HARKIN SCHOOL GRANTS
Senator Tom Harkin (D-IA) will visit 12 Iowa schools that are recent recipients of Harkin Grants for school construction and renovations. Since 1998, Harkin has secured a total of $116 million for the "Harkin Grant" program, aiding over 260 school districts across Iowa. Harkin recently secured an additional $15 million for this initiative in the FY2005 Omnibus Appropriations bill. Harkin's school demonstration construction program exhibits how a modest federal investment can significantly modernize and improve school buildings. Iowa school districts receive Fire (life) Safety Grants to make urgent repairs to remedy fire (life) safety code violations. School districts also receive funds for major construction and renovation projects. The construction projects require a 75 percent match from the local school district. According to the General Accounting Office, 79 percent of Iowa schools report a need to repair or upgrade their buildings and facilities. In addition, an infrastructure study conducted by Iowa State University in the mid-1990s reported $3.4 billion is needed to modernize public schools in the state.

As districts again try to do more with less, many will have to find new ways to pay for standard supplies. By KATHY A. BOLTEN
Register Staff Writer
The e-mail message sent to Pleasant Hill Elementary School parents this month was a reminder that many Iowa schools face another year of tight finances, even for necessities such as paper, pencils, workbooks and reading materials. The message from the Pleasant Hill Parent-Teacher Organization member prodded parents to help raise money by saving box tops from cereals and taking advantage of school contribution offers at stores and shopping malls. "We just want to make everyone aware of all of the little ways they can raise money for their schools," said Pleasant Hill parent Cindy Roby. "A lot of teachers dip into their own pockets to pay for things and with all of the budget cuts, schools can't always meet some of the basic needs." As Iowa's estimated 483,000 public school students head back to classrooms this week and next, they're more likely to be asked to raise money for their schools. They may experience more pressure to learn and to do well on standardized tests at the same time that some may have to share their teacher with more students.

Improving Iowa Schools One of the most important decisions made by the Iowa General Assembly each year is the level of commitment we will make to Iowa’s K-12 schools. Since state aid is an important part of every school district’s budget, setting the level of state funding is crucial to all of Iowa’s public schools. This week, bipartisan agreement was reached to increase state aid by 4% for the 2001-2002 school year. This was the level recommended by Governor Vilsack and the House Democrats. It will provide school districts with almost $79 million in increased funding, which is a responsible level of commitment to our students while consistent with maintaining a balanced state budget. The increase in funding, called allowable growth, is set two years in advance so that school districts have the opportunity to plan and budget ahead. Legislators have thirty days from the time the Governor makes his recommendation to act, and the deadline this year was rapidly approachingFebruary 10th.

Attorney General, School Board Association, and ISEA Offer Resources for Schools to Deal with Harassment Related to Terrorist Attacks
Des Moines. Attorney General Tom Miller is teaming up with the Iowa Association of School Boards (IASB) and Iowa State Education Association (ISEA) to provide Iowa schools and teachers with several resources to deal with the possibility of harassment and bullying that might result from the September 11 th terrorist attack on the United States. Miller and Ronald Rice, Executive Director of IASB sent a letter to several hundred Iowa school superintendents, school board presidents, and Area Education Agency administrators . A similar letter is going to about 3,000 Iowa teacher-leaders from Miller and Jolene Franken, President of the ISEA. "We are fortunate not to have experienced significant acts of hatred against students in Iowa," Miller said. "Still, it is important that schools be prepared to deal with any such threats swiftly and appropriately." The letters say: "We must help our young people understand that these crimes are the responsibility of the individuals who committed them, not of ethnic or religious groups. Americans of every ethnic and religious heritage share intense depths of pain and anger at this attack. Many of our immigrant families came to this country precisely to escape this kind of violence. Incidents of harassment or hate crimes against Muslim students or those of Arab-American heritage must not be tolerated."

District Characteristics
The enrollment of the district is approximately 11,000 students in kindergarten through 12th grade. The district has one daycare site, pre-school sites, seventeen elementary schools, two junior high schools, two senior high schools, and one alternative school for seventh through twelfth graders. The average regular education class size is 24 students. The district covers 130 square miles and serves the communities of Iowa City, Coralville, Hills, North Liberty, University Heights, and the surrounding rural areas. The school district employs over 1,200 people and operates on a budget of seventy million dollars. It is the eighth largest school district in the state of Iowa and the second largest employer in the Iowa City community area.
