The Government (Irish: Rialtas), also known as the Government of Ireland, is the cabinet that exercises executive authority in the Republic of Ireland. The Government is headed by a prime minister called the Taoiseach, and a deputy prime minister called the Tánaiste. The Taoiseach is appointed by the President after being designated by Dáil Éireann (the lower house of parliament). The President then appoints the remaining ministers after they have been chosen by the Taoiseach and approved by the Dáil. Irish Council for Civil Liberties - Press Release: 18th September 2003 The European Committee for the Prevention of Torture (ECPT) has recommended for the third report in a row that the Irish Government must allow a person in detention to have a lawyer present when being interrogated. Responding to the publication today of the ECPT Report on the their visit to Ireland in 2002, Aisling Reidy Director of the Irish Council for Civil Liberties (ICCL) commented: The ECPT visits Ireland on a periodic basis as a party to the European Convention on the Prevention of Torture. The report of the Committee, based on visits to police stations, prisons, mental health establishments and detention centres for children, raises many areas of concern. One of urgency that was highlighted was the lack of clarity around the legal safeguards for detention of individuals with a mental disability, and their rights. "One of the most striking aspects of the Committee's report is that many of the recommendations are not new, but repeated recommendations to the government where the situation has not improved since the Committee's visits in 1995 and 1998. The Minister for Justice recently addressed a human rights conference and said that "it is one thing to have human rights charters, it is another thing to have governments who believe in them."

It was subsequently abolished under the Constitution of Northern Ireland Act, 1973. The Parliament of Northern Ireland was bicameral , consisting of a House of Commons with 52 seats, and an indirectly-elected Senate with 26 seats.

The House of Commons had 52 members, of which 48 were for territorial seats and four were for graduates of Queen's University, Belfast . The Government of Ireland Act prescribed that elections to the House of Commons be by the Single Transferable Vote (STV), though the Parliament was given power to alter the electoral system from three years after its first meeting. BELFAST, Northern Ireland (CNN) As Catholic and Protestant politicians met Monday to take an important step forward in implementing the Northern Ireland peace accord, the unsettled issue of disarmament plagued the proceedings. The Belfast Assembly gathered to debate plans to create a joint Protestant-Catholic government as called for under last April's Good Friday agreement. A vote to establish a 12-seat administration from four parties is expected Tuesday or Wednesday. But some Protestants are demanding Sinn Fein be barred from the administration until its ally, the Irish Republican Army, begins disarming. Sinn Fein insists decommissioning is a separate issue. The fledgling Belfast government could serve as a cornerstone for a lasting peace in Northern Ireland under the 1998 Good Friday peace accord. Its establishment by the Northern Ireland Assembly came Monday, a day mixed with hope and disbelief.

    GOVERNMENT Ireland is a sovereign, independent, democratic state with a parliamentary system of government. The president, who serves as chief of state in a largely ceremonial role, is elected for a 7-year term and can be re-elected only once. In carrying out certain constitutional powers and functions, the president is aided by the Council of State, an advisory body. On the Taoiseach's (prime minister's) advice, the president also dissolves the Oireachtas (Parliament). The prime minister is elected by the Dail (lower house of Parliament) as the leader of the political party, or coalition of parties, which wins the most seats in the national elections, held approximately every 5 years (unless called earlier). Executive power is vested in a cabinet whose ministers are nominated by the Taoiseach and approved by the Dail. The bicameral Oireachtas (Parliament) consists of the Seanad Eireann (Senate) and the Dail Eireann (House of Representatives). The Seanad is composed of 60 members11 nominated by the prime minister, 6 elected by the national universities, and 43 elected from panels of candidates established on a vocational basis. The Seanad has the power to delay legislative proposals and is allowed 90 days to consider and amend bills sent to it by the Dail, which wields greater power in Parliament. The Dail has 166 members popularly elected to a maximum term of 5 years under a complex system of proportional representation. A member of the Dail is known as a Teachta Dala, or TD.

    UK Announces Suspension
    The suspension follows weeks of increasing tension and came one day ahead of a threatened walkout by First Minister David Trimble and his Ulster Unionist Party, the largest pro-British political party. "[I]t has become clear that decisive action is needed in order to safeguard the progress made and tackle the remaining challenges," John Reid, Britain's Northern Ireland Secretary, said in a statement Monday. "I hope the decision I have taken today marks a breathing space a chance to gather strength before that process moves forward once again." The latest crisis erupted after reports emerged of spying by the militant Irish Republican Army on members of the British government. A messenger in the Northern Ireland Office reportedly copied sensitive documents from British and Pro-British officials and gave them to a senior Sinn Fein member and the Provisional IRA. When news of scandal broke, Trimble threatened to pull his party out of the power-sharing government unless the governments threw Sinn Fein out of the assembly. Reid indirectly addressed the issue of collusion between the paramilitaries and the political parties in his statement announcing the suspension.

    Government faces backlash
    2004 will be a defining year for the Fianna Fail/Progressive Democrat coalition. They face their first electoral test on 11 June in the Local and European elections the first to take place since their re-election in 2002.

    Thousands of ordinary people across the country will take the opportunity to pay them back for the attacks on their living conditions. The crisis in the health service continues, the cost of health care has increased again with hikes in hospital charges, attacks on rent allowance payments, stealth taxes in the form of bin charges and the new development levy which effectively prices thousands of first time buyers out of the housing market. The ongoing corruption allegations involving politicians and tax evasion by big business have also furthered this sense of anger. This anger will be reflected in people voting against the government and Fianna Fail in particular could be in for a big hit with the loss of many seats. Already many Fianna Fail politicians are quite worried because of the anger in society. There are signs of tension and division in Fianna Fail as a result. Defence Minister Michael Smith's much publicised rift with Ahern over the Hanly report and also the "opposition" to cuts in employment schemes by some backbenchers gives a small indication of internal opposition that could emerge if they suffer badly at the polls in June. In the run up to Christmas Ahern was forced to issue a call for loyalty - his third in 11 weeks to his parliamenatry party. He also said that if one more person undermined him he would "take him out". The reality is however that if Fianna Fail suffer significant losses in the elections his position could become unteneable and there is the real possibility that he would be removed as party leader. This would be a massive defeat for him but a big blow to the government as well.
