Outstanding Obligations Report Analysis INTRODUCTION Iowa Code chapter 12.1 requires all political subdivisions of the state to report outstanding obligations to the Treasurer of State. Obligations to be reported include bonds, notes, certificates of participation, leases and anticipatory warrants as defined by Iowa Code chapter 74.1. AGGREGATE State and local governments report $8,247,357,000 in outstanding obligations as of June 30, 2004. This is $349,719,035 greater than the $7,897,637,968 reported for fiscal year 2003. The outstanding obligations are categorized by cities, counties, schools/AEAs, state agencies, authorities, community colleges, other, and Board of Regents. CITIES Cities report the greatest amount of outstanding obligations, with $3,341,912,949 outstanding as of June 30, 2004. The amount reported for the fiscal year ending June 30, 2003 was $3,155,109,112. Most of these obligations fall under the purpose category "utilities/sewers" (29%). The security classification most often reported is "general obligation" (60%), followed by "revenue" (28%). COUNTIES Counties report $389,509,204 in outstanding obligations as of June 30, 2004 compared to the $373,674,384 reported last year. Black Hawk, Dickinson, Polk and Pottawattamie Counties issued 58% of these obligations

DES MOINES—Governor Thomas J. Vilsack today signed Senate File 36 into law.
Earlier this week Governor Vilsack proposed the largest funding increase for Iowa schools when he released his proposed 2006 budget to the General Assembly.
The law signed today will provide state aid to Iowa schools during the school year that begins in the fall of 2006.
The four-percent increase in state aid will help schools pay for instructional materials, textbooks, transportation costs, and staff salaries and benefits. It also will help schools continue to provide important extracurricular activities like band, chorus, sports, and drama. It will also help ensure school buildings are safe, warm, well-lit, and clean.
“As a state, we have a responsibility to provide our children with a quality education,” Governor Vilsack said. “This state support to Iowa classrooms is important and I appreciate the General Assembly’s quick passage. However, there is more work to do at the capitol. I urge legislative leaders to join me in addressing student achievement and the critical issues of early learning, teacher pay and initiatives to keep Iowa schools safe.”
Governor Vilsack and Lt. Governor Pederson have urged lawmakers to approve a supplemental spending plan with surplus cash from the current fiscal year to fund an early childhood initiative. In addition to these efforts, the Governor has a proposal to encourage efficiencies and cost sharing at the district level to direct precious state and local resources to Iowa classrooms.

The original Claremont study identified a general feeling of hopelessness being expressed by the participants. Although they expressed a hope that things would get better and a willingness to be part of an effort to improve, a sense of despair was evident (IET, 1992, p. 16). The Iowa study found the opposite feeling. Generally, the participants were pleased with the education system and had positive opinions about what was going on in the school buildings and the quality of education the students were receiving. Future decisions about consolidation with neighboring school districts were a certainty. The smallness found in the rural districts contributed to an educational community that often provided the individual attention, the connection to parents, and caring relationships between students and between students and teachers that many of the participants in the original Claremont research desired.

Administrators were sensitive to how the small size made it difficult to recruit young teachers, particularly in content areas that are in high demand throughout the state, such as industrial technology, upper level science and math, and special education. Although each district had a number of teachers who had been in the district for over 20 years, other positions had a high turnover rate. These positions were often filled by young, single teachers who, after teaching one or two years, would accept a teaching and coaching position in a larger community that paid more and offered a wider variety of social opportunities for a single person. Each school district has tried to address the problem of few class offerings. The schools have attempted to utilize the Iowa Communications Network (ICN), a state-owned fiber optic communications network, by connecting the students in many districts seeking to take higher-level classes. Some districts have increased their class offerings through sharing programs with other districts where the student drives or rides a bus to a neighboring district to take a particular class. While these efforts have met with some success, administrators have struggled with conflicts due to different schedules between districts and the costs of the shared arrangement.

Or, will we touch the future and adequately fund Iowa schools? Just a week ago, on September 30, USA Today reported, “A study on Iowa’s response to a budget crunch found that lawmakers cut taxes and spent so deeply that the state’s ability to deliver crucial services is threatened.” Referring to the same report, the Des Moines Business Record reported, “Though states overall increased general fund spending by 7 percent from 2001-04, Iowa actually cut general fund spending by almost 8 percent during the period.” Only Michigan and South Carolina reduced spending more. The Business Record goes on to report, “States overall raised taxes 4.3 percent from 2001-2004; Iowa cut taxes 2.2 percent during the period.” According to the National Education Association, the National Association of State Budget Officers and the Iowa Fiscal Partnership, funding for Iowa education is sliding downward. Because of the actions of the Iowa legislature, Iowa education is threatened today. Iowa now ranks well below the national average in per pupil spending. And, we are still losing ground.

Iowa Touring Theatre Company, the professional touring theatre company of the Des Moines Playhouse, takes top quality plays and educational workshops to schools, libraries, and general audiences throughout Iowa. Designed for elementary, middle school, high school and family audiences, the shows are upbeat, often humorous and colorfully and originally staged. The company presents live theatre related to subjects such as literature and social studies that fit the school curriculum. Workshops or discussions for groups of 75-100 students are offered after the performances. Teachers are given a study guide with preparatory and follow-up activities to use as a supplementary classroom resource. Both the productions and the workshops are educational, engaging and innovative. The current touring repertory includes themes of multicultural and global understanding, conservation of the environment, and the lives and times of historical characters, including many famous Iowans. In selecting scripts for production, both established works by nationally recognized playwrights and new works by up-and-coming writers are reviewed. Several of the plays produced have been written by Iowa playwrights such as Cynthia Mercati and Dan Hunter. Actors and directors are recruited on a local basis as well as through nationwide auditions. All actors and directors are especially trained for the accompanying school workshops. Exposure to ITTC programs is often the beginning of a lifelong appreciation of the arts.

Here's a brief look at the events that have shaped the ISEA and public education over the years:
The first meeting of the Iowa State Teachers Association is held at the Muscatine County Courthouse in Muscatine on May 10. John. A Parvin is elected the organization’s first chairman.
For the first time, women are admitted as full members of the ISTA.
Years of work by the ISTA pays off with the founding of the first teacher training institution, the Iowa State Normal School at Cedar Falls.
ISTA successfully lobbies the Legislature to create an Educational Board of Examiners to govern teacher certification.
The ISTA-backed Better Iowa Schools Commission recommends education improvements to the 35th Iowa General Assembly which ultimately approves measures to strengthen teacher certification requirements and establish minimum teacher salaries based on preparation and experience.
The ISTA undergoes remarkable growth with the hiring of Charles F. Pye as the first full-time "executive secretary." He and his staff of three move into the Association’s first office at the Youngerman Building in downtown Des Moines.
The ISTA acquires Midland Schools magazine which serves as a popular and award-winning voice of the Association for more than 50 years.
