a big facility that bagged big incentives that appear to entail small risks. Nonetheless, that hasn't stopped a sizable controversy from developing. That seems the short-form description for the US$44.2 million in incentives awarded the $200 million pharmaceuticals plant that Pittsburgh-based Bayer Corp. ( www.bayerus.com ) will build in northeast Kansas City, just west of the city of Independence.

    The Kansas City project is decidedly high-end. The new facility will create 140 new jobs with average annual salaries of $70,000, company officials. Most of Bayer's new positions in Kansas City will require workers who have degrees in science or engineering or have specialized technical expertise, company officials say. Kansas City is providing an estimated $37.2 million of the $44.2 million total incentive package. The city will issue $200 million in Chapter 100 bonds to finance the facility, which Kansas City will actually own and lease back to Bayer. Bayer, in turn, will pay only about one-third of normal sales taxes and property taxes until the Chapter 100 bonds are repaid, which should be a span of 20 years, according to local economic development officials' estimates. Missouri is providing the other $7 million in incentives, which will help fund employee training and provide subsidies for low-interest loans.

    States' forfeiture woes trace to federal officials

    Date: 05/20/00 22:15 The U.S. Department of Justice is far more than a silent partner in the mass evasion of state laws by local police and state patrols. In fact, the Justice Department is the main culprit, The Kansas City Star has found. The Justice Department invented the system that allows police to keep most of the drug money they seize contrary to most state laws. It then trained police how to use the system and fought efforts to reform it, The Star found. The chief sponsor of the 1984 law that created a partnership between federal agencies and police now wishes he had never opened the door. "It was never envisioned that the feds would circumvent state law," says former U.S. Rep. William J. Hughes, a New Jersey Democrat. Justice Department officials say they never have encouraged police to avoid their own laws. "A real motivation on the federal side is to reward the help we get from our brother and sister law enforcement," said Jerry McDowell, head of the Justice Department's money laundering and asset forfeiture division. "The real motivation here is to knock the socks off the criminal gangs."
