    Government Consultation Document May 2001 In preparation for the modernisation of the Civil Registration Service, the Department of Health and Children, and the Department of Social, Community and Family Affairs, have jointly issued a Consultation Document, which can be read or downloaded from the General Register Office website (see our links page). Government is inviting all interested individuals to comment on these proposals, and the deadline for receipt of observations is 31 May 2001, which observations can be submitted by e-mail to grodoc@welfare.ie . In view of the extremely unsatisfactory service at present available to genealogists and other users of Ireland's Civil Registration Service, it is essential that as many people as possible submit constructive suggestions for improvements. Considering the short notice given, it is to be hoped that submissions received after the deadline will be accepted. In addition, those of Irish descent living abroad should not be hesitant about making their opinions known, particularly in view of the fact that the Irish Constitution has now been amended to recognise their affinity with the Irish Nation. Few would disagree with the observation that a system which has remained little changed for 150 years requires radical overhaul to meet the needs of Irish society in the 21st Century. While the currrent day to day requirements of citizens for certificates of birth, marriage and death certificates are rightly stressed, we welcome the fact that genealogy is given particular mention also in the Consultation Document: 'The records held by the registration service provide a rich source of information for people tracing their family history and in compiling family trees.' It is important that the proposed new Civil Registration legislation should make specific mention of the use by genealogists of vital records.

    LONDON (CNN) In an effort to get Protestant and Catholic parties to break a six-month impasse, British Prime Minister Tony Blair has set a deadline of June 30 for formation of Northern Ireland's new provincial government. "The prime minister has told the parties that the deadline is absolute," said a statement issued Saturday from Blair's London office. It was not immediately clear what steps Blair would take if the deadline is not met. But a new proposal for resolving the dispute was "being seriously looked at" by provincial leaders over the weekend, a Blair spokesman said. The 12-member government, or executive, was to have been formed last November. It was part of the 1998 Good Friday peace pact, designed to end sectarian violence in the British-controlled province by creating a political system in which Catholics and Protestants would share power.

    Introduction
    The Northern Ireland Statistics and Research Agency (NISRA) has two main business areas. First NISRA staff provide statistics and social research services to the Northern Ireland Government Departments and Agencies and to some NDPBs to assist in policy making, monitoring and evaluation. The information produced by the Agency informs debate in Parliament and the wider community. The Agency also incorporates the General Register Office (GRO) for Northern Ireland. The GRO undertakes the registration of births, marriages, adoptions and deaths in Northern Ireland and produces summary statistics relating to these events as well as annual population estimates. The Agency has a staff complement of 183.5 comprising of 100 professional and 83.5 administrative posts. Two thirds of the staff in professional grades are out-posted on long-term loan to provide statistics and research services to Northern Ireland Government Departments, the Northern Ireland Office, Agencies and Non-departmental Public Bodies. Administrative staff discharge registration functions, provide support to professional colleagues and staff the NI Census Office.

The president, who serves as chief of state in a largely ceremonial role, is elected for a 7-year term and can be re-elected only once. In carrying out certain constitutional powers and functions, the president is aided by the Council of State, an advisory body. On the Taoiseach's (prime minister's) advice, the president also dissolves the Oireachtas (Parliament). The prime minister is elected by the Dail (lower house of Parliament) as the leader of the political party, or coalition of parties, which wins the most seats in the national elections, held around every five years (unless called earlier). administrator power is unconditional in a cabinet whose ministers are nominated by the Taoiseach and approved by the Dail. The bicameral Oireachtas (Parliament) consists of the Seanad Eireann (senate) and the Dail Eireann (house of representatives). The Seanad is composed of 60 members11 nominated by the prime minister, 6 elected by the national universities, and 43 elected from panels of candidates accomplished on a vocational basis. The Senate has the power to delay legislative proposals and is allowed 90 days to consider and amend bills sent to it by the Dail, which wields greater power in parliament. The Dail has 166 members popularly elected to a maximum term of 5 years under a complex system of proportional representation.

    January 31, 2000 Web posted at: 12:24 p.m. EST (1724 GMT) BELFAST, Northern Ireland (CNN) Northern Ireland Protestant leader David Trimble warned on Monday that if a decommissioning report shows the Irish Republican Army is not disarming it will signal the repudiation of the power sharing agreement for the troubled province. Trimble, who is first minister in the home rule government, said that if the republican movement isn't willing to turn over its weapons, the Northern Ireland government would have to be suspended, at least temporarily. "If we don't get it, the problem is how are we going to proceed," Trimble told CNN, referring to the requirement that the IRA begin "decommissioning," or turning in its weapons.

The suspension comes in the wake of John Trimble's July 1 resignation as first minister of the Northern Ireland Assembly because the IRA had not yet disarmed. Reid said he hoped the suspension would be brief, and indeed, the announcement comes after Thursday's declaration by the IRA that they would place their weapons "completely and verifiably beyond use."     The Northern Ireland government was created in 1998 with the Multi-Party Negotiations between the British and Irish governments. A new legislative assembly and 11 departments were established to serve its 1.5 million citizens.
    In this situation, e-government, as it is seen in the United States, is not a high priority, but it is a growing issue, according to Vincent. Initiatives are under way, and as the new government matures, he is sure it will become even more important.
    During a visit to the United States in June, Vincent spoke about his e-gov philosophy and why it is important to Northern Ireland with Senior Editor Nick Wakeman.
    WT: How are you approaching e-government?
    Vincent: Modernizing government is in our vocabulary. We know we want to do it, and we know it is important. But it will take a little time to get there.

      Whether the State Pathology Department is working to protocols drawn up jointly by the Northern Ireland Department for Health, Social Services and Public Safety and the Northern Ireland Office for the investigation of sudden unexpected deaths in children in the region; whether these protocols include the use of double-doctoring with paediatric pathologists; and whether they include the concept of a lead pathologist for each case.     Under the system of double doctoring there is no formalised arrangement for one pathologist leading over the other since these are "joint" examinations, however in non-suspicious deaths it is usual for the paediatric pathologist to do most of the prosection and prepare the report which is then "jointly" signed. In suspected criminal cases, the forensic pathologist would do the majority of the examination and be largely responsible for writing the report. Further thought is currently being given to formalising this arrangement.
