GOVERNMENT Japan is a constitutional monarchy with a parliamentary government. There is universal adult suffrage with a secret ballot for all elective offices. The executive branch is responsible to the Diet, and the judicial branch is independent. Sovereignty, previously embodied in the emperor, is vested in the Japanese people, and the Emperor is defined as the symbol of the state. Japan's Government is a parliamentary democracy, with a House of Representatives and a House of Councillors. Executive power is vested in a cabinet composed of a prime minister and ministers of state, all of whom must be civilians. The prime minister must be a member of the Diet and is designated by his colleagues. The prime minister has the power to appoint and remove ministers, a majority of whom must be Diet members. The six major political parties represented in the National Diet are the Liberal Democratic Party (LDP), the Democratic Party of Japan (DPJ), the New Clean Government Party (Komeito), the Japan Communist Party (JCP), the Socialist Democratic Party (SDP), and the Conservative New Party (CNP).

Japan Brief Japan Government Grants Drilling Rights to a Firm for Gas Fields in East China Sea [International] July 18 , 2005 The dispute between Japan and China over gas field development in the East China Sea took a new turn as the Japanese government granted on July 14 exploratory drilling rights to a Japanese company in the contested area over a strong protest from China. The Japanese action, which the government said was taken as a defensive measure to protect Japanese resources, interests and sovereign rights against Chinese gas field development being undertaken so close to the Japanese exclusive economic zone (EEZ), could worsen the dispute as each side stands firm on its own interpretation of the demarcation of the EEZs.
The Japanese Ministry of Economy, Trade and Industry gave permission, on the basis of the Mining Law, to Teikoku Oil Co. Ltd. to engage in drilling in three areas with potential gas fields, two of them just inside the Japanese EEZ and opposite the Chinese gas fields of Chunxiao and Duanqiao. When actual drilling work will be started by Teikoku Oil remains to be seen, however, as the Japanese side still wants to persuade China to provide technical data about its gas field development projects there, or suspend them until Japan is convinced of the Chinese claim that their gas field development will not affect Japanese resources across the demarcation line.
Japan has been suspicious that the gas to be exploited from the Chinese fields is connected to gas reserves lying in the Japanese EEZ through geological structure. With China claiming that the Chinese gas fields are disconnected from Japanese resources, Japan has been demanding that China provide technical data to show they are right. Japan is demanding the suspension of development unless they come up with such data. China, however, has ignored the Japanese demand and moved ahead with the project at Chunxiao gas field, which is viewed as moving closer to start of production in autumn this year.

KOBE, Japan - Inside the packed conference halls of the posh Portopia Hotel, delegates from 200 countries discuss the growing menace of tobacco. But in the carpeted corridors outside, sleek vending machines dispense well-known brands of cigarettes.
Nothing could have been more graphic of Japan's schizophrenic attitude to the control of tobacco - how to keep tobacco revenues rolling in but also respond to growing international scrutiny of its public health policy.
The World Health Organization (WHO) which is organizing the four- day Conference on Tobacco and Health ending Thursday, say that what Japan does in the immediate future will have a tremendous bearing on the health of millions in the developing world.
Realizing that Japan's tobacco policy is in the international spotlight and that it has the highest rate of smokers in the industrialized world, the Health and Welfare Ministry recently proposed to halve the number of smokers by 2010.
On the other hand, Japan Tobacco, in which the powerful Finance Ministry has controlling interests, happens to be the world's largest tobacco company thanks to recent acquisitions from R J Reynolds Nabisco.

Organized Tours During the era of the weak emperor Taisho (1912-26), the political power shifted from the oligarchic clique (genro) to the parliament and the democratic parties. In the First World War, Japan joined the Allied powers, but played only a minor role in fighting German colonial forces in East Asia. At the following Paris Peace Conference of 1919, Japan's proposal of amending a "racial equality clause" to the covenant of the League of Nations was rejected by the United States, Britain and Australia. Arrogance and racial discrimination towards the Japanese had plagued Japanese-Western relations since the forced opening of the country in the 1800s, and were again a major factor for the deterioration of relations in the decades preceeding World War 2. In 1924, for example, the US Congress passed the Exclusion Act that prohibited further immigration from Japan.
