These funds are diverse, fulfilling the wishes of donors, both living and deceased, who want to provide needed financial support to promising students. Scholarship Descriptions For additional information please call the Community Foundation at (319) 366-2862 or email grants@gcrcf.org Provides annual recognition of an outstanding, last-year grade student enrolled in the Truman Elementary School in the Cedar Rapids Community School District of Cedar Rapids, Iowa. The scholarship shall be made available to the selected student to assist with expenses in obtaining education beyond the high school level. In general, Mr. Bengtson, a former teacher at Truman Elementary School, has created this endowed program to encourage development in elementary students of those qualities and virtues exemplary of the best of American citizenship. A Selection Committee, appointed by the Principal of Truman Elementary School, will identify the selected recipient. The Impact of Vocational Education on Racial and Ethnic Minorities. ERIC Digest. by Rivera-Batiz, Francisco L. This digest analyzes information from two recently completed national surveys to determine the extent to which various vocational education programs improve the employment opportunities for ethnic and racial minorities in the United States. Since some vocational education programs include courses that prepare students to take the General Educational Development (GED) examination for high school equivalency, the impact of a GED certificate on workers' wages is also analyzed. The surveys on which this analysis is based are the 1992 National Adult Literacy Survey (NALS) and the 1991 Workplace Literacy Assessment Survey. NALS, a national survey conducted by the National Center for Education Statistics and the Educational Testing Service, sampled 14,900 adults aged 16 and older in the United States (with African Americans and Hispanics over-sampled). The overwhelming majority of the vocational education programs that persons in the NALS sample participated in were traditional ones with relatively little emphasis on academics. The Workplace Literacy Assessment Survey was carried out by the Educational Testing Service and the U.S. Department of Labor. It profiled and assessed a national sample of approximately 8,000 persons enrolled in Job Training Partnership Act programs, applying for jobs through the Employment Service system, and filing claims for Unemployment Insurance.

Thomas Jefferson High School in Cedar Rapids, Iowa, has developed Careers 101 , a model program that infuses career exploration and preparation into the total educational curriculum. This effort to integrate academic and vocational education began when the Iowa State Department of Education mandated school-to-work transition as a high priority for Iowa public schools. The Careers 101 program emphasizes professional development, in which teachers visit area businesses and industries to gain more insight into the world of work. Also, representatives of business and industry present programs on workplace skills and proficiencies that students need to develop in order to be successful in their future vocations. Applying what they have learned, teachers infuse career exploration and career preparation activities into their instruction. They model and require students to use workplace team skills in the classroom. They also have created cross-curricular partnerships, in which teachers from various disciplines work together to enhance academic and vocational learning. The goal of this program is that each student will "develop the academic and social characteristics necessary for successful transition into future careers" (cited in First in the Nation in Education [FINE] Foundation, 1997, p. 4). To accomplish this goal, the school has outlined specific outcomes for students. One of those outcomes is the completion of a Personal Planning Portfolio, in which each student details career aspirations and vocational applications learned in classes. The school also is working to develop a career counseling program.

The provisions of sections 714.17 to 714.22 shall not apply to trade or vocational schools if they meet either of the following conditions: File a bond or a bond is filed on their behalf by a parent corporation with the director of the department of education as required by section 714.18. File an annual sworn statement, or such statement is filed on their behalf by a parent corporation, certified by a certified public accountant, showing all assets and liabilities of the trade or vocational school and the assets of any parent corporation. The statement shall show the trade or vocational school's net worth, or the net worth of the parent corporation, to be not less than five times the amount of the bond required by section 714.18. If a parent corporation files the statement or its net worth is included in the statement to comply with this subsection, the parent corporation shall appoint a registered agent and otherwise is subject to section 714.18, subsection 2 and is liable for the breach of any contract or agreement with students as well as liable for any fraud in connection with the contract or agreement or for any violation of section 714.16 by the trade or vocational school or any of its agents or salespersons.

Federal Pell Grant

Provides grants to low-income undergraduates to help them pay for college. Annual awards vary depending on the financial need of the student, how much the student's family is expected to contribute, cost of attendance, whether the student attends full time. Funds are paid to the school, which can credit the student's account, pay him or her directly or use a combination of both. Pell Grants also are available to qualified students enrolled less than part time. Federal Supplemental Educational Opportunity Grant
Provides grants to low-income undergraduate students with exceptional financial need to supplement aid received from Pell Grants and other sources. Federal funds provide for up to 75 percent of the award; the college or university contributes the remaining 25 percent or more. Federal Perkins Loan
This is a low-interest, long-term repayment loan for undergraduate, graduate and professional students with exceptional financial need. The fixed interest rate is 5 percent. Loans are provided through a fund consisting of federal funds, institutional contributions and loan repayments from previous borrowers. More than half of the loans go to students with family incomes of $30,000 or less. IVCCD has served the residents of Hardin, Marshall, Poweshiek and Tama counties (13 school districts, 95,041 residents) since 1967. The District operates Ellsworth Community College in Iowa Falls, Marshalltown Community College in Marshalltown, Iowa Valley Continuing Education, and Iowa Valley Grinnell. The two colleges provide one-year and two-year career programs as well as Associate in Arts (AA) and Associate in Science (AS) transfer degrees so students may complete two years toward a baccalaureate degree. Iowa Valley Continuing Education offers training for business and industry, and hundreds of non-credit programs and services in cooperation with community school districts and other organizations. In addition to college credit and non-credit programming, IVCCD offers services that meet the unique needs of residents and the business community. "Iowa Invests" legislation, Division VI - Workforce Development Senate File 268, enacted in 1993, required six Iowa Departments [including Economic Development, Education, and Employment Services (now known as Iowa Workforce Development)] to collaborate in streamlining the delivery of employment and training programs. The law also:
  • requires these departments to develop an integrated computer information system which would combine all of the various departmental data; and
    includes language for a school-to-work transition system to be developed by the Iowa Departments of Education, Employment Services, and Economic Development in consultation with local school districts, business, industry, labor, and community colleges.
The school board or equivalent for each public and nonpublic school shall:
  • determine major educational needs and rank them by priority

Articulated classes are the result of a written agreement between the high school and NICC. High school students enrolled in vocational/technical and/or applied academic high school courses may transfer to NICC receiving college credit for the identified competencies mastered. Competencies are determined by the high school and the college faculty and dean. Students enrolling at NICC within one year of graduation may apply the completed competencies for college credit. Contact your counselor for a list of articulated courses offered in your high school.
