Building a Japanese Language Program from the Bottom Up
Linda Worman

September 1998
http://www.indiana.edu/~japan/digest13.html The past fifteen years have seen the establishment of a variety of less-commonly taught "critical language" programs to teach those languages the U.S. government perceives to be of strategic national importance or that students deem as necessary for career development in a global economy. Specifically, Japanese language study experienced a remarkable 94.9 percent growth between 1985 and 1990. The success of new programs depends on a number of specific factors which ultimately determine survival or extinction. Building student interest and a learning foundation at the elementary/middle school level can be a key element to establishing and maintaining a successful language program.
Benefits of Language Programs for Younger Students
There are diverse explanations for the advantages younger children may have over older learners, such as the plasticity of a young brain or the unconscious nature of children's language learning. Additional factors influencing successful language acquisition include the length of time spent studying, learning conditions, the quality of received language, cerebral dominance, and critical learning periods.

33. JALEX
JALEX encourages innovative means of offering japanese language programs. JALEX Program consultants make onsite visits to their assigned schools.
http://www.mofa.go.jp/region/n-america/us/q&a/edu/jal.html
CONCEPTION OF THE JALEX PROGRAM
Since 1985, the study of Japanese has grown at a rate unprecedented in the history of American foreign language education. In fact, despite the comparative difficulty of Japanese as a noncognate language and the long-standing appeal of the Romance languages, interest in and demand for Japanese language instruction has continued to grow rapidly on a global scale, particularly throughout East Asia and Europe. This has resulted in the development of several new Japanese-as-a-Foreign-Language programs at Japanese universities and other educational organizations. There is a keen need to provide upper division JFL students and recent graduates with teaching internships and practica, experiences not easily available in Japan.
It is equally important that the progress made by American teachers of Japanese be recognized and extended. In the United States, there has been an extraordinary effort made by classroom teachers, language departments of universities and others to facilitate continued growth and enhance the quality of Japanese instruction. Across the nation, grassroots efforts have emerged spontaneously to address difficult issues of secondary and postsecondary articulation, effective pedagogy and other fundamental issues. Japanese is the first so-called Truly Foreign Language (TFL) to excite interest among a broad cross-section of young Americans and communities. It is clear that effective foreign language study is rapidly becoming a key component of educational reform and national competitiveness.

By James Yellowlees Jim Dougherty relates the following true story of his struggle with Japanese, which Tim Ernst captured in our cover illustration: When I first arrived in Japan and could speak even less Japanese than I do now, I went to a sushi restaurant. After having several different types of sushi, I looked in my English-Japanese dictionary for a word to let the chef know I was finished and for him to tell me how much money I owed ... so I came up with the word ... ikura (how much)? He nodded and made two servings of ikura (fish roe).
Lost for words, I ate the ikura , thinking of how I could get the bill from the chef. I decided to try English... so I asked, “How Much?”

Among many foreign languages, japanese language generates numerous benefits to in heritage language schools, in immersion programs for children,
    http://www.union.edu/PUBLIC/MOLNDEPT/Japanese/why.html
    Ten Reasons to Study Japanese
The ability to communicate in another language has long been regarded as an essential element of a well-rounded education in the U.S.A. "Language and communication are at the heart of the human experience. The United States must educate students who are equipped linguistically and culturally to communicate successfully in a pluralistic American society and abroad. This imperative envisions a future in which ALL students will develop and maintain proficiency in English and at least one other language." (Standards for Foreign Language Learning, 1998) Language is not only a means of contact with other human beings, but also it develops more individuals with strong skills as a matter of long-range economic self-interest. "Currently, two-thirds of the translating jobs at the U.S. Department of State are filled by foreign born individuals because properly trained American-born candidates are not available. In addition, the world has changed since World War II. The language of business is no longer exclusively in English; rather, it is the language of the customer, and too often, our sales representatives so not speak the same language." (Cuyamaca College, 2001)
