Farris, Chairman October 24, 2003 The Myth of Teacher Qualifications by Chris Klicka, Senior Counsel for Home School Legal Defense Association Only the National Education Association and some of the other members of the educational establishment continue to defend teacher certification and high qualification standards for homeschoolers, in spite of the overwhelming research against the need for such teaching standards. Their vested interest in certified teachers may explain their blindness to the facts. Homeschoolers need to remain constantly informed. For example, a few years ago the Kansas School Board Association made an unsuccessful attempt to get House Bill 2392 passed which would have required homeschoolers to be certified. This report summarizes research and opinions of professional educators, confirming the absence of a positive correlation between teacher qualifications and student performance. There is also a clear trend in the legislatures and the courts away from enacting or enforcing certification and other teaching standards to restrict homeschoolers. Research and Researchers Which Expose the Myth of Teacher Qualifications One of the most significant studies in this area was performed by Dr. Eric Hanushek of the University of Rochester, who surveyed the results of 113

Introduction
On December 18, 2003, members of the Iowa House and Senate Caucus staff, the Iowa Department of Education, the Iowa State Board of Education, the Iowa Board of Examiners, and other state education policy leaders convened in Des Moines to discuss the emerging policy issue of alternative routes to preparation and licensure of teachers. Dr. Ginger Reynolds of Learning Point Associates began the meeting with a brief welcome and overview of the transition of the North Central Regional Educational Laboratory (NCREL) to Learning Point Associates. Learning Point Associates was founded as the North Central Regional Educational Laboratory in 1984. NCREL continues its research and development work as a wholly owned subsidiary of Learning Point Associates. Dr. Reynolds followed the welcome by discussing the agenda and presenting an overview of the day's events. She briefly explained the purpose of the forum and spoke on the challenges and successes of dealing with alternative routes to preparation and licensure of teachers.

The Policy Context for Teacher Professional Development
Professional development financial data by itself is not as meaningful as analyzing it in the context of state policies, requirements, and practices. This section discusses that policy context.
State Mandates and Mechanisms
Outside of the North Central Region, a number of states reported that they require intermediate service agencies to develop plans for teacher professional development. These state are California, Missouri, New Hampshire, New York, Texas, and Oregon. Ten states reported requiring local school districts to develop annual plans for teacher professional development (California, Florida, Georgia, Idaho, Missouri, New York, Oregon, Rhode Island, Tennessee, and Texas). No such requirements exist in Nebraska, New Hampshire, and South Dakota. Missouri, New York, Oregon, Rhode Island, and Texas also imposed such requirements on individual schools.
Teacher Professional Development and Teacher Certification and Employment
Within the North Central Region, Indiana, Iowa, Michigan, Minnesota, and Ohio all reported having requirements that certified teachers enroll in continuing education courses for continued certification. Only Illinois reported that it did not. Indiana and Michigan also reported that such an action was required for continued employment.

Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

July 2004 Teacher certification in special education has become a hot topic after the passage of the No Child Left Behind Act of 2001 along with the “highly qualified teacher” definition that accompanied it. With the ever-present teacher shortage in special education, states are becoming hard pressed to properly staff and train special education teachers for their school districts. In the past several years, many states have been re-organizing of their special education teacher certification system to meet the changing demands on certifying special education teachers. This StateNote focuses on the different types of certification systems and the endorsement areas for special education teachers in the states. The certification systems have been divided into three categories: generalist, mild/moderate-severe/profound and categorical. These categories were used because it nearly splits the states into thirds. The mild/moderate-severe/profound classification, even though it relies on a general classification, was used because of the increase in this type of certification system. States such as Kansas and North Carolina recently have revised their systems to adopt the mild/moderate-severe/profound classification. Brief definitions of the classification categories are as follows:

Shares Expertise with BVU Gail Wortmann, general physical science instructor at the Buena Vista University Ottumwa Center and anatomy and physiology teacher at Ottumwa High School, was recently chosen as the 2000-2001 Iowa State Education Association's Iowa Teacher of the Year. Wortmann, who received this top educational honor for her work in the K-12 educational system, has been an instructor at the BVU Ottumwa Center since 1984, and credits her contact with the BVU Center as one of the reasons for her professional growth during the past seventeen years. "I have always enjoyed several science disciplines," says Wortmann, "but I only teach in the life sciences area at OHS. The BVU classes allow me to keep current in the physical and earth sciences. That was immensely helpful when I took the Assessment Center tests for my National Board Certification two years ago." Throughout her 27 years of teaching, Wortmann has won several professional honors. She earned National Board Certification last year, won the Presidential Award for Excellence in Science and Mathematics in 1997, and from 300 applicants nationwide was selected as a "pioneer mentor" to other teachers across the country in using technology in the classroom. Wortmann is the second Center instructor in the past three years to earn Iowa Teacher of the Year. Jan Mitchell, a communications instructor at the Marshalltown Center, was chosen as the Iowa Department of Education's Teacher of the Year in 1997 and recently received the Distinguished Service Award from the Iowa Council of Teachers of English and Language Arts.

A national board certification pilot project is established to be administered by the department of education. A teacher, as defined in section 272.1, who registers for or achieves national board for professional teaching standards certification, and who is employed by a school district in Iowa and receiving a salary as a classroom teacher, may be eligible for the following: a. If a teacher registers for national board for professional teaching standards certification prior to June 30, 2005, a one-time initial reimbursement award in the amount of up to one-half of the registration fee paid by the teacher for registration for certification by the national board for professional teaching standards. The teacher shall apply to the department of education within one year of registration, submitting to the department any documentation the department requires.
