    Government: Constitution of 1952 grants king both executive and legislative powers. Between 1967 and 1989, King Hussein has ruled as almost absolute monarch. Bicameral legislature, National Assembly, consists of Senate appointed by king and popularly elected House of Representatives. In late 1989 first national election since 1967 held. National Assembly met in December 1989. In July 1988, government renounced claims to reassert sovereignty over West Bank, under Israeli military occupation since June 1967 War, and turned over responsibility for links with West Bank to Palestine Liberation Organization (PLO). Subsequently, Jordan recognized PLO's declaration of independent Palestinian state in West Bank and Gaza Strip. Politics: Political parties banned from 1957 to 1990; political groupings, in addition to existent Muslim Brotherhood, began to form for 1989 elections. Latent pressures for political participation, especially among Palestinians, who were underrepresented in top layers of narrowly based, Transjordaniandominated power structure. Justice: Court system consisted of civil, religious, and special courts. Tribal law abolished in 1976. No jury system; judges decide matters of law and fact.

    Jordan IN LATE 1989, KING HUSSEIN ibn Talal ibn Abdullah ibn Hussein Al Hashimi remained in firm control of Jordan's political system as the central policymaker and legislative and executive authority. He maintained tight control over key government functions, such as national defense, internal security, justice, and foreign affairs. Crown Prince Hasan, the king's younger brother and heir apparent, complemented the small, Hussein-centered circle of power in his role as the king's right-hand man, especially in the areas of economy and administration. Hussein's main power base continued to rest on the beduindominated army, which had been loyal to the Hashimite (also seen as Hashemite) family for seven decades. Another source of strength was his astute ability to balance sociopolitical interests at home. Equally important, Hussein was Jordan's most accomplished diplomatnegotiator . During the 1980s, Hussein's autocracy also was substantially bolstered by his rapprochement with the Palestine Liberation Organization (PLO). This significant development greatly reduced the threat to Hussein's rule posed since 1970 by various Palestinian guerrilla groups. Some groups, however, notably the Black September and Abu Nidal factions, continued to seek the overthrow of the entire monarchical structure.

    GOVERNMENT
    Jordan is a constitutional monarchy based on the constitution promulgated on January 8, 1952. Executive authority is vested in the king and his council of ministers. The king signs and executes all laws. His veto power may be overridden by a two-thirds vote of both houses of the National Assembly. He appoints and may dismiss all judges by decree, approves amendments to the constitution, declares war, and commands the armed forces. Cabinet decisions, court judgments, and the national currency are issued in his name. The king, who may dismiss other cabinet members at the prime minister's request, appoints the council of ministers, led by a prime minister. The cabinet is responsible to the Chamber of Deputies on matters of general policy and can be forced to resign by a two-thirds vote of 'no confidence' by that body.
    Legislative power rests in the bicameral National Assembly. The number of deputies in the current Chamber of Deputies is 110, with a number of seats reserved for various religions, ethnicities, and a women’s quota. The Chamber, elected by universal suffrage to a 4-year term, is subject to dissolution by the king. The king appoints the 55-member Senate for a 4-year term.
    The constitution provides for three categories of courtscivil, religious, and special. Administratively, Jordan is divided into 12 governorates, each headed by a governor appointed by the king. They are the sole authorities for all government departments and development projects in their respective areas.

    Illustrated by Norman MacDonald Although 90 percent of the Arab East is desert, the fertile 10 percent - the famous "Fertile Crescent" - harbors some astonishing exceptions. Among them are the Jordan Valley a unique, natural greenhouse below sea level; Lebanon, the Biblical "Land of Milk and Honey;" and the Tigris-Euphrates Valley, where, according to Theophrastus' History of Plants, returns from the well-farmed land were once a hundredfold. Time and turmoil - such as the Mongols' 13th century destruction of ancient irrigation networks in the Euphrates Valley - have taken their toll in this rich swath of fertile land that arches from the lands along the eastern Mediterranean coast across northern Syria to the river valleys of Iraq. But, as a recent survey shows, farming in the Fertile Crescent is still vital to Middle Eastern agriculture and, by 1977 had begun to revive. This is particularly notable in troubled Jordan where, for 10 years, war, internal conflict and droughts have periodically upset the kingdom's already precarious grip on scarce farmland. Prior to 1967 Jordanian farming was concentrated in the area called the West Bank. There, in fertile fields adjacent to the Israeli frontier, Jordan's farmers grew 30 percent of its cereals, 60 percent of its fruit and 65 percent of its vegetables. But then, in the 1967 war, Israeli forces captured and occupied the West Bank, leaving Jordan with a meager 800,000 acres of East Bank land suitable for agriculture. More problems arose in subsequent years when further fighting disrupted farming on the East Bank too, and damaged the vital Ghor irrigation canal. Jordanian farmers have also been hit by drought in three of the past four years.
