    Jamaica inherits its political institutions from Britain. It is a stable parliamentary democracy within the Commonwealth. Although Jamaica is independent, its titular head of state is Queen Elizabeth II of England. She is represented by a Jamaican-born governor general (often referred to as 'GG' by islanders), who is appointed on the advice of the prime minister and a six-member Privy Council. The governor's duties are largely ceremonial and include appointing the prime minister, who is always the leader of the majority party after each national election. Executive power resides with a cabinet appointed and led by the prime minister, and which is responsible to Jamaica's Parliament . Parliament consists of a bicameral legislature - a 60-member elected House of Representatives and a nominated 21-seat Senate, of which 13 members are appointed by the prime minister and eight by the leader of the opposition. The Senate's main function is to review legislation sent forward by the elected House. The House may override a Senate veto, but a two-thirds vote in both houses is required to change Jamaica's constitution. A full parliamentary term is five years. The governor, however, may call a national election at any time the prime minister requests.

    GOVERNMENT The 1962 constitution established a parliamentary system based on the U.K. model. As chief of state, Queen Elizabeth II appoints a governor general, on the advice of the prime minister, as her representative in Jamaica. The governor general's role is largely ceremonial. Executive power is vested in the cabinet, led by the prime minister. Parliament is composed of an appointed Senate and an elected House of Representatives. Thirteen Senators are nominated on the advice of the prime minister and eight on the advice of the leader of the opposition. General elections must be held within 5 years of the forming of a new government. The prime minister may ask the governor general to call elections sooner, however. The Senate may submit bills, and it also reviews legislation submitted by the House. It may not delay budget bills for more than 1 month or other bills for more than 7 months. The prime minister and the cabinet are selected from the Parliament. No fewer than two nor more than four members of the cabinet must be selected from the Senate. The judiciary also is modeled on the U.K. system. The Court of Appeals is the highest appellate court in Jamaica. Under certain circumstances, cases may be appealed to the Privy Council of the United Kingdom. Jamaica's parishes have elected councils that exercise limited powers of local government.

    Friday, January 7, 2005 KINGSTON, Jamaica: The government of Jamaica has granted two licences for the construction and operation of two submarine fibre optic networks, which will link Jamaica to North America, and the rest of the world. The licencees are Fibralink Jamaica Limited and Trans-Caribbean Cable Company Limited (TCCCL), which are expected to make a total investment of JA$5 billion in the creation of undersea links. Fibralink is a joint venture company that is already active in the local communications market, while TCCC is a consortium of 32 foreign and local telecommunications carriers and service providers.

    Jamaica government denies political asylum to eight Cuban boat migrants
    Sunday, September 7, 2003 KINGSTON, Jamaica: Eight illegal Cuban boat migrants who arrived in Jamaica two months ago were on Friday, 5th September, denied political asylum by the Jamaica government. The decision, according to the Associated Press, paves the way for their repatriation back to Cuba. They currently are being held at a detention center in Montego Bay. Jamaica officials decided the men were seeking better economic conditions and did not qualify for refugee status under international law, AP quoted National Security Ministry spokesman Mr. Donovan Nelson as saying. The Cubans landed on a Montego Bay beach on 5th July in a small motorboat after spending two days at sea. They arrived with their passports wrapped in plastic and, in broken English, asked residents to call the police. Back...
