An Overlooked Aspect of Iraq's Reconstruction? July 31, 2003
To assess the various aspects on which the United States needs to focus for the establishment of a civil society in Iraq, the U.S. Institute of Peace and U.S. Department of State co-hosted on July 17, 2003 a roundtable discussion with prominent experts and experienced practitioners. The participants, including U.S. government officials, representatives of nongovernmental organizations, academics, and Iraqi political leaders based in Washington, D.C., sought to examine barriers to establishing civil society in Iraq and how they might be overcome. The views summarized below reflect the discussion at the meeting; they do not represent formal positions taken by the Institute, which does not advocate specific policies.

On the other hand, the palliative measures initiated by the SC ­ specifically the "Oil-For-Food" program, resolution 986 ­ , although they have hardly managed to check Iraq's humanitarian catastrophe, have perversely permitted public opinion to be distracted from the Iraqi drama, and have guaranteed neo-colonial control over the country's resources and finances by channelling billions of dollars toward the payment of war compensations. International law comes to Iraq. When to Palestine For Immediate Release No. (E/16/04) May The assurance from U.S. military and civilian authorities that international law and the Geneva conventions will now apply after revelations of prisoner abuse in Iraq is a very welcome signal Does this mean that international law is now recognized by members of the Coalition Provision Authority in Iraq as an essential element in resolving conflicts? Does it also mean that high-ranking military and civilian officials will be held accountable for human rights abuses Palestinians have been waiting for such a signal for decades. Since the Palestinian Arab-Israeli conflict began in 1948, the United Nations Security Council has adopted more than 200 resolutions on the subject but the trail of unimplemented resolutions is endless. They include resolutions asking Israel to abide by obligations and responsibilities in the 4th Geneva Convention, rescind measures changing the status of Jerusalem, cease building illegal Jewish colonies on occupied Palestinian land, stop deporting Palestinians from the occupied territories, and on and on Neither Security Council Resolution 242 on withdrawal of Israeli forces from 1967 occupied territories and asking for a just settlement of the Palestinian refugee problem nor General Assembly Resolution 194 on the right of return, passed annually, has been implemented

September 11, 2001, caused many to reflect upon the fundamental values on which this country was founded: freedom of speech, respect for human dignity, freedom of religion, justice for all, tolerance. It is imperative that the United States stand for the principles of unalienable, universal rights. Otherwise, those who wage war on human rights will have won the battle against freedom. Secret Detentions: Egypt - Detainees at Risk of Torture in Unknown Locations Egyptian national Osama Nasr Mostafa Hassan was abducted on a street in Milan and allegedly driven to the US air base in Aviano, Italy, interrogated, drugged and taken to the US military base in Ramstein in Germany. From there he was flown to Egypt, where he was allegedly tortured, including with electric shocks. He is believed to remain in custody in an unknown location. Despite the Bush administration's misrepresentations, ratification of the ICC Treaty and other humanitarian international law treaties could provide all nationals with greater protection and recourse to justice.

But their excitement did not last long, as the transitional administration in Baghdad reversed its decision within a few days, presumably under tremendous pressure from Washington, which continues to oppose the first-ever world court on war crimes and crimes against humanity. Despite relative silence on this issue for months, the debate has resurfaced at a time when Baghdad is almost ready to adopt a new constitution.

Challenging U.S. Human Rights Violations Since 9/11 '' (Prometheus Books, April 2005) includes entries by liberal luminaries and represents the first complete collection of the 183 alleged rights violations committed by the U.S. at home and around the world following the attacks of Sep. 11, 2001. Ginger, a quick-witted 79-year-old with glossy white hair, thick glasses and a red hat she has worn ever since Sep. 11, is executive director of the San Francisco-based Meiklejohn Civil Liberties Institute, which has documented abuses since 1964. The author of 24 books, she has argued and won cases before the U.S. Supreme Court, and now teaches a course on peace law and human rights at San Francisco State University.
