ittle is now known to the general public of the history of the attempt to remove President Andrew Johnson in 1868, on his impeachment by the House of Representatives and trial by the Senate for alleged high crimes and misdemeanors in office, or of the causes that led to it. Yet it was one of the most important and critical events, involving possibly the gravest consequences, in the entire history of the country. The constitutional power to impeach and remove the President had lain dormant since the organization of the Government, and apparently had never been thought of as a means for the satisfaction of political enmities or for the punishment of alleged executive misdemeanors, even in the many heated controversies between the President and Congress that had theretofore arisen. Nor would any attempt at impeachment have been made at that time but for the great numerical disparity then existing between the respective representatives in Congress of the two political parties of the country. One-half the members of that Congress, both House and Senate, are now dead, and with them have also gone substantially the same proportion of the people at large, but many of the actors therein who have passed away, lived long enough to see, and were candid enough to admit, that the failure of the impeachment had brought no harm to the country, while the general judgment practically of all has come to be that a grave and threatening danger was thereby averted.

Death of Andrew Johnson It is an old favorite among trivia question writers. "Who was the only former American president to serve in the United States Senate?" The answer is identical to that for another popular civics question: "Who was the first president to be impeached in the House and tried by the Senate?" In later years and without much enthusiasm, the Senate periodically considered proposals permitting former presidents to attend Senate sessions, either as at-large members or in some advisory capacity. Finally, in 1963 the Senate adopted Senator Claiborne Pell's amendment to Rule XIX allowing former presidents to address the Senate "upon formal written notice to the Presiding Officer." Although several ex-presidents have stopped by to say hello, none has yet chosen to make a formal address. Historical information provided by the Senate Historical Office.

On February 24, 1868, something extraordinary happened in the U.S. Congress. For the first time in history, the United States House of Representatives impeached a sitting president, Democrat Andrew Johnson. Now, Johnson faced trial before the U. S. Senate. If convicted, he would be removed from office. Vice President Johnson had assumed office after John Wilkes Booth assassinated Abraham Lincoln , on April 15, 1865. He was a Union man, but his roots were in the South. "This is a country for white men," he had reportedly declared, "and as long as I am president, it shall be a government for white men." Johnson had failed to win favor with the Radical Republicans. The radicals, who included men like Thaddeus Stevens and Benjamin Butler, wanted to guarantee the rights of the freedmen. One way they tried to do so was by passing the Reconstruction Acts, laws that provided suffrage to freed slaves and prevented former Southern rebels from regaining control of the state governments. Believing the Acts to be wrong and unconstitutional, Johnson repeatedly blocked their enforcement. He repeatedly gave pardons to ex-Rebels. He hampered military commanders' efforts to block the rise of Southern leaders to power. In frequent speeches and interviews, Johnson publicly expressed his defiance of the Radical Republicans. They knew that their program for reconstruction of the South could not succeed with Andrew Johnson in office. The final blow came after the passage of the Tenure of Office Act in 1867. This law made it impossible for the president to dismiss important government officials without the permission of the Senate. In a move than infuriated Congressmen, Johnson defied the act.

About the Artist
Chas Fagan is a portraitist, sculptor and a landscape painter. His only formal art training came at the age of ten when he was selected for a special series of lessons by the Hungarian portraitist Ilona Karolyi Szecheny. Otherwise, he studied the work of the great masters in European museums while growing up in Belgium. Mr. Fagan's prominence has grown through numerous exhibits, published paintings and public installations of his sculpture. The year 1912 was a presidential election year, and former President Theodore Roosevelt was again campaigning for the nation's highest office. By the evening of October 14 his campaign had carried him to Milwaukee, Wisconsin, where he was to deliver a speech in the city's public auditorium.The time was nearing for him to speak, so he strode from his hotel onto the sidewalk outside, where a car was waiting to take him to the auditorium. As Roosevelt walked toward the car a man suddenly stepped up to him and pointed a pistol at his heart. The gunman pulled the trigger and a bullet burst from the pistol and smashed its way into Roosevelt's chest. His shirt was suddenly spattered with red, and more blood immediately began seeping from the ugly hole. The bullet had come to rest against his rib cage, a mere half inch from his lungs. "He pinked me!" shouted Roosevelt, as bystanders rushed to subdue the gunman, John Shrank. They wrestled Shrank to the ground and then, seeing Roosevelt's bloody clothing, prepared to rush him to the hospital. But they found Teddy Roosevelt a more difficult man to deal with than the would-be assassin. "TR" adamantly refused to go for help. "You just stay where you are!" he thundered. "I am going to make this speech and you might as well compose yourself."
