Pursuant to state and federal law, judges cannot vary from the guidelines except when the application of the guidelines would be unjust or inappropriate. Judges may vary from the guidelines if they find such adjustment necessary to provide for the needs of the children and to do justice between the parties under special circumstances. All child support payments must
be sent to either the clerk of court office or the collection services center of the department of human services. Do not send payments directly to the other parent. Outstanding Obligations Report Analysis INTRODUCTION Iowa Code chapter 12.1 requires all political subdivisions of the state to report outstanding obligations to the Treasurer of State. Obligations to be reported include bonds, notes, certificates of participation, leases and anticipatory warrants as defined by Iowa Code chapter 74.1. AGGREGATE State and local governments report $8,247,357,000 in outstanding obligations as of June 30, 2004. This is $349,719,035 greater than the $7,897,637,968 reported for fiscal year 2003. The outstanding obligations are categorized by cities, counties, schools/AEAs, state agencies, authorities, community colleges, other, and Board of Regents. CITIES Cities report the greatest amount of outstanding obligations, with $3,341,912,949 outstanding as of June 30, 2004. The amount reported for the fiscal year ending June 30, 2003 was $3,155,109,112. Most of these obligations fall under the purpose category "utilities/sewers" (29%). The security classification most often reported is "general obligation" (60%), followed by "revenue" (28%). COUNTIES Counties report $389,509,204 in outstanding obligations as of June 30, 2004 compared to the $373,674,384 reported last year. Black Hawk, Dickinson, Polk and Pottawattamie Counties issued 58% of these obligations

Overview and Infrastructure
The Iowa Communications Network (ICN, also known as the Iowa Educational Telecommunications Network) is a state-owned and -controlled 3,000-mile fiber optic network created in 1993 to connect Iowa's 99 counties with data, voice, and video services. The estimated cost of construction of the backbone, about $85 million, is being shared by several contributors. The state has committed $5 million a year for five years, and federal grants and other forms of financing are also being used. Some users will pay fees. The average cost of operation for each site is estimated to be about $18 an hour. The network maintains 129 video sites in school districts, libraries, and government offices across the state. The system is designed to serve the administrative needs of state government and to provide services to public and private educational users. Educational users and educational applications are given the highest priority. The ICN is overseen by the Iowa Telecommunications and Technology Commission, the Educational Telecommunications Council, and 15 regional telecommunications councils. The regional councils will deal with regional and local issues that arise concerning educational uses of the network.
