Chalabi to head Oil Ministry in Iraq's new government

Iraq formed its first democratically elected Government in 50 years today after the country's Parliament approved a 36-strong Cabinet of ministers. NI_MPU('middle'); The National Assembly voted by an overwhelming majority - 180 of the 185 present - to approve the list of names put forward by Ibrahim al-Jaafari, the Prime Minister designate, who comes from a religious Shia party. A few cheers broke out when the speaker of Parliament announced the result. The Cabinet will consist of 31 ministers, four deputy Prime Ministers and the Prime Minister himself. Several of the appointments are however provisional, suggesting that the bitter disagreements which created a 12-week power struggle to divide the most influential posts between Iraq's different cultural and political groupings are not yet resolved. Mr al-Jaafari himself will act as Defence Minister - a position that was supposed to go to a Sunni.

Dr Kelly arriving to give evidence to MPs this week A body matching the description of Dr David Kelly - the weapons expert at the centre of the Iraq dossier row - has been found at a beauty spot close to his home in Oxfordshire. The government says an independent judicial inquiry will be held into the circumstances of his death if the body is confirmed to be that of the MoD adviser. The discovery was made at 0920 BST by a member of the police team searching for Dr Kelly in a wooded area at Harrowdown Hill, near Faringdon. Dr Kelly, 59, had been caught up in a row between the BBC and the government about the use of intelligence reports in the run-up to the war with Iraq. Eyewitness: Village in mourning amid media crowds
On Tuesday he told the Foreign Affairs select committee he had spoken to BBC reporter Andrew Gilligan but denied he was the main source for a story about claims that a dossier on Iraq had been "sexed up". Dr Kelly left his home in Southmoor, Abingdon, Oxfordshire, at about 1500 BST on Thursday and his family reported him missing at 2345 BST the same day.

The Iraqi Government in Its Own Words TEXT OF THE REPORT
In two separate shipments in May 1992 and August 1993, eighteen tons of official Iraqi state documents captured by Kurdish parties in the March 1991 uprising arrived in the United States for safekeeping and analysis. A Middle East Watch-led team has conducted research on these documents since October 1992; to date, approximately forty percent of the materials has been catalogued and studied. This is the first report that discusses these documents. APPENDIX: SAMPLE DOCUMENTS
Sample documents captured by the Kurds of northern Iraq in the March 1991 uprising against the regime of Saddam Hussein.
Acknowledgments This report was written by Joost Hiltermann, Kurds' Project director at Middle East Watch, and is based on fourteen months of archival research by a Middle East Watch-led team. Shorsh Resool, a researcher on that team, has contributed to the editing process. Overall editorial responsibility for the report lies with Andrew Whitley, executive director of Middle East Watch. Mr. Resool and Mr. Hiltermann jointly provided the translations of the documents that are included in the Appendix. Suzanne Howard was responsible for preparing the manuscript for publication. INTRODUCTION [see note at top of this page] CONCLUSION Narratives involve implicit or explicit values as well as interpretations. The British government has been attempting to limit Iraq's military capability in ways which involve depriving Iraq's civilian population of many of the means necessary to survival. The British government has tried to defend its policy morally by trying to shift all blame to the Iraqi regime. But many of its supporting claims have been problematic. For the means to have been proportionate in this case, the threat must be truly apocalyptic, and the British government's narrative hypes the threat with statements such as 'Prior to the Gulf War, Iraq produced enough chemical and biological weapons material to kill the world's population several times over.' This is true only in the ludicrous scenario of everyone standing still while a tiny drop is administered to them individually.

BAGHDAD, Iraq (CNN) An Iraqi government newspaper alleged Sunday that the slaying of the country's senior Shiite Muslim cleric was the work of outside powers "motivated by the devil." While not naming any country directly, a commentary in the al-Jumhuriya newspaper implied that Friday's assassination of Grand Ayatollah Mohammed Mohammed Sadiq al-Sader was the work of Western nations and Israel "Iraq will not be shaken by these types of attempts that are created by imperialism, Zionism and those who serve them," the paper said. But Iraqi opposition groups continue to accuse President Saddam Hussein 's regime of murdering al-Sader.

Washington, London and their "coalition of the willing" said they went to war in Iraq to eliminate Saddam Hussein's weapons of mass destruction. The former Iraqi president has been captured, but no such weapons have been found. And the man who led the U.S. team scouring Iraq, David Kay, now says "we were all wrong, probably" about the Iraqi threat.
Under political pressure, U.S. President George W. Bush says he will appoint a presidential commission to review prewar intelligence on Iraq. In London, UK Prime Minister Tony Blair also announces the government will set up a committee to review all intelligence on WMD, including Iraq.

One would be hard-pressed to discover anyone with a working knowledge of how federal contracts are awarded whether a career civil servant working on procurement or an independent academic expert who doesn't regard these allegations as being somewhere between highly improbable and utterly absurd. The former transport minister is one of those being sought There is massive corruption in most Iraqi government ministries as a legacy of Saddam Hussein's era, the Iraqi anti-corruption commission has said.
Arrest warrants on fraud charges have been issued for two former ministers in the Iraqi interim government. One ex-minister denied the charges and the second could not be contacted. The Commission on Public Integrity has proposed increasing salaries for public employees to help tackle the problem. Its spokesman said the problem of corruption had been made worse by the power vacuum over the past two years. The Commission began work just under a year ago, trying to root out corruption. It has already issued warrants against 44 Iraqi government employees, including two former ministers.
