Introduction
The objective of this paper is to examine a hypothetical model of the Japanese policy-making process by focusing on the relationship between the transition of political power between government agencies and the subsequent policy changes in the process of administrative reform in the 1990s. The main argument put forward is that, in the Japanese policy-making process, politicians and bureaucrats interact with each other, and that the transition of power relations between government agencies is influenced by the consequences of conflicts between politicians and results in major policy changes. This paper is divided into three parts. First, the objectives of this paper, previous studies of the Japanese policy-making process, and a theoretical framework will be explained. Second, our hypothetical model of the Japanese policy-making process will be presented. Third, in order to prove our model, a case study, “The Transition of Political Power between the Ministry of Finance (MOF) and the Ministry of Home Affairs (MOHA) over the Issue of Taxation System Reform in the 1990s” will be examined.

Sergeant, 1st Marine Division
Earnest Patterson obtained these postcards and a Japanese soldier's photograph album sometime/somewhere during his service with the 1st Marine Division during World War II. The postcard and album were given to his brother, Dewey Patterson, sometime after the war. He gave each one of his brothers and a sister a war souvenir. Earnest drowned in 1947 while attempting to rescue other marines during a training accident during the filming of a "John Wayne Movie" in CA. Ironically, he survived the battles with a real enemy to die facing a Hollywood movie foe.

Japan Brief Anti-Japanese Demonstrations in China Alarm Japanese; Government Calls for Cool Response, and Demands Apology from China [International] April 13 , 2005 News of the outbreak of violent anti-Japanese demonstrations in several Chinese cities, attacking Japanese diplomatic missions, Japanese stores and restaurants and even students, has been received with a mixture of anger, consternation and alarm in Japan. The Japanese government, while protesting and demanding apology and compensation from the Chinese government, called on the nation to react calmly, but there is a fear of backlash among the Japanese people.
It seemed only natural that all the major newspapers in Japan were harsh in criticizing the violent demonstrations in Beijing, which followed those in Chengdu and spread to Guangzhou and Shenzhen, calling on the Chinese government to tighten control to prevent such violence from recurring in the future. The media stopped short of stating that the authorities were behind the demonstrations, but took particular note of the fact that the Chinese government apparently connived at the violence, even though it denied its responsibility for the "spontaneous and voluntary" actions of Chinese citizens. Some newspapers argued that "no political campaign on this scale can be spontaneous in this country where everything is under tight political control."
"Attacks on the Japanese embassy in Beijing, the capital of the Chinese Communist Party's rule, cannot be described as other than abnormal," commented the

The Japanese Constitution 1.Harmony is to be valued, and an avoidance of wanton opposition to be honored. All men are influenced by class-feelings, and there are few who are intelligent. Hence there are some who disobey their lords and fathers, or who maintain feuds with the neighboring villages. But when those above are harmonious and those below are friendly, and there is concord in the discussion of business, right views of things spontaneously gain acceptance. Then what is there which cannot be accomplished! 2.Sincerely reverence the three treasures. The three treasures: the Buddha, the Law, and the Priesthood, [The Buddha, the Law of Dharma, and the Sangha, or order of male and female monks, are the three treasures, or key elements, of Buddhism] are the final refuge . . . and are the supreme objects of faith in all countries. What man in what age can fail to reverence this law? Few men are utterly bad. They may be taught to follow it. But if they do not go to the three treasures, how shall their crookedness be made straight? 3. When you receive the Imperial commands, fail not scrupulously to obey them. The lord is Heaven, the vassal is Earth. Heaven overspreads, and Earth upbears. When this is so, the four seasons follow their due course, and the powers of Nature obtain their efficacy. If the Earth attempted to overspread, Heaven would simply fall in ruin. Therefore is it that when the lord speaks, the vassal listens; when the superior acts, the inferior yields compliance. Consequently when you receive the Imperial commands, fail not to carry them out scrupulously. Let there be a want of care in this matter, and ruin is the natural consequence.

      Tuesday, Aug 09, 2005,Page 1 Advertising Japan's upper house of parliament voted down legislation to split up and sell the country's postal service yesterday, prompting Prime Minister Junichiro Koizumi to follow through on a threat to call snap elections that could shake the ruling party's grip on power. Defections from Koizumi's own Liberal Democratic Party helped defeat the reform package by a 125-108 vote, dealing a painful setback to the prime minister's longtime quest to privatize the postal savings and insurance businesses and open their massive deposits to private investors. Koizumi called an emergency Cabinet meeting, and ministers with one dissenting vote decided to dissolve the lower house of parliament, Foreign Minister Nobutaka Machimura said. The order was later read before the lower house at a specially called session, after which the disbanded lawmakers filed out of the chamber.

Monbukagakusho (MEXT) Scholarship Programs
MEXT (Ministry of Education, Culture, Sports, Science and Technology, Government of Japan) and the Embassy of Japan in Thailand offer scholarships to Thai students who wish to study at Japanese Universities/College of Technology/Senshu-gakko (special training college). There are six programs, as follows.
1. Undergraduate Student
The Embassy of Japan will recommend approximately ten (10) Thai students to study at Japanese universities as undergraduate students to MEXT. Applicants must be Thai, aged between 17-21 years as of April 1, 2006. The term of the scholarship is five years beginning from April 2006, including preliminary instruction in the Japanese language and other subjects (one-year course). A degree of "Gakushi"(Bachelor's degree) will be conferred after completing the required course at the university.
