Yes No VIEW RESULTS MADRID, Spain (CNN) Spain's Foreign Minister Ana Palacio said Tuesday she does not want an "extremist Islamic government" in power in Iraq. Palacio, during a news conference with Tunisia's foreign minister, said she would not "wish" an extremist Islamic government on the people of Iraq and that such a government would not "benefit" Iraqis. Palacio originally said she did not want an "Islamic government" to run Iraq. But apparently she misspoke, because moments after the news conference ended, an aide whispered something to Palacio, and the foreign minister returned to the podium to clarify her statements. "There are Islamic governments and there are Islamic governments," Palacio said. "I meant Spain does not want an extremist Islamic government in Iraq."

By By Michael Isikoff Newsweek U.S. officials say Bout-once dubbed a "merchant of death" by a British foreign minister-built an empire in the 1990s flying weapons to the Taliban and African dictators and rebel groups, in violation of international sanctions. Bush's order banning business with Bout, a former Soviet military officer, was for supplying guns to the rogue regime of ex-Liberian president Charles Taylor. But U.S. officials feared they were being undermined recently when they got evidence that Bout's aircraft were spotted in Iraq. A Pentagon official confirmed that, until last summer, a Texas carrier named Air Bas had a "fuel purchase agreement" authorizing its planes to refuel at U.S. bases there. Air Bas planes landed 142 times at U.S. bases this year, says Jack Hooper of the Defense Logistics Agency. The flights began months after a U.N. report identified Air Bas as a suspected Bout "front company." Sources say Treasury officials recently recommended naming Air Bas to a list of Bout-connected firms to be covered by Bush's order. (Air Bas president Richard Chichakli acknowledges he was in contact with Bout, but says Bout is not an owner of the firm.)

Politicians from the Shia coalition that won January's Iraqi election have expressed renewed hope of reaching a deal with Kurdish leaders. Kurdish officials, the second largest group to emerge from the election, have been less optimistic, insisting there are outstanding issues. The inaugural session of parliament is scheduled for Wednesday. The first session of the new Iraqi parliament is expected to go ahead on Wednesday, with or without agreement, though correspondents say this is likely to reduce it to a largely ceremonial occasion. The Shia United Iraqi Alliance, which has won just over half the seats in the assembly, has been locked in negotiations for several weeks with the Kurds. In new violence across Iraq:

WASHINGTON (CNN) President Bush firmly backed Iraq's fledgling government Tuesday, echoing comments by his vice president that the country's insurgency will be defeated. Speaking in the White House Rose Garden, Bush said he was pleased with progress in Iraq more than two years after he declared the end of major combat operations. "I think the Iraq government will be up to the task of defeating the insurgents. I think the Iraqi people dealt the insurgents a serious blow when they had the elections [in January]," Bush said. "I believe that the Iraqi government's going to be plenty capable of dealing with them, and our job is to help train them so that they can."

May 3, 2005 Today's swearing-in of the government is indeed a major step forward. Iraq has continued to take vital steps to move forward in the political process. This is the first time in generations that Iraq has a democratically elected government in place and on the job. There's a lot that's been achieved. There's a lot more that has to be done. President Prime Minister Jafari excuse me has made a commitment to fill the vacant seats as soon as possible. These are important positions and we look forward to his appointing permanent ministers. We also expect the dialogue and the discussion to continue in Iraq. We look forward to a government that's as pluralistic and representative as possible of the people of Iraq. Soon the Transitional National Assembly must turn its attention to the constitutional process and we remain committed to doing all we can to support the Iraqi people, Transitional National Assembly and the Transitional Government in efforts to ensure democracy, prosperity, security and the rule of law. Baghdad, Iraq, Jan. 10 (UPI) Iraq's interim government is cracking down, arresting several insurgent ringleaders in recent weeks, interim Prime Minister Ayad Allawi said Monday. Numerous members of "Jaysh Mohammed," or Mohammed's Army, said to be a loosely knit group of former Baath Party officials, former Iraq army leaders and foreign fighters, are being interrogated by investigative judges and will be tried in court, Allawi told journalists. Most were picked up as a result of work done by Iraq's fledgling intelligence service, which has been working for about four months. At the same time, however, election-related violence and general lawlessness appears to be getting worse Baghdad's deputy police chief was assassinated Monday, following the killing of the capital's mayor the day before. "The government is escalating the number of arrests. We are committed to this cause until we defeat the terrorists in Iraq," Allawi told journalists. "This indicates the growing capabilities of our forces."
