The media watchdog body Reporters Without Borders (RSF) has voiced concern at the growing efforts of the Iranian authorities to censor online freedom of expression, including the preparation of a draft law that would create a legal framework to crack down on Internet usage. RSF has also called for the release of Mojtaba Lotfi, a cyber-dissident theology student.
"Since the elections [last February] the authorities have tried to tighten control over the Internet, because they realise the power it has for the opposition," Julien Pain, responsible for the RSF's Internet freedom desk, told IRIN from Paris on Thursday, noting that the Iranian government was blacklisting information and political websites.
However, Pain stressed that, despite the government's crackdown, Iranian Internet users were willing to express themselves online, even if they risked imprisonment and torture, "because people really believe in politics in Iran".
The watchdog organisation called for the release of Mojtaba Lotfi, a theologian and former journalist with the reformist daily newspaper Khordad, which was closed in 2000. Lotfi was imprisoned in May in the holy city of Qom, 120 km south of the capital Tehran.

GOVERNMENT In 1988, Ayatollah Khomeini created the Council for Expediency, which resolves legislative issues on which the Majles and the Council of Guardians fail to reach an agreement. Since 1989, it has been used to advise the national religious leader on matters of national policy as well. It is composed of the heads of the three branches of government, the clerical members of the Council of Guardians, and members appointed by the national religious leader for 3-year terms. Cabinet members and Majles committee chairs also serve as temporary members when issues under their jurisdictions are considered. Judicial authority is constitutionally vested in the Supreme Court and the four-member High Council of the Judiciary; these are two separate groups with overlapping responsibilities and one head. Together, they are responsible for supervising the enforcement of all laws and for establishing judicial and legal policies. The military is charged with defending Iran's borders, while the Revolutionary Guard Corps is charged mainly with maintaining internal security. Iran has 28 provinces, each headed by a governor general. The provinces are further divided into counties, districts, and villages.

Jerusalem Post Service JERUSALEM Sharply criticizing U.S. overtures toward Iran last week, senior Israeli officials said this week that such moves will succeed only in encouraging a government opposed to the peace process and keeping a real democratic revolution in Iran at bay. Last Friday, Secretary of State Madeleine Albright announced a series of policy steps including lifting the ban on the import of certain luxury items aimed at improving relations with Iran. Speaking before the American Iranian Council in Washington, Albright highlighted democratic developments following last month's Iranian elections and said the administration is prepared to move toward bettering relations "step-by-step, or more rapidly if Iran indicates a desire and a commitment to do so." Last month's elections left reformists with an overwhelming majority in Iran's parliament. While formally Jerusalem would not criticize the United States, and top officials in the Foreign Ministry actually welcomed the move to rapprochement, several top Israeli officials privately expressed disappointment with the new stance, saying it is a mistake to reward the "untested" new government in Tehran.

Iran Table of Contents THE IRANIAN ISLAMIC REVOLUTION of 1979 resulted in the replacement of the monarchy by the Islamic Republic of Iran. The inspiration for the new government came from Ayatollah Sayyid Ruhollah Musavi Khomeini, who first began formulating his concept of an Islamic government in the early 1970s, while in exile in the Shia Islam learning and pilgrimage center of An Najaf in Iraq. Khomeini's principal objective was that government should be entrusted to Islamic clergy who had been appropriately trained in Islamic theology and jurisprudence. He referred to this ideal government as a velayat-e faqih, or the guardianship of the religious jurist. Khomeini did not, however, elaborate concrete ideas about the institutions and functions of this ideal Islamic government. The translation of his ideas into a structure of interrelated governmental institutions was undertaken by the special Assembly of Experts, which drafted the Constitution of the Islamic Republic during the summer and fall of 1979. Subsequently, this Constitution was ratified by popular vote in December 1979. The political institutions established under the Constitution have been in the process of consolidation since 1980. These institutions have withstood serious challenges, such as the impeachment and removal from office of the first elected president and the assassination of the second one; the assassination of a prime minister, several members of the cabinet, and deputies of the parliament, or Majlis; an effort to overthrow the government by armed opposition; and a major foreign war. By 1987 the constitutional government's demonstrated ability to survive these numerous crises inspired confidence among the political elite.

Posted: 2004-09-22 In the U.S., when bloggers fact-check the media as they did with the questionable National Guard memos on "60 Minutes" they are hailed as new media heroes. In Iran, when reformist bloggers and journalists fact-check the government as they did when the ruling hardliners railroaded the last election they are put in jail and their publications are shut. That point was brought home recently when the Iranian government, led by Ayatollah Khamenei, moved to block three reformist news Web sites, and then jailed three journalists Hanif Mazrooie, Babak Ghafoori Azar, and Shahram Rafi Zadeh the latter two are also bloggers. These moves follow a string of reformist newspaper closures this year, as well as a controversial election in which the ruling party disqualified reformist candidates, resulting in a widespread boycott of the vote.

A chilling document that details recent troubling moves by the fundamentalist Iranian government has been forwarded to GayToday by Homan, the worldwide organization founded to protect gay men and lesbians within the borders of the Islamic Republic of Iran. It quotes Mohammad Gilani, Iran's chief prosecutor who said: " Set up a fire and throw the person who commits homosexual acts into the fire." Article 5 of the Declaration of Human Rights explains, says the document, that " Nobody may be tortured or punished in an inhumane or cruel way." In recent months, however, the world has witnessed vicious and barbaric crimes in Iran, including the mass-murder of women in Mashad and Tehran and the public floggings of youths in streets. These cruel acts have the full support of fundamentalist Iranian authorities. Hashemi Shahroodi, chief Justice of Iranian regime has announced that these attacks are taking place because of a formal command that has been issued by the Supreme Leader of Islamic Republic, Ali Khamenei. Mohammadi Gilani notes that the Supreme Leader ordered such cruelty in his Thursday night weekly meeting with the Iranian chief justice. In addition, Iranian police have added eight articles to their agenda to serve as new strategies to carry out these cruel acts against Iranian citizens. Their so-called "anti-corruption" agenda began on 2001/8/20.
