Newspapers in the Tenth Federal Reserve District generally keep a close eye on where their cities rank in national studies of high-tech activity.1 Readers have good reason to be interested in how "high tech" their communities are, despite the recent downturn in the sector. High-tech workers are among the best paid of all workers and, if these recent studies are correct, an area's failure to embrace the "New Economy" could result in a lower standard of living and fewer opportunities for residents down the road. But studies of high-tech cities, which are usually produced by think tanks, trade groups, or business magazines, have varying results and usually focus only on major metropolitan areas. As a result, it is often difficult for policymakers, businesses, and residents in the Tenth District to understand where they really stand in the "New Economy" and how they got there.

I. OVERVIEW 1. A Kansas City Response to a Challenge Bert Berkley is a classic Kansas City businessman. He is chairman of the board of his family's company, Tension Envelope, the third largest envelope manufacturer in the nation. Over the years, he has been involved in Kansas City's key organizations and has played a role in many community projects. In the early 1990s, he didn't like the way welfare was being handled in Kansas City. But instead of complaining to his friends, he did something about it. LINC's initial responsibilities were to provide advice and counsel on reforming the system that distributes over $273 million in federal and state welfare funds based on community need, to evaluate program effectiveness and recommend changes, and encourage cooperative agreements with various providers in the community. A great deal has changed in the welfare arena since LINC was established, but it appears the commission's role may grow as welfare reform is implemented.

Using $55,000 in scholarships, the global education initiative aims to lure more students to study abroad. The money, a portion of tuition revenue designated for student-centered enhancements, is divided into $1,000 scholarships for anyone wishing to study abroad. "Two percent of the student body studies abroad, and the national average is about 5 percent," Student Body President John O'Hara, who has studied in Spain, said. "President Wefald was recently quoted saying he wants 10 percent. The support is there from the top of our administration." Twenty-eight scholarships are available for students studying in the spring. Ken Holland, associate provost of international programs, said he received 59 applications by the Oct. 10 deadline. Students wanting to study abroad in the summer or fall will be able to apply for one of the 27 available scholarships by a March deadline. "The student has to be willing to volunteer to work in the office for a few hours a week after they return to talk to other interested students," Holland said. "Secondly, they have to have a good grade point average. Thirdly, priority is given to students who want to travel to less popular areas countries outside of Western Europe and Australia.

Date: 02/12/99 22:15 JEFFERSON CITY - The first Missouri Senate hearing about police seizures of drug money asked a key question Thursday: When is a seizure a seizure? That is crucial because state law requires any money seized by police to be sent through state court. Those courts then usually forward the money to education. But in many cases police apparently have handed the money to federal agents, who then turn some of it back to police. Several representatives of law enforcement said Thursday that police weren't violating Missouri law because they never really seized that money - they merely held it for federal agents to seize. But others said the law was clear: Police make a seizure when a reasonable person does not feel free to leave and take his property with him. The special Senate subcommittee asked the attorney general's office to draft legislation defining a seizure. `I think there is confusion over when a seizure occurs,'' said John Watson, an assistant attorney general.

K-State Economist Releases Study on Kansas Retail Activity MANHATTAN, Kan. – Eleven Kansas towns with small populations have earned distinction as retail "giants," but the state’s more heavily-populated cities still possess the most retail clout. Those are the key messages from the 13th annual report of city trade pull factors in Kansas, just released by Kansas State University Research and Extension community development economist David Darling and assistants Mark Seitz and Ravi Katragadda. According to Darling, a city trade pull factor measures a community’s balance of retail trade as reflected by per capita sales tax collections. Pull factors indicate how well a community is attracting and holding onto retail business. A pull factor above 1.00 indicates the community is attracting more business than it is losing. Put another way, if every person living in a city only shops locally, the city’s pull factor would be 1.00, even without attracting outside customers. But, recognizing that citizens will at some point shop outside their hometown, cities must attract visitors to replace dollars that "leak" from the community with "captured" dollars. The K-State study included 116 Kansas communities, or all of the cities in Kansas listed as first or second class (a historic designation).
