I have written before ( here ) about the concern over a lack of "diversity" at Thomas Jefferson High School for Science and Technology, the highly selective magnet high school in Fairfax County, Virginia. Now they're at it again The concern, tiresomely predictable, is that applicants to the very selective school are not admitted at the same rate from every racial and ethnic group, which results, of course, in the racial and ethnic make-up of the student body being "unrepresentative."
The limited diversity at Jefferson is "clearly not representative of the bright students in the African-American and Latino communities," Principal Elizabeth Lodal said.
Most TJ students come from gifted and talented centers in the county's middle schools. But guess what?
But county-wide, said Langston Hughes Middle School Principal Deborah Jackson, it has been noted that the student populations of GT centers are not as diverse as the school system as a whole.
Since it is taken as an article of faith (or of politics) that any deviation from proportional representation of all racial and ethnic groups in the gifted programs means the selection process is deficient and unfair, here's something else that will come as a shock: a "blue ribbon commission," including such heavyweights as the deans of admissions at UVa and Yale, was created to study the problem.

"GIFTED" SCHOOLS: A GIFT FOR THE RICH 07-Jan-2003 In Boise, Idaho, where I live, school officials have forged ahead with their plan to create an island of separation between so-called “gifted” children and their merely ordinary peers using intelligence tests as the primary screening device.
Unfortunately, officials failed to think carefully about the likely ramifications of such a scheme.
In our test-obsessed culture, it might sound reasonable to many parents and educators to screen students for a gifted school based on their performance on IQ tests. Indeed, we are often awed by people who test off the charts on standardized tests, whether it’s the Iowa Test of Basic Skills or the SAT’s for college admission. I encountered one Boise parent, for instance, whose 7th grade son scored in the 99th percentile on a standardized achievement test but whose actual school work, according to Mom, was rather shoddy, at best. “Teachers were in awe of those test scores,” the mom told me. “They didn’t see him. They saw him as his test scores.”
Despite the widespread belief that even the most complex human traits and activities can be neatly summed up and valued by a single number, whether it’s achievement tests to measure the quality of our schools, SAT’s to measure one’s merit for selection to an elite university, or stock prices to indicate the value of a puffed up company like Enron, the numbers are far from the absolute measures of institutional value or individual merit that we like to think. Any plan that would designate gifted children according to results of IQ tests is riddled with a number of troubling problems.

    IQ is likely a product of both innate ability and a child's social and cultural experiences by John Drake May 29, 2000 To improve a child's likelihood of succeeding at school, educators need a better understanding of the strengths and weaknesses of the IQ test, says a U of T psychiatry professor. "The IQ is sometimes touted as a test of whatever it is we call intelligence, but it's a lot less than that," says Dr. Morton Beiser, David Crombie Professor of Cultural Pluralism and Health at U of T and the Centre for Addiction and Mental Health (CAMH). "IQ tests cover a certain range of abilities, but 'intelligence' is a much more complex thing than what the tests measure." In a study, Accounting for native/non-native differences in IQ scores, Beiser and Dr. Andrew Gotowiec, a post-doctoral fellow at CAMH, tested the IQs of 691 native children across North America and compared them to same-age-group, non-native children. They then examined variables such as cultural and social differences and English-language skills. The scores of native children were significantly lower than non-native children.

    The Role of Genetics in IQ and Intelligence
    Your brain, your nervous system, your entire body is constructed according to instructions received from the genes that you have inherited from your parents. It would seem reasonable that superior genes would provide a child with superior intelligence capacity. And in fact, researchers have discovered that parents with high IQ’s tend to have children with high IQ’s, while parents with low IQ’s tend to have children with low IQ’s. Does that prove that intelligence is inherited, which implies that a person is a slave to his genes? The founders of the IQ industry certainly thought that this was the case. However, consider the fact that, unless a child does not learn to speak at all, the children of English parents speak English, the children of Spanish parents speak Spanish, and the children of French parents speak French. Surely the ability to speak a certain language is not inherited, but is dependent on the language that the child hears on a daily basis! In the same way, IQ and intelligence might be dependent on the child’s environment, and specifically the quality and quantity of education that he receives. Perhaps being raised in an intellectual home with intelligent parents tends to increase a child’s IQ. Research on the role of the environment in children's intellectual development has demonstrated that a stimulating environment can dramatically increase IQ, whereas a deprived environment can lead to a decrease in IQ. A few such research studies are listed below. They confirm that IQ is all but a fixed quantity.

    Those IQ Tests: Their Strengths and Weaknesses

    Unfortunately, this is exactly what happens in some IQ testing design and interpretation. The most widely used IQ tests for children place a heavy emphasis on speed. There is a fairly common assumption that gifted children are faster than non-gifted children. Therefore, if the child does not perform as swiftly on an IQ test, the child must not be particularly gifted. Even setting aside (for one more issue) the question of Learning Disabilities, this still does not make sense. While there are gifted children who are blinding quick in their responses or their assessments of situations, there are other equally but differently gifted children who deliberate before offering thoughts and ideas. They wish/need to think the matter through prior to delivering an opinion or answer.
    Why, given all the problems I have addressed here, do I still believe that testing can be very useful? The WISC III, for all its flaws, can be a powerful tool, especially in the hands of a competent tester. It can help to identify both strengths and weakness, highlight areas that need further examination, and point you in directions previously unconsidered.     Printed in PHS #14, 1996. No one asks for a difficult baby, toddler, or preschooler. Yet there are many children out there who don't fit the mold. Many are intellectually ready for school, but emotionally or socially are not. My son Jon is a prime example. By the time his kindergarten registration rolled around, Jon was already reading anything and everything he could get his hands on. By five he was easily manipulating simple gears and pneumatics to motorize his Lego designs. Like many children, however, Jon was surprisingly immature, both physically and emotionally. For him, the early years were a time of intense energy and frequent emotional storms. The idea of postponing kindergarten seemed ridiculous given his academic abilities, yet to start him in school with his peers was also asking for trouble. Jon was bound to be labeled as hyperactive, or at best a behavioral problem. So as a parent, what do you do with a child like Jon? First, you try everything you can think of to work within the system, but eventually you forsake tradition and follow your heart: you homeschool. For some, turning to homeschooling is an easy choice. Guided by Scripture and supported by members of their family and church, home education seems an almost obvious solution. But for others the path is not so clear. My husband and I endured a tremendous amount of criticism for our decision. We had no homeschooling friends and a family who, at best, was unsupportive. But as our dilemma with Jon continued to unfold, we realized that homeschooling was our only hope of protecting our son from a childhood filled with behavioral problems and educational labels.

    Overview and Standardization
    The CI/AT is actually a computerized version of the American School Psycho-Educational Assessment (ASAS) and the American School Achievement Test (ASAT). These group-administered tests of ability and achievement were modified for use so that children could take them on the computer. There is no evidence in either the handbook or the technical manual that any children were actually administered the computerized version of the test during standardization. Instead, the ASAS and the ASAT were standardized based on a paper-and-pencil administration.

    Despite the fact that a conclusive definition of intelligence has yet to be established by educational psychologists, educational institutions continue to administer so-called intelligence tests in an attempt to measure the elusive qualities of what we call intelligence.
    The following measurement tools are currently in use at most schools in the US today:
    One of the most popular tests administered in schools, the Stanford-Binet test was first developed in France by Alfred Binet and Theodore Simon (Binet-Simon test) in 1906. Binet and Simon set-out to develop a standardized tool for identifying children with mental handicaps in response to a request by a French school official. The test evolved in response to new findings and contributions from numerous other colleagues. It was translated into English and brought to the United States by a professor at Stanford University.
    The Stanford-Binet test is individually administered in a kit form that includes a test manual, recording booklet, standard toy objects (for young children), printed cards (for older subjects), and a picture of a unisex multicultural doll. Verbal tasks are emphasized, but the most recent version also includes performance tests that do not require verbal skills. If administered and evaluated by a trained psychologist, this testing instrument provides valuable information about a subject's school-related aptitudes and abilities.
