Summary Report on the NCREL Capacity Building Conference on No Child Left Behind

September 18, 2002 This conference was designed to help state and local education agencies, as well as education service providers, move the comprehensive NCLB legislation into the field with as much ease as possible. Over 100 participants, representing a variety of stakeholders from throughout the NCREL region, gathered to discuss strategies for effectively putting NCLB into practice. State-level educational representatives shared implementation plans with districts; topical experts contributed their insight on building capacity to respond to NCLB; and education professionals met with others with similar responsibilities to discuss options to leverage resources in response to NCLB. This summary includes an overview of participant questions from your states and customized responses from the corresponding state education agencies. Gina Burkhardt, Executive Director of NCREL, opened the meeting with a welcome address and a meeting outline. Paul Kimmelman, Special Advisor to the Executive Director at NCREL, presented an overview of NCLB regulations and guidelines. Susan Sclafani, Counselor to the U.S. Secretary of Education, Rod Paige, gave the keynote address, in which Dr. Sclafani provided an overview of the strengths of the NCLB legislation. She emphasized that the new legislation is serious that no child will be left behind. The four pillars of No Child Left Behind are accountability, local control and flexibility, parental choice, and doing what works. The goal of the legislation is that all students be proficient by 2014. She said that while she understands that change is difficult, the old ways of public education are no longer acceptable.

E-Mail: David.Lorenzen@dot.state.ia.us Motor Carrier Seminars The Iowa Department of Transportation's Office of Motor Vehicle Enforcement provides training seminars which are required by Iowa law for carriers requesting liquid and/or passenger for hire authority. Successful completion of this course satisfies the code requirement. The required $200 fee will allow a carrier to register and send as many personnel from their operation as they desire. This one-day seminar focuses on assisting the carrier with an awareness and understanding of what rules, regulations and laws they are required to comply with in relation to commercial vehicle operations. Motor Vehicle Presentations The Iowa Department of Transportation's Office of Motor Vehicle Enforcement may provide presentations on specific topics as requested. Topics such as commercial driver's license, hours of service, equipment inspection criteria, weight laws, and duties of motor vehicle enforcement officers are some of the more common requests. Requests should be directed to Captain Dave Lorenzen.

What is the Iowa Water Quality Action Plan?
The Iowa Water Quality Action Plan is a call to action. It presents a series of actions that must be carried out to ensure that our water is safe for drinking, for playing, and for a diversity of life and a sustainable economy in our state.
The Action Plan consists of 12 goals, each with a set of implementation strategies. The Action Plan recognizes our need for better data about the condition of our water resources. It also recognizes the need for leadership at all levels and the importance of local people working in partnerships to develop local solutions. In addition, the Action Plan responds to the general public's demand for more information about our water resources.
Why was the Action Plan needed?
There are many reasons for concern about Iowa's water quality. Iowa's water quality protection programs are seriously underfunded, while the state has increasing need for strong enforcement, monitoring, and oversight. Land is quickly being developed and paved, leading to greater stormwater runoff, increased sediment loads, and loss of habitat. Growth often occurs without the infrastructure to support it, increasing the potential for surface water and groundwater contamination. Hazardous waste sites threaten water quality on both urban and rural lands.
