Iowa Seed Capital Corporation (ISCC) is a private, nonprofit entity, incorporated on July 1, 1994. Prior to that date, the program was operated as the Iowa Product Development Board (IPDB), a quasi-state agency established in 1983. ISCC and IPDB received annual appropriations of state funding to support their investment activities. Total state appropriations from 1984 to 1997 equaled $13,476,466. ISCC's mission was to "support qualified Iowa entrepreneurs in need of financial assistance when such assistance cannot be acquired from conventional sources due to risk levels inherent in young companies..." The underlying goal of ISCC/IPDB was to help diversify the state economy and promote economic development by providing seed capital to small businesses with innovative products, services, or ideas. State funding for ISCC ended in 1997 and the program was terminated in 1998. ISCC/IPDB invested in approximately 70 Iowa businesses from 1984 to 1998. History of ISCC The Iowa Product Development Board (predecessor of ISCC) was started in 1983 as one of several state responses to the severe downturn in the state's farm economy. IPDB was established as a quasi-state agency with a seven-member board of directors appointed by the Governor. Early funding for IPDB was limited to annual state appropriations of $729,000 in 1984, $200,000 in 1985, and $285,000 in 1986. IPDB initially was housed in the Iowa Department of Economic Development (IDED) and relied on part-time assignment from an IDED staff member for investment assistance. The limited state appropriations and the lack of staff support resulted in a relatively obscure existence for IPDB in the early years.

Block scheduling models typically divide the school day into 80-90 minute blocks of time. The two main models are 4x4-semester plans (four classes per semester) and eight-block alternating-day approaches (eight classes throughout the year, with four classes on one day and four other classes on the next day). In contrast, under the more common seven- or eight-period daily scheduling models, students typically attend seven or eight 45-50 minute classes each day.

The first Europeans to visit the area were the French explorers Father Jacques Marquette and Louis Joliet in 1673. The U.S. obtained control of the area in 1803 as part of the Louisiana Purchase. During the first half of the 19th century, there was heavy fighting between white settlers and Indians. Lands were taken from the Indians after the Black Hawk War in 1832 and again in 1836 and 1837.

The celebration began with a picnic and band concert hosted by the University Alumni Association and the scheduled presentations on the photography, politics, literature, music, theater, and public projects of the 1930s. The University Libraries has significant material in many of these area and mounted an exhibition in the North Lobby of the Main Library showcasing these rich holdings. Nick Natanson, an Iowa American Studies Ph.D. who served as an archivist in the photographic section of the National Archives, Washington, D.C., was the featured Friends dinner speaker in addition to lecturing on the Chautauqua stage. Natanson's work deals with the photography project of the Farm Security Administration in the 1930s. Other Chautauqua lecturers were Professor Rebecca Conard, public historian from Wichita State University, who presented her study of the role the Civilian Conservation Corps played in developing the Iowa State Park system, and Professor Kathleen Farrell of the Iowa Communication Studies Department who discussed the relationship between politics and literature during the thirties ferment. In addition, the Chautauqua featured two staged readings of Federal Theatre manuscripts, a presentation by the Iowa City Footliters of James Thurber's "Many Moons", a play for adults as well as children, and several showings of 1930s films.

It should, however, be able to explain the basic principles and events involved in calculating the property tax rate. What is the Iowa property tax? The Iowa property tax is primarily a tax on "real property," which is mostly land, buildings, structures, and other improvements that are constructed on or in the land, attached to the land, or placed upon a foundation. Typical improvements include a building, house or mobile home, fences, and paving. The following five classes of real property are evaluated:
  • residential agricultural commercial industrial utilities/railroad [This class is assessed at the state level.]
Who pays property tax? Home owners pay 47 percent of the property tax collected each year in Iowa. Farmers pay 16 percent, and businesses and industry, a total of 34 percent. Utility companies, including railroads, pay 3 percent. The miscellaneous category pays less than 1 percent. How often is property assessed?

The Massachusetts firm that conducted the study concluded that a regional rail system, including a line from Chicago to Omaha, is economically feasible. However, they noted several significant challenges facing the development of such a system. During the news conference Iowa DOT director Darrel Rensink said, "Now that we know a Midwest regional rail system is feasible, we need to find out whether it's right for Iowa. While a new and enhanced rail passenger service might be a good investment for some states, we're not sure how beneficial it would be for Iowa." The study was conducted by Transportation Economics and Management Systems, Inc. of Cambridge, Mass. It was funded by the National Railroad Passenger Corporation (Amtrak), U.S. Federal Railroad Administration (FRA), and the states of Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Nebraska, Ohio and Wisconsin. The purpose of the study was to evaluate the feasibility of a Midwest regional passenger rail system that would provide another transportation option for the Midwest region. In preparing the report, the consultants proposed a system they believe could generate high levels of ridership and revenue, and recovering, at a minimum, its operating costs.
