WASHINGTON (CNN) The United States says the International Atomic Energy Agency (IAEA) should refer Iran to the U.N. Security Council if it discovers any more violations of nuclear non-proliferation agreements a step that has so far been opposed by U.S. allies in Europe. "The real issue now is whether the board of governors (of the IAEA) will remain together in its insistence that Iran's pursuit of nuclear weapons is illegitimate, or whether Iranian efforts to split the board through economic incentives and aggressive propaganda will succeed," Under Secretary of State John Bolton said on Tuesday. Addressing Iran's nuclear program, Bolton said evidence uncovered by the IAEA establishes "beyond doubt" that the Iranians have violated nonproliferation agreements.

    KABUL, Afghanistan (AP) Iran refused an Afghan aircraft carrying relief goods to Iraq permission to fly over its territory because of U.N. sanctions against Iraq and Afghanistan, the Taliban foreign ministry said Sunday.

    Iran reformists accept defeat
    Story Tools TEHRAN, Iran (Reuters) Iran's political reformers accepted on Sunday that they had been crushed by conservative opponents in local council elections as Iranians vented their anger at the slow pace of change. With most of Friday's vote counted, electoral officials said 14 of the 15 seats on Tehran's city council went to candidates from the previously unknown Developers of an Islamic Iran Coalition. In its campaign literature, the conservative coalition vowed to "safeguard the achievements of the Islamic revolution" and prevent "materialistic people, groups and parties from influencing the process of decision-making." Turnout in the capital was around 10 percent, although it was much higher in other parts of the country. It was the first electoral upset for reformists since moderate President Mohammad Khatami swept to power in a 1997 landslide win promising to deliver greater social freedoms, justice and democracy to the country of 65 million people. "We accept that we have lost the elections and we consider it our duty to take lessons from this defeat," Ali Shakourirad, a senior member of the pro-reform Islamic Iran Participation Front, told the official IRNA news agency.

    Iran announces nuclear plans
    Khatami: Iranian scientists have acquired knowledge to develop nuclear power Story Tools TEHRAN, Iran (CNN) President Mohammad Khatami says that Iran plans to develop uranium mines in the nation's south and will use advanced nuclear technology it has acquired for the generation of electricity. The United States has said it believed Iran was about to embark on a nuclear weapons program. "I assure all peace-loving individuals in the world that Iran's efforts in the field of nuclear technology are focused on civilian application and nothing else. This is the Iranian nation's legitimate right," Khatami said on Sunday, according to Iran's official Islamic Republic News Agency (IRNA). According to the IRNA, Khatami said the government had adopted plans to exploit uranium mines 200 kilometers off the southern city of Yazd and set up plants in Isfahan and Kashan to extract uranium composites to provide fuel for generating electricity. Khatami also said that Iranian experts had acquired the knowledge for civilian application of the nuclear technology.

    Ayatollah Khamenei's word is very influential in Iran
    By the BBC's Jim Muir in Tehran Iran's Supreme Leader, Ayatollah Ali Khamenei, has strongly condemned the suicide terrorist attacks in New York and Washington. But he warned against the launching of a war against Afghanistan, saying that if the Americans send in their troops, they would only face more problems.
    Ayatollah Khamenei: "Mass killings of human beings are catastrophic acts"
    Ayatollah Khamenei's word has been eagerly awaited here. He has the final say on all important matters. The line he has taken now will determine Iran's policy in the critical days to come. He left no doubt about his strong condemnation of the outrages in New York in Washington. "Mass killings of human beings are catastrophic acts which are condemned" he said "wherever they may happen and whoever the perpetrators and the victims may be". But he warned strongly against a large-scale military assault on Afghanistan.
