PRusisrael.pdf In the United States and around the world, many are questioning why, despite some mild rebukes, Washington has maintained its large-scale military, financial, and diplomatic support for the Israeli occupation in the face of unprecedented violations of international law and human rights standards by Israeli occupation forces. Why is there such strong bipartisan support for Israel's right-wing prime minister Ariel Sharon's policies in the occupied Palestinian territories? Although U.S. backing of successive Israeli governments, like most foreign policy decisions, is often rationalized on moral grounds, there is little evidence that moral imperatives play more of a determining role in guiding U.S. policy in the Middle East than in any other part of the world. Most Americans do share a moral commitment to Israel's survival as a Jewish state, but this would not account for the level of financial, military, and diplomatic support provided. American aid to Israel goes well beyond protecting Israel's security needs within its internationally recognized borders. U.S. assistance includes support for policies in militarily occupied territories that often violate well-established legal and ethical standards of international behavior.

Israeli government proposes blocking Palestinian compensation suits

The Israeli government has proposed an amendment to the Civil Wrongs Law intended to exempt Israel from paying compensation to Palestinians injured by the security forces. The amendment applies to " residents of a conflict area" and "subjects of enemy states." The Government has clearly stated its intention to apply the new law to Palestinians in the Occupied Territories.
Today, Palestinians are not able to sue the state for damages caused by combatant activity, broadly defined as, "…any action of combating terror, hostile actions, or insurrection, and action intended to prevent terror and hostile acts and insurrection committed in circumstances of danger to life or limb." If the Knesset passes the new amendment, it will almost completely block the ability of Palestinians to file for compensation, even for damage caused by illegal shooting, looting, negligence on training grounds, abuse and degrading treatment at checkpoints, or physical violence.
The law is blatantly discriminatory in that it denies the right to sue for compensation based on the identity of the victim, rather than the substance of the claim .

"Government-run Arab schools are a world apart from government-run Jewish schools," said Zama Coursen-Neff, counsel to the Children's Rights Division of Human Rights Watch. "In virtually every respect, Palestinian Arab children get an education inferior to that of Jewish children, and their relatively poor performance in school reflects this."
Palestinian Arab children drop out of school at three times the rate of Jewish children and are less likely to pass the national matriculation exams for a high school diploma. Only a handful make it to university. Among Palestinian Arabs, the Bedouin from the Negev Desert fare the worst in every respect. "Discrimination is cumulative, and at each level, more Palestinian Arab children are winnowed out," Coursen-Neff said.
