How we'll beat the insurgency and create a functioning nation

Sunday, August 7, 2005 While Iraq has elected a transitional government and is making progress in drafting a constitution, it faces a clever and brutal terrorist threat and the profound challenge of overcoming the political, social and economic legacy of Saddam Hussein's rule. In the past two weeks, I have discussed with Iraqi leaders a set of ideas about what is needed to set Iraq on the right trajectory. We have agreed on seven points. 1. Iraq needs a "national compact" enshrined in its constitution. One of the biggest challenges facing Iraqis is overcoming the loss of trust among its communities. This underlies current political and sectarian tensions. In part, it underlies the insurgency. Fostering hatred was central to Saddam's rule. His was a personal tyranny, rooted in a narrow clique, not in a wider community. To overcome this dark legacy, Iraqis need to build bridges, not burn them. Individuals who committed crimes should be punished, but no community should be marginalized because of the deeds of Saddam.

The Italian Government announced on 12 March 2004 that it might sponsor the creation of an intranet for the new Iraqi government and provide basic applications to improve central government services. Italian Foreign Affairs Minister Franco Frattini and Minister for Innovation and Technologies Lucio Stanca agreed on 12 March 2004 on a possible e-government project for Iraq, which would see Italy building an intranet for the new Iraqi government. US demands Iraq's new government repudiate "de-Baathification"
By James Cogan WSWS 4 May 2005 The new Shiite-dominated Iraqi government of Prime Minister Ibrahim al-Jaafari is being confronted by insistent US demands that the former members of Saddam Hussein's Baath Party, whom the American military has recruited into Iraq's internal security forces, keep their positions. Defence Secretary Donald Rumsfeld spelt out the US position during a trip to Iraq in early April. Rumsfeld warned Jaafari that any attempt to remove the Baathists would face opposition from Washington. Last week, in welcoming the announcement of Jaafari's cabinet, President Bush repeated the demand in equally clear terms.

History In 1920, Iraq was placed under a League of Nations mandate administered by the UK, whose forces had occupied most of the country. The Hashemite Amir Faisal ibn Hussain, brother of the new ruler of neighbouring Jordan, Abdallah, was proclaimed King in 1921. The country achieved independence in 1932, but British forces intervened once again in 1941 to prevent a pro-Nazi coup. British troops were finally withdrawn in 1947. In 1958, the Hashemite Dynasty was overthrown by a group of radical army officers inspired by the example of Gamal Abdel Nasser in Egypt, and led by Brigadier Abdul al-Karim Kassem. The new regime failed to consolidate its position, however, and relied on a precarious coalition of forces, which quickly disintegrated. The fighting lasted until August 1988 when the two exhausted nations sued for peace with Iraq having made some minor territorial gains. The Iraqi economy was crippled and had incurred an enormous foreign debt, much of which was owed to neighbouring Kuwait: this became a serious source of friction between the two governments over the next two years.
Government
The regime of President Saddam Hussein was toppled in April 2003 and the country gained a new government in mid-2004. Iyad Allawi is currently prime minister and Ghazi Yawer is president.

According to documents posted on its own web site, the CPA's little-known Program Review Board (PRB) has quietly committed billions of dollars in Iraq's oil revenues to new contracts that critics say will enrich US and British corporations while limiting the amount of revenue Iraq's new interim government will have at its disposal when it assumes authority from the CPA on June 30. Of the PRB's 12 voting members, all of whom were appointed by and report directly to CPA administrator Paul Bremer, only two represent Iraqi government ministries. The other voting members include one representative each from the Australian and British governments; a member of the Council for International Cooperation; a representative from USAID; and six representatives from various CPA divisions.

Scores of suspected anti-government opponents, including people suspected of having contacts with opposition groups in exile, were arrested. The fate and whereabouts of most of those arrested, including those detained in previous years, remained unknown. Several people were given lengthy prison terms after grossly unfair trials before special courts. Torture and ill-treatment of political prisoners and detainees were systematic. The two Kurdish political parties controlling Iraqi Kurdistan detained prisoners of conscience, and armed political groups were reportedly responsible for abductions and killings. Background Iraq remained under stringent economic sanctions imposed by UN Security Council resolutions since 1990 which reportedly resulted in severe hardship for the civilian population and a humanitarian crisis. In May the US government submitted a British-drafted resolution for a new sanctions regime, ''smart sanctions'', to the other permanent members of the UN Security Council. The proposal included lifting restrictions on imports of civilian goods while keeping in place controls on military imports and Iraqi oil revenues. The USA and United Kingdom (UK) wanted the resolution to be adopted by the Security Council before June, when the six-month phase of the ''oil-for-food'' program ended. However, the Russian Federation opposed the proposal and asked for more time to study the details. The vote was postponed indefinitely and the ''oil-for-food'' program was extended twice, in July and November.

May 24, 2004 Today's Presidential Action In a speech at the U.S. Army War College in Carlisle, Pennsylvania, President Bush reported to the Nation on our strategy in Iraq and the specific steps we are taking to achieve our goal. Our coalition has a clear goal, understood by all: To see the Iraqi people in charge of Iraq for the first time in generations. America's task in Iraq is not only to defeat an enemy, it is to give strength to a friend a free, representative government that serves its people and fights on their behalf. And the sooner this goal is achieved, the sooner our job will be done. The President announced five steps in his plan to achieve freedom and democracy in Iraq. We will:
