Is based on the premise that the trends in the development and adoption of new information and communication technologies (ITC) are largely spontaneous and decentralized Aims to facilitate and accelerate this process by means of: Encouraging cooperation and links among all participants ( firms, financial markets, universities, non-profit organizations, workers, citizens, government) Supporting research, education and promotion using flexible existing tools (minimum use of laws, enchancement of coordination, promotional and co-financing arrangaments) Fostering competition in the ICT sector Implementing training and social inclusion policies for Southern Italy Areas of Intervention Promoting the exchange of university researchers and faculty with industry. Issue the implementing regulations for Legislative Decree 297/1999 on the secondment and transfer of researchers and faculty to firms. Ensure support for the hiring of young researchers and establishing study grants for doctoral study

In October, Italy's Chamber of Deputies passed a new law which increases parental leave to ten months and encourages the use of parental leave by fathers.
Under the new law, the mother or father may take a total of ten months' parental leave any time until the child's ninth birthday. Previously, Italian parents were entitled to six months parental leave. To encourage fathers to take time off for parenting, the new law grants an extra month to the family if the father takes at least three months leave. Parents also now have the right to five days of paid leave per year for the care of sick children up to 8 years of age.

    In 1946 Italy changed its government. In this year, the people voted to change their nation from a monarchy, which was ruled by a king to a republic that was headed by a president. King Humbert the 2 nd fastest left the throne and the voters elected 556 members to the Constituent Assembly to write a constitution. The constitution was passed in 1947 and took effect on January 1,1948. The constitution established a government, which was made up of a president, the Council of Ministers headed by a prime minister, and a Parliament with a Senate and a Chamber of Deputies.

    The president of Italy was elected to a seven-year term by both of the houses of Parliament. In Italy the president must be at least 50 years old. They show the prime minister, who forms the government. The president has the power to get ride of Parliament and call a new election. The president is the commander of the Italians. Italy doesn’t have a vice president. If the president of Italy is sick, the president of the Italian Senate takes over the job. If the president dies, a presidential election is held.

    Abstract
    The Italian government is focusing a growing amount of IT resources at the local administration level. Regions, provinces, and municipalities will be the major driving forces for growth of egovernment IT spending, from $371 million in 2004 to more than $520 million in 2008. In this study, IDC identifies the key elements of the Italian egovernment plans and major drivers and inhibitors to implementation. The document provides insightful predictions for IT vendors that intend to offer electronic service delivery and eprocurement solutions for the Italian public administration. "IT spending for egovernment is expected to continue growing in Italy, especially at the local level. IT vendors that want to take advantage of those opportunities must watch carefully those new initiatives, understand drivers of the various projects, and offer flexible delivery formulas that appeal also to smaller authorities," says Massimiliano Claps, senior research analyst, IDC European Vertical Markets.

    Government and employers agree on training strategies
    At a summit meeting held between the Government and Confindustria (Italian employer's federation) in April, an assessment was made of the training policies, which it is intended to pursue. In the case of continuing training, which has traditionally been neglected in Italy, the government believes that it should be left to the individual trade associations and collective agreement renewals at present being negotiated to transform these policies into opportunities. Nevertheless, it has confirmed that various measures to promote the supply of training, including the possibility to deduct expenditures from taxes are under consideration. A typically Italian problem is that of school drop-outs. Today 5% of students do not finish even their compulsory schooling at 14 years of age. Only 10% obtain a higher education degree while 50% stop after their upper secondary school-leaving certificate and 25% do not go beyond the qualification obtained from vocational training provided by regional authorities. The government therefore wishes to take action in various directions:

    MPs pull plug on Italy's government Veronica Fagan On Friday October 9 the Italian ‘Olive Tree’ coalition lost a confidence motion in parliament by one vote, throwing the government into disarray. It is not yet clear if and when there will be new elections because of complex rules about presidential terms. This has attracted some comment in the British press with a suggestion that it could threaten NATO intervention in Kosova. This seems unlikely as there is a clear majority for intervention. Threats to the lira given general economic chaos seem better founded The trigger for the confidence motion was the government’s budget for next year. The Partido Rifondazione Comunista (PRC) decided it could no longer support the government, voting 188-112 on its Central Committee to break with the government. The majority around Fausto Bertinotti was supported by the left minority of which Fourth International supporters are a part. Rifondazione had previously debated whether it should support the government and its austerity budgets even this far. These debates saw not only the right within the party, but at times Bertinotti arguing "lesser evilism" as the basis for sticking with Prodi. They drew comfort from the fact that the last time a break was posed, it was apparently unpopular. In fact it is likely that these statistics were manipulated because the right was better organised. However, when it came to the vote of confidence in parliament a majority of the PRC’s MPs voted with the government against the party line. This majority of MPs, together with a small minority of the PRC under the leadership of party chair Armando Cossutta have announced they are forming a new movement.
