AMMAN, Jordan (CNN) A U.S. diplomat assassinated in Jordan was not the main target of two arrested al Qaeda operatives planning wider attacks against Jordanian and American targets, Jordanian Information Minister Mohammed al-Adwan said Saturday. A Jordanian government statement released earlier Saturday announced the arrests of the two men, and said they had confessed to the killing and to being members of al Qaeda. U.S. diplomat Laurence Foley was gunned down in front of his house in Amman on the morning of October 28 as he was walking to his car.

AMMAN, Jordan (CNN) The Jordanian government said Saturday it had arrested two men in the assassination of a U.S. diplomat in Amman six weeks ago and said the operation "was planned and carried out by al Qaeda." Laurence Foley was gunned down in front of his house in Amman on the morning of October 28 as he was walking to his car. He was a senior administrative officer with the U.S. Agency for International Development in Jordan. U.S. State Department spokesman Louis Fintor welcomed the Jordanian announcement.

In many ways, I feel like this Linux/OSS conference in Jordan is opening up more doors than just the use of Open Source products. It seems like there is a feeling of understanding in a region of the world that seems to be facing its own fair share of troubles. I stood on a street in Jerash and suddenly realized that no one ever told me what to expect. I had seen ruins before, and I had viewed photos (see Figure 1) of this Roman city. Still, I cannot think of anything that could have prepared me for the experience. Jerash isn't some pile of rocks left over after people pillaged it as a quarry, as are most remnants of the Roman era. As I looked in all directions, I saw the equivalent of a major city too large to cover by foot and ready for habitation. [Read the rest]

e-Government, e-Society and Jordan: Strategy, theory, practice, and assessment by Michael Blakemore and Roderic Dutton A review of e-Government and e-Society developments in Jordan is set in the context of the contradictions and conflicts of negotiating policies that aim to span all scales from local to global. Largely 'developed' hegemonic discourses of technology and governmental reform are critically evaluated in the context of how such global/national strategies will perform uncertainly at regional/local/individual levels. Even within advanced western societies e-Government and e-Society strategies have seldom been underpinned by a research and evaluation framework that feeds back directly into a refinement of strategy and improved policies. As a complex society within the turbulent Middle East regional framework, Jordanian strategy will benefit from a clear understanding of how it will balance the needs of the individual citizen with the macro pressures of globalisation.

    From Government to E-Government Photo:AMIR Program Jordan's e-government initiative, which included training government workers how to use the Internet and email, has improved communication among government agencies. In 2000, Jordan launched a national e-government initiative, aiming to streamline government procedures and make information and services available to citizens on the Internet. At the time, however, most government institutions did not have an Internet connection - or even computers. To help bridge this gap, USAID helped create a secure network that would allow government organizations to exchange information electronically and develop programs that offer government services over the Internet. USAID then trained government workers how to use the Internet and email, and trained system administrators how to manage the network. The network has improved communication among Jordan's government agencies. The Prime Ministry, for instance, now has its own IP address, firewall and proxy servers, and the entire system is fast, reliable and secure.

    Special unit to guide ambitious e-government program Jordan’s Government Enters the High-Tech Age Challenge
    In 1999, Jordan’s King announced a strategy for economic growth focusing heavily on building the information technology (IT) industry and integrating IT into people’s daily lives. To support this vision, a national e-government initiative was launched to streamline government processes, and provide information and services to citizens over the Internet. At the time, however, the Ministry charged with this new initiative, the Ministry of Post and Communications (MOPC), was still in transition from its former role, and had yet to establish departments or staff devoted to IT issues. In addition to legal reform and organizational restructuring, the Ministry’s transformation required updated human and technology resources.     (AMMAN, Jordan) When Washington cites examples of the potential for reform and democracy in the Arab world, Jordan is one of the first countries mentioned. For the first time since 1997, Jordanians went to the polls last month to vote for parliament, and by most accounts the elections went smoothly. Voter turnout topped 52% and stability was maintained, with a clear majority of the seats going to pro-government candidates. Islamists, though they later questioned the outcome, added credibility to the process by taking part in the elections rather than boycotting them. In the end they captured only 17 out of 110 seats, far fewer than expected. Jordanian women took a step forward, with six parliamentary spots specially set aside for females. These were important developments, but Jordan is still a long way off from embracing true democratic reform.
