June 17, 1999
Good afternoon, Senator Grassley and members of the committee, my name is Elizabeth Kiss and I am a family resource management Extension Specialist at Iowa State University. It is a pleasure to be here today to describe the Money 2000 TM program and to share information about the success of the program in Iowa with you.
What is Money 2000 TM
Money 2000 TM is a Cooperative Extension System program designed to increase the financial wellness of participants - either by increasing saving and investment or reducing debt or by doing some of both. Dr Barbara O'Neill, co-director of the original Money 2000 TM program at Rutgers Cooperative Extension in New Jersey, describes the effort as a "weight management program for your money." In O'Neill's words, "Participants set personal financial goals and periodically "weigh-in" with local project directors who help them stay on track."
Since it was launched in 1996, Money 2000 TM has helped over 7,000 people in more than 30 states incarease their net worth by more than $3 million. The initiative is coordinated by the USDA's Cooperative State Research, Education, and Extension Service (CSREES) and its affiliated Cooperative Extension offices in every state.

EMB Program
SENIOR FACULTY...
Classes in the EMB Program are taught by the senior faculty at the Krannert Graduate School of Management. All have taught extensively in executive programs previously, have substantial research and publication records, and have experience as consultants to corporations and government agencies. Teaching methods include lectures, discussions, case analyses, student presentations, group projects, computer simulations, and guest speakers from industry and government. The curriculum and teaching approach have been adapted to the experience levels of seasoned professionals and to the demands of a compressed time schedule. Each residential session begins with the participants' arrival on Sunday before the start of classes on Monday. For the next two weeks, from Monday through Saturday, an intensive class schedule includes 36 hours of classroom work each week. The Program is intensive and demanding, as would be consistent with a graduate professional program in management. Serious preparation is expected, and academic standards are carefully maintained, to ensure the integrity of the earned degrees. As a result, however, the educational benefits are significant and the AACSB International - accredited degree is a significant professional credential. Dr. Donald Bergh

Main introduction page Governing home page
THE GOVERNMENT PERFORMANCE PROJECT
Report Card: Iowa FINANCIAL MANAGEMENT: A- In just about all areas of finance, Iowa hews to the line of careful, well-thought-out planning. Any surpluses go to the state's rainy day fund until it is fully stocked at 5 percent of general fund revenues (as it is now). Expenditures are well in line with revenues, even as the state has been on a prison-building spree. Agencies have a reasonable amount of flexibility to handle their budgets, although they do need gubernatorial permission to transfer money from one program to the other. Budgeters are looking forward to more useful financial information in the near future as the state upgrades and integrates its financial management system. CAPITAL MANAGEMENT: B- Back in fiscal 1996, Iowa established the Rebuild Iowa Infrastructure Fund, and began stocking it with about $120 million a year. But the State Auditor's Office has criticized decisions to spend some of the money on technology and operations and not on buildings as is required by law. In the current fiscal year, $80.1 million out of a $128.9 million fund is going to new capital. Iowa has done a good job at planning and tracking new projects. The state has a five-year plan, but the real focus is the governor's recommendation for the biennium. The Department of Capital Services prepares an annual status report for ongoing capital projects over $250,000, and it is evaluated by the Department of Management and by the governor based on set criteria. Projects have generally come in on time and on budget.

59. About ISJIT
IASB Cash management programs. ISJIT/ISCAP Transaction Logon ISJIT has reinvested more than $1.2 billion back into local iowa banks on behalf of ISJIT
http://www.isjit.org/FAQ.htm
Maximizing Interest Earnings for Student Instruction Needs What is ISJIT?
Created by schools for schools, ISJIT allows public school corporations to safely and effectively increase their internal interest, providing additional dollars to increase the quality of educational services available to students across Iowa. ISJIT operates pursuant to Iowa Code Chapter 28E. Every ISJIT participant is a member of a combined investment effort, allowing the participants to join together to flex the investment presence. The power of pooling allows the program to more efficiently invest funds than is possible for a single district or financial institution.
How does a school corporation qualify to participate in ISJIT?
The ISJIT participation resolution must be approved by the school corporation’s board of directors. As a member of ISJIT, school corporations participate at any time they have funds to invest.
How do participants provide input to ISJIT?
The ISJIT Board of Trustees, made up of school board representatives and school business officials, provides input from their colleagues. The IASB Cash Management Advisory Committee, comprised of business managers/board secretaries and superintendents, provides feedback from across the state. ISJIT also receives input from one-on-one contact with school boards and central office staff. IASB staff members regularly review participants’ needs with the ISJIT investment team.
How safe are funds invested in ISJIT?
