Earlier this year, Defense personnel officials proposed replacing the General Schedule system, implementing a performance pay framework, streamlining the employee appeals process and scaling back collective bargaining. The new system would affect more than 700,000 employees. On June 7 Pentagon officials announced they would delay implementation of the National Security Personnel System and union officials say they plan to take legal action to block the new system as soon as the final regulations are sent to Congress.

The FBI has received significant resource increases in recent years, with funding rising from $3.3 billion in 2001 to $5.1 billion in 2005. The Budget proposes $5.7 billion for the FBI in 2006, an increase of 11 percent over 2005. This level would support 2,945 counterterrorism agents and 2,746 intelligence analysts at the Bureau.

Sunday, June 13, 2004; 6:30 PM Today washingtonpost.com is posting a copy of the Aug. 1, 2002, memorandum (PDF) "Re: Standards of Conduct for Interrogation under 18 U.S.C. 2340-2340A," from the Justice Department's Office of Legal Counsel for Alberto R. Gonzales, counsel to President Bush. The memo was the focus of a recent article in The Washington Post. The memo was written at the request of the CIA. The CIA wanted authority to conduct more aggressive interrogations than were permitted prior to the terrorist attacks of Sept. 11, 2001. The interrogations were of suspected al Qaeda members whom the CIA had apprehended outside the United States. The CIA asked the White House for legal guidance. The White House asked the Justice Department's Office of Legal Counsel for its legal opinion on the standards of conduct under the Convention Against Torture and Other Cruel, Inhumane and Degrading Treatment or Punishment. The Office of Legal Counsel is the federal government's ultimate legal adviser. The most significant and sensitive topics that the federal government considers are often given to the OLC for review. In this case, the memorandum was signed by Jay S. Bybee, the head of the office at the time. Bybee's signature gives the document additional authority, making it akin to a binding legal opinion on government policy on interrogations. Bybee has since become a judge on the 9th U.S. Circuit Court of Appeals.

More Power to Wiretap Citizens
The U.S. Foreign Intelligence Surveillance Court of Review issued its first opinion ever on November 18, 2002, granting the Justice Department new powers to use wiretaps in criminal cases. The Court of Review reversed an earlier decision by the Foreign Intelligence Surveillance Court, which had limited those powers out of concern for citizens’ privacy.
The Foreign Intelligence Surveillance Court (FISC) and Court of Review were established in 1978 by the Foreign Intelligence Surveillance Act (FISA) . The purpose of the FISC was to authorize electronic surveillance requests in foreign intelligence investigations. The government, represented by the Attorney General , had to seek the FISC’s approval before wiretapping. Permission was granted based on a finding of probable cause that the surveillance target was an agent of a foreign power. The determination was made regardless of whether the target was suspected of criminal activity. Information obtained under FISA rules could not be shared with criminal investigators or prosecutors unless the Justice Department sought special permission.
After September 11, 2001, the wall between criminal investigations and intelligence gathering was faulted as outdated and dangerous. The FBI and the CIA were accused of failing to share information in a way that might have prevented a terrorist group from carrying out an attack in the United States. In the

The guide aims to help al-Qaeda members avoid the attention of the authorities The US Department of Justice has come under fire for posting an al-Qaeda training manual on its website.
The guide, found during a raid in Manchester, England, was used as evidence in an embassy bombing trial in New York, earlier this year. A group of London politicians has written to the US ambassador to Britain demanding the guide be withdrawn. But an official told the BBC the US public had a right to see the manual, and that key sections had been edited. 'Horrified' A member of the London Assembly Conservatives stumbled upon the content of the site while doing research in the wake of the London bombings. Richard Barnes, Conservative spokesman on Policing and Resilience, said he was "horrified" the Justice Department was promoting "full instructions on how to be an urban terrorist".

No longer will the 'Spirit of Justice' bare her breast
No longer will US Attorney General John Ashcroft appear in public with a semi-nude statue towering above him. The US Justice Department has spent $8,000 on curtains to hide the statue from the cameras. The female, art-deco "Spirit of Justice" statue, with one breast exposed, is located on the podium in the department's ornate Great Hall where news conferences are often held.
Mr Ashcroft 'knew nothing' of the decision
One fully-exposed breast protrudes from her toga garment. Her male counterpart, the "Majesty of Law", is sculpted with a cloth strategically placed around his waist. Photographers have gone to great lengths in the past to capture the scantily-clad female statue in the background as the Justice Department's top brass addressed the world's press. Mr Ashcroft has been photographed speaking in front of her several times since the 11 September attacks.
