SPECIAL REPORT War Tracker On the Scene Map U.S. Iraq ... Special Report MOSCOW, Russia (CNN) The five permanent members of the U.N. Security Council have come significantly closer to agree a resolution on Iraq in recent days, Russia's foreign minister has said. But Igor Ivanov admitted that "significant differences remain," the Interfax new agency reported. "We insist that if inspectors face problems and if Iraq is found to be in violation of the U.N. Security Council resolutions, the Security Council will take up the issue again to decide what to do next," Interfax quoted Ivanov as saying. According to the report, Ivanov said the decision must be adopted "in line with the U.N. Charter that provides, in particular, for use of force in such cases." The United States accuses Iraq of having chemical and biological weapons and working to develop nuclear weapons in violation of U.N. resolutions dating back to the 1991 Persian Gulf War.

But some delegates insisted Wednesday's vote at the convention at Bournemouth, southern England, was meaningless, as it did not address the burning issue of whether or not the war was justified. A majority of delegates voted by a show of hands to support a party policy document that laid out the government's position. Conference votes have no power to change government policy.

(CNN) As U.S. war planners consider possible military action against Iraq, their blueprints partly hinge on the logistical support of Saudi Arabia a country that has backed past U.S. military action in the region but may be more reluctant this time around. Saudi Arabia's Prince Sultan air base is the centerpiece of U.S.-Saudi military relations. It is home to 5,000 U.S. Air Force personnel and some 100 U.S. and coalition aircraft. Prince Sultan also houses the critical air operations center, which is used to run U.S. military operations in Afghanistan and would be needed for any action in Iraq. F-15s and F-16s based at Prince Sultan conduct regular patrols in the no-fly zone over southern Iraq, supported by AWACS and RC-135 surveillance aircraft.

UNITED NATIONS (CNN) The U.S. ambassador to the United Nations said Thursday there is an "emerging convergence" over a resolution on Iraq, but other key members of the Security Council seemed to disagree. France and China, two of the permanent Security Council members, said the resolution is inadequate. Germany, also a member of the council, but without veto power, said it viewed the resolution as "a step forward" but that it still needs work. Russia is studying the plan. "There are some changes in the text, but on the essential points I would say little [change]," said Jean-Marc de La Sabliere, the French ambassador.

Lord Hutton outlined the remit of his official judiciary inquiry being held at the Royal Courts of Justice, London. The leading UK judge is to hear from top politicians, including prime minister Tony Blair and defense secretary Geoff Hoon, as well as the BBC in his attempt to discover the events leading up to the scientist's death. A question he is to ask is who leaked Kelly's name as the "mole" in the argument between the BBC and the government over the September dossier and the intelligence case for war against Iraq. He stressed Friday the inquiry will be conducted by him "and not at all by conflicting parties."

Grim Christmas tree marks holiday in Iraq
January 1, 1998 Web posted at: 8:55 a.m. EST (1355 GMT) BAGHDAD (CNN) There is a Christmas tree in Iraq's capital that bears a different kind of holiday message. It is covered with small white cards, each of which bears the name of a child who died during the seven years of economic sanctions against the country. "This tree has been donated by the families of the kids who died because of the embargo. We want to remind the U.S. administration what the situation is," said Nabil Yaqoub, one of the organizers of the tree protest. He said about 2 million children have died over seven years of sanctions. The tree is outside the Polish embassy. The American embassy was closed down but the U.S. maintains a small diplomatic section inside the Polish embassy. The United Nations has repeatedly stated sanctions against Iraq, which went into effect after Baghdad invaded Kuwait in 1990, will not be lifted until U.N. weapons inspectors certify that Iraq has completely eliminated its weapons of mass destruction. Sources say Baghdad may be years from making a device
Barbara Starr CNN Washington Bureau WASHINGTON (CNN) U.S. sources with knowledge of Iraq's military capabilities said they are unaware of new information about the Baghdad government's efforts to develop nuclear weapons but added that United States intelligence may be reassessing that threat. President Bush hinted Wednesday that the urgency behind recent calls for a "regime change" in Iraq are based on signs that Iraqi leader Saddam Hussein has not made good on promises to disarm and disavow weapons of mass destruction assurances dating back to the end of the Persian Gulf War. Bush summoned top lawmakers to the White House on Wednesday and told them that he would "seek approval" from Congress "at the appropriate time" on what to do about Saddam. The Bush administration has accused the Iraqi leader of amassing weapons of mass destruction in violation of U.N. resolutions ending the Gulf War.

KABUL, Afghanistan (AP) Iran refused an Afghan aircraft carrying relief goods to Iraq permission to fly over its territory because of U.N. sanctions against Iraq and Afghanistan, the Taliban foreign ministry said Sunday.
