Grassley: Iowans Deserve Fairness in Medicare
Senator Unveils Legislation to Improve Health Care Access for Iowans WASHINGTON — Sen. Chuck Grassley introduced legislation today to improve access to health care services for Iowans. Grassley's health care proposal is focused on Iowa and other states where cost-efficient, high-quality health care is the norm. The legislation – the Improving Our Well-being Act, or IOWA – represents a continued effort by Grassley to ensure access to Medicare services and other health care services for Iowans. Last year, Grassley also gave his backing to legislation to update Medicare payments to physicians in the short-term and order a study on replacing the existing physician payment formula used by Medicare in the long-term. Grassley said his IOWA legislation addresses key problem areas identified by Iowa hospitals and other components of the health care infrastructure in Iowa. He introduced it today to affect the health care debate still to come this year in the Senate. It primarily makes changes for Iowa with regard to the Medicare program, but it also improves Medicaid payments for hospitals in states such as Iowa and improves access to dental services for Iowa children. On the whole in the traditional Medicare program, Iowa health care providers receive less Medicare money per beneficiary than providers in other states. The regional variation in spending stems in part from regional differences in utilization and medical practice, in access to providers, and in health status of beneficiaries. Medicare payment rules account for some of the disparity, as well, and Grassley has focused over the years in ferreting out the flaws that unfairly disadvantage cost-effective and smaller, rural providers.

    OFFICE DESCRIPTION The Des Moines District is responsible for the delivery of the SBA's many programs and services to the 99 counties in Iowa, consisting of 2.9 million Iowans and some 240,000 small businesses. The entrepreneurial spirit is alive and growing as Iowa's economic resurgence continues. Over 98 percent of all businesses in the state are small businesses under the federal definition . Iowa has a national reputation as a leading insurance center and agribusiness center with more companies expanding and locating in the state each year. Two major interstates (I-80 and I-35) intersect Iowa, leading many businesses to locate along these major transportation corridors. Iowa has the nation's highest literacy rate and a high school graduation rate over 20 percent above the nation's norm. Many business owners find that Iowa's residents not only make excellent employees, but great neighbors as well.

When I'm travelling on the east coast, I usually get one of two responses. (Westerners seem to have a better grasp on geography, in my experience, maybe because they've driven through Wyoming.)

    Where have I been? Well mister, that's a downright complicated question. You see, I've been here and I've been there, I've been up and down and crisscrossing this amazing little backyard I like to call "America." What did I learn? If you'll pull up a chair, I have a few stories to tell you. ”You look like you could stand a little cheerin’ up," said my cellmate, an ancient little man with a patched coat and a twinkle in his eye. I was stranded in that Alabama county jail after a roadhouse misunderstanding, and truth was I did have a hard case of the blues. "I used to dance me a bit,” he rasped. “Maybe a little softshoe and a story would put a grin back on you." I looked at his cheerfully wizened face, smiled, and nodded. The memory of the little old man’s dances and stories linger, long after he traded me to that other inmate for a pack of Merit Menthols. You often heard tales of the magnificent beauty of the humpback whales that frolic near Alaska's verdant Pacific Coast. But unless you see them for yourself, up close, you will never truly understand how they can also be complete assholes.
