Education reform. These two simple words have the power to excite politicians, anger teachers, and confuse parents. Reeling from an international study in 1995 that showed that American students of all economic levels have fallen behind their counterparts in other countries in math and sciences, Americans are demanding changes. But what changes? What ensures high-quality teachers? Some states have initiated tough new licensing examinations for teacher certification, but with controversial results. Massachusetts, for example, introduced its first-ever certification exam, and nearly 60 percent of prospective teachers flunked. With a growing shortage of teachers, raising the bar means fewer teachers will get over it. And content knowledge doesn’t ensure quality teaching. Or perhaps the answer lies in relying on students’ performance in standardized tests as a measure of teaching effectiveness. Again, the method is flawed. Virginia, for example, is one of 16 states that has the power to close down or take over schools with low test scores. But when the Virginia State Board of Education instituted its new standards, only 34 out of 1,800 schools passed.

All standing committees except the Past Presidents Advisory Committee consist of members appointed by the President with the approval of the Administrative Committee. Standing and ad hoc committee members may be reappointed at the discretion of the President with Administrative Committee approval. Section 2 Past Presidents Advisory Committee . The Past Presidents Advisory Committee shall consist of all past Presidents of IMTA who are active members. This committee shall meet on demand of the Association and shall serve in an advisory capacity to the Administrative Committee. The IMTA Immediate Past President shall serve as chair of this committee. Section 3 Certification Committee . The Certification Committee consists of three members and an appointed chair designated by the President. The President shall serve ex-officio on this Committee. The members of this Committee shall be selected from among those teachers holding the Iowa Master Teacher's certificate. Members of the Certification Committee shall be appointed in such a manner that no more than one position becomes vacant each year. The committee determines the scope, implementation, and review of the Corporation's Certification program within the policy set by the Executive Board. The committee coordinates its efforts with the guidelines set by MTNA Certification Board.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    Fact Sheet: National Board for Professional Teaching Standards
    Background
    The National Board for Professional Teaching Standards (NBPTS) is a private, nonprofit organization governed by a 63-member board of directors, the majority of whom are classroom teachers. One Iowa teacher Joel Franken, a National Board certified retired art teacher from Denison, serves on the NBPTS Board of Directors. The Board was created in 1987 to develop standards and assessment programs for teachers.
    State Comparisons
    Since the program began, 387 Iowa teachers have earned the distinction of being National Board Certified. Nearly 23,930 teachers across the nation have completed this rigorous process.
    Requirements
    Successful candidates must develop a portfolio that includes documentation of teaching practice and student work, a videotape of classroom interactions with students and a written detailed analysis of teaching reflected in the videotape and student work. Candidates have reported spending over 200 hours developing their portfolios. Candidates must also complete a full day of assessment exercises related to subject matter content. The assessment day typically consists of four 90-minute tests. Any licensed teacher with at least three years of experience is eligible to apply for National Board Certification.
    Financial Support
    There is a cost of $2,300 for all candidates to register for the NBPTS program. Teachers obtaining National Certification will receive $2,500 per year for 10 years and full reimbursement of the $2,300 required registration fee, as part of a financial incentive package approved by the Iowa Legislature.

    THIRTY SEVEN IOWA TEACHERS EARN NATIONAL BOARD CERTIFICATION For Immediate Release (DES MOINES, IOWA) - November 30, 2004 - The National Board for Professional Teaching Standards (NBPTS) announced today that 37 Iowa teachers earned their National Board Certification in 2004. That brings to 461 the total number of Iowa teachers who have earned the teaching profession’s highest credential since the certification began in 1993. National Board Certification is a symbol of teaching excellence. A voluntary process established by NBPTS, it is achieved through a rigorous performance-based assessment that takes nearly a year to complete. Through the assessment process, teachers document their subject matter knowledge, provide evidence that they know how to teach their subjects to students most effectively, and demonstrate their ability to manage and measure student learning. “We are very proud of these teachers for their commitment to seeking national certification as part of their professional development,” said Judy Jeffrey, director of the Iowa Department of Education. “National Board Certification is an important confirmation that these teachers truly demonstrate top-quality teaching skills,” she said. In Iowa, teacher candidates are eligible to receive state payment for half of the $2,300 registration fee and, upon certification, a $2,500 per year annual award for 10 years as well as reimbursement for the other half of the registration fee.

    We are pleased to report that Don Gunderson, former superintendent, Dike-New Hartford Community School District, has been selected to receive the prestigious AASA Distinguished Service Award. As an award recipient, Don will be recognized and honored for his distinguished service and exemplary achievement in education at the President's Awards Ceremony and Reception, during the AASA National Conference in New Orleans (February 19-22, 1999). Don was nominated by SAI for this special award. Some of Don's many contributions include serving as president of SAI (1991-1992), Iowa Superintendents' Advisory Board (1990-1994), IASA Board of directors (1985-1987), President of Iowa Association of Secondary School Principals (1974-1975), Iowa Board of Educational Examiners (1989-1995), Iowa Professional Practices Commission (1972-1976), AASA Advisory Council (1991-1993), and NCA State Committee Member (1981-1987). Mr. Gunderson's experience as a school administrator includes superintendent of Dike-New Hartford Community Schools (1977-1998), high school principal at Red Oak (1967-1977), and high school principal at Milford (1962-1967). Don is only the second Iowan to receive this award in recent years. E. Kelly Schlapkohl received the award in 1994. Other recipients of the 1999 AASA Distinguished Service Award include Gordon Cawelti (Alexandria, Va.), Robert Heller (East Amherst, NY), Alice Duckworth (Chester, Conn.), Glen Robinson (Bethesda, Md.), C. Reid Ross (Lillington, NC), and Karl Hertz (Thiensville, Wis.).

    Iowa teachers working to gain national certification must now seek help from outside the state in getting through the rigorous process. The support office, on the University of Northern Iowa campus in Cedar Falls, closed in January because money wasn't available to continue operating it. The office received $120,000 from the state. The Office for Educator Development provided workshops, mentors and guidance to experienced teachers applying for certification from the National Board for Professional Teaching Standards. It also created a statewide network of knowledgeable educators willing to work with applicants. "I'm scared to death the whole program will fail in Iowa without the support system," said Ernest Schiller, a biology teacher at Central Lee High School in Donnellson. The National Board for Professional Teaching Standards is a nongovernment group in Arlington, Va., created in 1987 to set standards for what experienced teachers should know. While the national designation is not required to teach in Iowa, 422 have received the advanced training.

    Some states have implemented extensive testing of teachers as a condition for entry into the profession in an attempt to improve the quality of their teaching force. One of the pay plans for Iowa also calls for testing of teachers as they progress through the pay grades. Such testing is, however, extremely costly and ineffective as an indicator of teacher quality. There are several reasons why this is true.
    First, teachers are typically tested on low-level content with limited emphasis on teaching skills. Of course, we want all teachers to be competent in the content they teach. The tests, however, do not give us that confidence. The way teachers must know their content to be effective, especially at the high school level, is much more sophisticated. Effective teachers know how to extract from the knowledge base of their discipline those guiding principles that have explanatory power and are, therefore, most worth teaching. Knowing that a teacher understands content at this level of sophistication requires a much more elaborate form of assessment.
