Generosity toward "comfort women" will reap big rewards
W HEN SHE WAS ASKED last year to help raise funds for Asian women forced into sex slavery by the Japanese military during World War II, Mrs. Miki Mutsuko had her doubts. The respected wife of Mr. Miki Takeo, the former prime minister, did not see how the gap could be bridged between the demands of the "comfort women" to be compensated directly by the Japanese government and Tokyo's adamant refusal to do so. She eventually agreed to help, hoping to use her influence to get fair and speedy compensation for the aging victims. Last month, Mrs. Miki resigned from the Asian Women's Fund (AWF), upset by her government's detachment as well as the tepid response to her call for donations. So far, the fund has collected just half its putative target of $6 million. By justifying its stance on a narrow legalistic principle, Tokyo has again fanned the latent resentment among many Asians that Japan simply will not face up fully to its aggression against their nations during the war. This particular chapter of that traumatic saga involved some 80,000 to 200,000 women who were tricked or coerced into becoming prostitutes for Japanese soldiers on the front lines. Most were Koreans, though others came from mainland China, Taiwan, the Philippines and Indonesia. Officially, Tokyo's position is clear enough. "All questions of reparations relating to the war have been dealt with in good faith," a government spokesman reiterated recently. "Legally, this issue has been settled." He was referring to the post-war treaties Japan signed with the United States and other nations, providing for Japanese reparations.

    Twenty-eight men, including former foreign ministers and high-ranking military officials, were tried in Tokyo by an international jury for their part in the leadership behind the Nanking Massacre. It became clear that Tokyo had known about the atrocities and ignored them, considering them wartime policies. Of the twenty-eight men, two died during the trials, one broke down and was admitted to a mental institution, and the remaining twenty-five were all found guilty on one or more charges. All were sentenced in 1948 either to death by hanging or life imprisonment, but by 1956 every one of them had been paroled.
    Decades after the massacre, Japan began to deny much of the history of Nanking. Books were written which offered very different perspectives on the incident, some of which categorically denied that it had ever taken place. Even as late as 1990, there were top officials in the Japanese government who claimed that the massacre was fabricated. While there has since been official acknowledgement of the barbarity of Japanese forces during the war, largely due to international outrage at the Japanese cover-up attempts, apologies and efforts of compensation have not been forthcoming. To this date, Ikuhiko Hata's "Nanking Incident" is considered by the Japanese Ministry of Education to be the definitive historical text on the subject. This book puts the official death count between 38 000 and 42 000, and argues that the killing of enemy soldiers who have surrendered or been captured cannot be considered a massacre.

    Government The Japanese parliament came into existence in 1980 by virtue of the Meiji Constitution. Called the Imperial Diet, it consisted of two houses: the House of Peers and the House of Representatives. Members from the House of Peers were chosen from members of the Imperial Family, the Peers, people who paid high taxes, and others appointed by the Emperor. On the other hand, members from the House of Representatives were elected by a limited franchise. It was only after the 1925 Electoral Law that members of the House of Representatives were chosen under the universal adult male suffrage. The Meiji Constitution was based on the principle of monarchism with the Emperor's prerogative and power of the Imperial Diet. Many efforts were made to bring in democratic practices and the first Cabinet party only came into existence from 1910 to 1920. It replaced the bureaucratic Cabinets of the past. Nonetheless, the Cabinet continued to report to the Emperor and not to the Diet. The Emperor also appointed the Prime Minister on the recommendation of senior statesmen.
