2. The FCC's rules governing unbundled access are, with the exception of Rule 319, consistent with the 1996 Act. Pp. 19—28.
(a) Given the breadth of §153(29)'s "network element" definition–i.e., "features, functions, and capabilities … provided by means of" a facility or equipment used in the provision of a telecommunications service–it is impossible to credit the incumbents' argument that a "network element" must be part of the physical facilities and equipment used to provide local phone service. It was therefore proper for Rule 319 to include operator services and directory assistance, operational support systems, and vertical switching functions such as caller I.D., call forwarding, and call waiting within the features and services that must be provided to competitors. Pp. 19—20.
(c) The FCC reasonably omitted a facilities-ownership requirement. The 1996 Act imposes no such limitation; if anything, it suggests the opposite, by requiring in §251(c)(3) that incumbents provide access to "any" requesting carrier. P. 25.
(d) Rule 315(b), which forbids incumbents to separate already-combined network elements before leasing them to competitors, reasonably interprets §251(c)(3), which establishes the duty to provide access to network elements on nondiscriminatory rates, terms, and conditions and in a manner that allows requesting carriers to combine such elements. That section forbids incumbents to sabotage elements that are provided in discrete pieces, but it does not say, or even remotely imply, that elements must be provided in that fashion. Pp. 25—28.

    Iowa Code 256.51(h) requires the State Library of Iowa to collect data indicating current conditions, growth, and development of library services provided in Iowa, and to disseminate this information in a timely manner to the citizens of Iowa. A new era has begun for Iowa's school libraries with the annual collection of library data, beginning in 2002.
    The survey questions were based on "Make the Connection: Quality School Library Media Program Impact Academic Achievement in Iowa." This FY2001 research project was conducted by the Library Research Service and funded by the State Library, the AEAs, and IEMA. The questions were modified by a subcommittee of the State Library Uniform Data Advisory Committee to be comparable with questions asked on the Public Library General Information Survey conducted by the State Library and the Academic Library Survey conducted by the National Center for Education Statistics. FY 2005 Survey The FY2005 School Library Media Center Survey will be available on the web until June 30, 2005.

    Stipends Available for Two Biotechnology Workshops
    Stipends of $140 each are now available for two of the biotechnology education workshops offered at Iowa State University this summer. Participants in Biotechnology Education Workshops I and II will receive $35 per day to help cover their expenses while attending either or both of the four-day workshops.
    Brief descriptions of Workshops I and II and other summer workshops offered by the ISU Office of Biotechnology appear below. All workshops will be held on the Iowa State University campus in Ames.

    Last updated W elcome to the Tri-Center Community School District Web Site. This site is designed to keep viewers informed about our schools, our programs, and our activities. Tri-Center is a member of the Western Iowa Conference. The 40-acre campus is located on Interstate 680 between rolling hills of bean and corn fields in southwest Iowa; 25 miles northeast of Omaha/Council Bluffs, and 100 miles west of Des Moines, Iowa. The district employs over 100 staff members who take part in educating and serving 850 students Pre-K through 12, from the communities of Neola, Minden, Persia, Beebeetown, and surrounding areas. Tri-Center takes great pride in the academic, activity and athletic programs that are provided for its students. Opportunities and challenges abound at T-C, and these have resulted in a tremendous amount of successes and achievements on the part of the stud ents and staff.
