Italian judiciary attacks government
MILAN, Italy Hundreds of judges and prosecutors across Italy have donned their black robes for a national protest aimed at the government. The protest, held on Saturday, heralds a new judicial year which has started with accusations that the government is undermining the legal system. Magistrates are mired in an ongoing feud with the centre-right government of Prime Minister Silvio Berlusconi, while fending off criticism that many court cases in Italy go on for too long. The head of Italy's highest appeals court, Francesco Favara, called on Friday for magistrates and politicians to end the infighting so the creaky legal system could be repaired. At a ceremony attended by Berlusconi and Italy's president, Favara said the average time to complete a criminal case dragged on for an average 1,490 days in 2001, up from 1,451 days a year earlier. The time to complete civil procedures increased in 2001 to 1,009 days from 974 days, he said.

The British government became concerned about the consumption of alcohol during the First World War . They feared that war production was being hampered by drunkenness. Other governments involved in the conflict were also worried about this problem. In August 1914 Russia outlawed the production and sale of vodka. This measure was a complete failure, as people, unable to buy vodka, produced their own. The Russian government also suffered a 30% reduction in its tax revenue. Attempts to reduce alcohol consumption were also made in Germany, Austria-Hungary, France and Italy. In Britain, David Lloyd George , the Chancellor of the Exchequer, led the campaign against alcohol. In January 1915, Lloyd George claimed that Britain was "fighting German's, Austrians and Drink, and as far as I can see the greatest of these foes is Drink." Lloyd George started a campaign to persuade national figures to make a pledge that they would not drink alcohol during the war. In April 1915

GOVERNMENT
Italy has been a democratic republic since June 2, 1946, when the monarchy was abolished by popular referendum. The constitution was promulgated on January 1, 1948.
The Italian state is centralized. The prefect of each of the provinces is appointed by and answerable to the central government. In addition to the provinces, the constitution provides for 20 regions with limited governing powers. Five regionsSardinia, Sicily, Trentino-Alto Adige, Valle d'Aosta, and Friuli-Venezia Giuliafunction with special autonomy statutes. The other 15 regions were established in 1970 and vote for regional 'councils.' The establishment of regional governments throughout Italy has brought some decentralization to the national governmental machinery, and recent governments have devolved further powers to the regions. However, many regional governments, particularly in the north of Italy, are seeking additional powers.
The 1948 constitution established a bicameral parliament (Chamber of Deputies and Senate), a separate judiciary, and an executive branch composed of a Council of Ministers (cabinet), headed by the president of the council (prime minister). The president of the republic is elected for 7 years by the parliament sitting jointly with a small number of regional delegates. The president nominates the prime minister, who chooses the other ministers. The Council of Ministersin practice composed mostly of members of parliamentmust retain the confidence of both houses.

Italian clubs need government help
Story Tools MILAN, Italy The Italian federation (FIGC) said that government intervention is needed to bring the majority of professional clubs in line with stricter financial rules. "The FICG council simulated a scenario," said federation president Franco Carraro." (It showed) that if the admission deadline were to be applied today, 60 per cent of the Serie A and Serie B clubs would be out." The figure is believed to be closer to 70 per cent if only Serie A clubs are taken into consideration. Clubs like Roma, Lazio and Parma have long been facing a financial crisis. Europe's governing body, UEFA, had earlier instructed their member associations to ensure that clubs sort out their finances. As a result FIGC and the League of professional clubs (Lega Calcio) passed new rules requiring clubs to have paid their 2003 state taxes to be admitted to the 2004-2005 season. The Italian government is expected to assist clubs by passing a law that would spread the clubs' tax arrears over the next five years without fines or interests.

Berlusconi nearer to taking power
Ciampi, right, welcomes the newly elected president of the Senate, Pera ROME, Italy Media magnate Silvio Berlusconi hopes to take the reins of political power in Italy before a NATO summit in mid-June. The apparatus is now in place for president Carlo Azeglio Ciampi to hand over authority following the resignation of prime minister Giuliano Amato and the election of two key parliamentary posts this week. Amato made his ritual resignation on Thursday but is expected to stay on in a caretaker role until a new government is in place, possibly by early June, Ciampi's office said in a statement.
