This is an interesting item from the Federation of American Scientists Web site: The Iraq Culture Smart Card (*.pdf file) designed by the Marine Corps to provide information for personnel serving in Iraq. An easier-to-read non-pdf version is available from Der Spiegel divided into sections (with German versions included). It's informative in itself. And it provides a dramatic reminder of how difficult it is to fight a counterinsurgency campaign when you have to use American troops to gather intelligence and handle police actions like searching houses and breaking down doors to arrest suspects.

    Iraq Culture Smart Cards (from the U.S. Marines)
    Last year I blogged about the Marine Corps' primer on cultural sensitivity in Arab lands , which seemed to resemble the kinds of tips one might find in the front of a Lonely Planet guide to the Middle East. Now I've read reports that the Marine Corps Intelligence Activity (MCIA), has distributed thousands of " Iraq Culture Smart Cards " to American serviceman in Iraq. The 16-panel, folded card includes information on religion, religious holidays, clothes and gestures, ethnic groups, cultural groups, customs, and history, social structure, and understanding Arabic names. Also included are "Do This" and "Don't Do This", commands, numbers, questions, and helpful words and phrases. An online sample card can be found here When I first heard about these "smart cards", I'll admit I thought of the "Kwikpoint® International Translators" that Jason Wilson made fun of in his foreword to The Best American Travel Writing 2001 .     With the possibility of a real quagmire staring us in the face in Iraq, I don’t know what else to say but to reaffirm my conviction from decades of living it and thinking about it in the Third World: culture is all important, it can’t be changed or displaced overnight with institutions and law, it fights modernization with teeth and nails. Just as cultural atavism was found to be the real engine behind the anti-imperialist myths of my youth, our current good-intentioned idealism, lacking a foothold on reality, is discovering the power of culture in the Middle East. The Hashemite Amir Faisal ibn Hussain, brother of the new ruler of neighboring Jordan, Abdallah, was proclaimed King in 1921. The country achieved independence in 1932, but British forces intervened once again in 1941 to prevent a pro-Nazi coup. British troops were finally withdrawn in 1947. In 1958, the Hashemite Dynasty was overthrown by a group of radical army officers inspired by the example of Gamal Abdel Nasser in Egypt, and led by Brigadier Abdul al-Karim Kassem. The new regime failed to consolidate its position, however, and relied on a precarious coalition of forces, which quickly disintegrated. The fighting lasted until August 1988 when the two exhausted nations sued for peace with Iraq having made some minor territorial gains. The Iraqi economy was crippled and had incurred an enormous foreign debt, much of which was owed to neighboring Kuwait: this became a serious source of friction between the two governments over the next two years.

The sacking of Iraq's National Museum last weekend means that as many as 170,000 stone, clay and gold objects dating back over 8,000 years are now in the hands of looters. A few have made their way to the infamous crooked middlemen who will transport them to Europe and North America, where wealthy collectors are waiting to purchase them. And, in an irony almost too painful to bear, Iraq is the only place in the world where there are ancient written records actually dating to the time of Ecclesiastes. "If you're interested in Biblical history," says Oxford University cuneiform expert Eleanor Robson, with some bitterness, "you will find that most of the written Biblical record comes not from Israel but from Iraq. So people are really interested in this material. Sadly, they don't see it as belonging to the Iraqi nation."

    Don't Leave Home Without It Indeed
    Via , the Iraq Culture Smart Card [large PDF file] gives servicemembers stationed in Iraq helpful guidelines in dealing with local nationals. Servicemembers are required to carry the card with them when they leave the base. Check out this small bit of it [arrows added]: As documented everywhere, secular Iraqi women rarely wore head coverings and moved about the country freely, without male escorts, before the US invasion. "The 16-panel, folded card includes information on religion, religious holidays, clothes and gestures, ethnic groups, cultural groups, customs and history, social structure and Arabic names. Also included are 'Do This' and 'Don't Do This', commands, numbers, questions, and helpful words and phrases." I'm interested by the terminology. Certainly in the UK, a "smart card" is one that includes some form of chip, storing data, passwords, biometric dataor whatever; used, for example, for banking or guaranteeing identity or storing medical records. There's even the implication that there are different degrees of "smartness" the card might have if it is read-only, it could be fairly smart, but if you can save data back to it, it would be even smarter. In Iraq, one would hope that the soldiers get smarter, not the cards. The epithet, as we say, appears to have been transferred. It doesn't matter how much wisdom one imprints upon a card, it doesn't appear to get any smarter. There's perhaps an implied metaphor here; I don't know what this might suggest about military training. Conrad
