Jordan's prime minister expected to resign
Story Tools YOUR E-MAIL ALERTS International Monetary Fund (IMF) Government Jordan or Create your own Manage alerts What is this? AMMAN, Jordan (AP) Prime Minister Ali Abul-Ragheb, whose Cabinet has been accused of limiting public freedoms and doing too little to fight corruption, is expected to resign and open the way to new leadership, senior politicians said Monday. The politicians said King Abdullah II was likely to name a new prime minister rather than return Abul-Ragheb to his post. It is normal in Jordan for the prime minister to tender his resignation before the opening of a new parliament session, but the king can choose to reappoint the official. No date has been set for Jordan's 110-member parliament, elected in June, to convene, but it is expected to be in early December. The politicians told The Associated Press that the leading candidate to replace Abul-Ragheb is Faisal al-Fayez, a Royal Court minister from the Skhour tribe, one of Jordan's most prominent tribes with close ties to the royal Hashemite family. Abdullah was out of the country Monday.

    GOVERNMENT AND POLITICS
Government: Constitution of 1952 grants king both executive and legislative powers. Between 1967 and 1989, King Hussein has ruled as almost absolute monarch. Bicameral legislature, National Assembly, consists of Senate appointed by king and popularly elected House of Representatives. In late 1989 first national election since 1967 held. National Assembly met in December 1989. In July 1988, government renounced claims to reassert sovereignty over West Bank, under Israeli military occupation since June 1967 War, and turned over responsibility for links with West Bank to Palestine Liberation Organization (PLO). Subsequently, Jordan recognized PLO's declaration of independent Palestinian state in West Bank and Gaza Strip. Politics: Political parties banned from 1957 to 1990; political groupings, in addition to existent Muslim Brotherhood, began to form for 1989 elections. Latent pressures for political participation, especially among Palestinians, who were underrepresented in top layers of narrowly based, Transjordaniandominated power structure. Justice: Court system consisted of civil, religious, and special courts. Tribal law abolished in 1976. No jury system; judges decide matters of law and fact.

    Jordan - Government
In 1991 Jordan and the PLO had agreed on the principle of confederation between Jordan and whatever Palestinian entity ultimately emerged from the Middle East peace process.
In mid-July 1993 Jordan and the PLO had agreed to form six committees to discuss relations between Jordan and the Occupied Territories during a period of transitional Palestinian self-rule.
In addition to foreign arrivals, Jordan received large numbers of its own nationals fleeing from the Gulf region.
About 300,000 of these expatriates remained in Jordan after the liberation of Kuwait in February 1991, as the rulers of Kuwait had regarded most Jordanian and Palestinian residents as collaborators with the Iraqi occupation forces.
While Jordan welcomed the agreement concluded between Israel and the PLO as progress towards regional stability, it remained concerned by aspects of the Declaration of Principles which affected it directly and over which it had not been consulted.
In January 1994, after King Hussein had twice warned that Jordan might otherwise pursue its own agenda in the ongoing peace negotiations with Israel, the PLO agreed to sign a comprehensive economic co-operation agreement with Jordan, and to establish a joint committee to coordinate financial policy in the Occupied Territories.

    Jordan - History
Palestine (including the present-day West Bank of Jordan) and Transjordan (the East Bank) were formerly parts of Turkey´s Ottoman Empire.
During the First World War (1914-18), when Turkey was allied with Germany, the Arabs under Ottoman rule rebelled. British forces, with Arab support, occupied Palestine and Transjordan in 1917-18, when the Turks withdrew.
When the British Government terminated its mandate in Palestine in May 1948, Jewish leaders in the area proclaimed the State of Israel, but Palestinian Arabs, supported by the armies of Arab states, opposed Israeli claims and hostilities continued until July.
Transjordan's forces occupied about 5,900 sq km of Palestine, including East Jerusalem, and this was confirmed by the armistice with Israel in April 1949. In June the country was renamed Jordan, and in April 1950, following a referendum, King Abdullah formally annexed the West Bank territory, which contained many Arab refugees from Israeli-held areas.
In July 1951 King Abdullah was assassinated in Jerusalem by a Palestinian Arab belonging to an extremist Islamic organization. The murdered king was succeeded by his eldest son, Talal ibn Abdullah, hitherto Crown Prince.

Adnan Badran, a 69-year-old US-educated academic, took over as prime minister following the departure of Faisal al-Fayez. The previous government quit amid reports that King Abdullah was unhappy at the pace of its reform programme. Officials said the new line-up will push forward an agenda of political and economic reforms in the kingdom. The new 26-member government includes three women and 12 ministers from the outgoing administration. The government is the fourth appointed since King Adbullah ascended the throne in 1999. West-leaning Observers say the new government is composed of Western-leaning reformists, in contrast to more conservative-minded governments of the past. It includes the appointment as finance minister of Bassem Awadallah, a 41-year-old economist and long-time confidant of the king, who resigned as planning minister in February amid differences with Mr Fayez over his handling of reforms.
