Indian Hills Community College has main campuses in Ottumwa and Centerville as well as the original campus at the Ottumwa Industrial Airport. In addition to the main campuses, Indian Hills Community College maintains county service centers in Albia, Bloomfield, Chariton, Corydon, Fairfield, Keosauqua, Oskaloosa, and Sigourney. Iowa legislation created the Watershed Improvement Review Board and the Preserve White Tail Deer Committee. The Watershed Improvement Review Board will focus on the enhancement of water quality in the state. This board also will also engage the public in setting priorities for water use and maintenance in the state.

On March 9, 1989, Governor Terry E. Branstad signed open enrollment legislation for the state of Iowa giving parent/guardians "choice" in the selection of the public school district they wish to have their children attend. With this action, Iowa is facing a change in the educational system unparalleled in the history of the state. As Director of the Department of Education, I have strongly supported the concept of parent choice in public education, and I will continue to do so. Research on existing choice programs indicates that they improve parent participation into the schools, empower teachers as academic leaders, shift greater decision making to smaller administrative units, and produce encouragement for dropouts to return to school. They also create a revitalization and enthusiasm among many teachers involved in the programs. I am confident that parent choice in Iowa will result in greater effectiveness, efficiency, creativity, and accountability in our schools. The following points cover the major provisions of the Iowa open enrollment legislation: For the 1989-1990 School Year: * Parents/guardians who have been paying tuition for their children to attend a public school district other than their district of residence may continue these students in this program with the per-pupil cost paid by the resident district. * Parents/guardians who move out of a district anytime during the 1988-1989 school year may return their students to this district under open enrollment with the new district of residence paying the per-pupil costs of education.

DIVISION OF EDUCATION
Admission to the Teacher Education Program
Students must meet three general requirements: (1) gain admission to the Teacher Education Program; (2) meet standards required by the University for licensure and; if seeking initial licensure, (3) take the course EDU 110 Foundations of American Education (this course cannot be transferred in). These standards reflect the fact that teachers are expected, by parents and by boards of education, to attain levels of professional qualification that are above the average in all areas relating to the education of the students entrusted to them. (For additional requirements, contact the Director of Education). Application for admission to the Teacher Education Program will be made following the successful completion of EDU 110 Foundations of American Education. Applications for admission to Teacher Education are approved by the Teacher Education Committee and forwarded to the Division of Education for formal acceptance. The requirements for admission into the Teacher Education Program are as follows:

Area education agencies may cooperate and contract between themselves and with other public agencies to provide special education programs and services, media services, and educational services to schools and children residing within their respective areas. Area education agencies may provide print and nonprint materials to public and private colleges and universities that have teacher education programs approved by the state board of education. Be authorized to lease, subject to the approval of the director of the department of education and to receive by gift and operate and maintain facilities and buildings necessary to provide authorized programs and services. However, a lease for less than ten years and with an annual cost of less than twenty-five thousand dollars does not require the approval of the director. If a lease requires approval, the director shall not approve the lease until the director is satisfied by investigation that public school corporations within the area do not have suitable facilities available.

This increasingly negative spotlight in many school systems makes it more difficult to recruit good superintendents and tougher to interest community leaders in serving on boards of education. Nearly two decades ago the American School Board Journal featured John Crawford as an exemplary school board member. Current Activities NASSMC State Summits Implementation Program (NSSIP) : The NASSMC State Summits Implementation Program (NSSIP) provides assistance to state based organizations with planning, developing, administering, implementing, following-up and sustaining state mathematics and science education summits. NSSIP grants have been awarded to seven states in April 2005 through funding provided by the National Aeronautics and Space Administration (NASA). Additional support is provided through a separate grant from the U.S. Department of Education. At least two more solicitations are expected. NES Partnerships for Sustainability : The NES Partnerships for Sustainability Program was launched in 2003 as a pilot to gauge the effectiveness of state-based coalitions working in active collaboration with the NASA Explorer Schools.     THE MEMBERS OF THE D.C. BOARD OF EDUCATION PRESENT THE FOLLOWING RESOLUTION ON APPOINTMENT OF THE INTERIM (ACTING) SUPERINTENDENT
    Whereas, the D.C. Board of Education (Board) is charged by law with appointing and holding a Superintendent of Schools accountable for the effective implementation of the policies of the Board and the day-to-day management of the school system; and Whereas, the Interim Superintendent, Elfreda Massie, has submitted her resignation, effective April 21, 2004; Whereas, under the requirements of the District of Columbia Municipal Regulations, Chapter 5, Section 500.6, "Whenever the office of Superintendent of Schools becomes vacant due to death, resignation, adverse action, the expiration of the term of office of the superintendent, or for any other reason, the Board of Education shall designate a person to serve as Acting Superintendent of Schools"; Whereas, the Board is engaged in a national search for a permanent Superintendent, which will be completed by July, 2004. The appointment of an Interim Superintendent is necessary to ensure the effectiveness and efficient operation of the District of Columbia Public Schools during this interim period before the appointment of a permanent Superintendent.

    Fact Sheet: National Board for Professional Teaching Standards
    Background
    The National Board for Professional Teaching Standards (NBPTS) is a private, nonprofit organization governed by a 63-member board of directors, the majority of whom are classroom teachers. One Iowa teacher Joel Franken, a National Board certified retired art teacher from Denison, serves on the NBPTS Board of Directors. The Board was created in 1987 to develop standards and assessment programs for teachers.
    State Comparisons
    Since the program began, 387 Iowa teachers have earned the distinction of being National Board Certified. Nearly 23,930 teachers across the nation have completed this rigorous process.
    Requirements
    Successful candidates must develop a portfolio that includes documentation of teaching practice and student work, a videotape of classroom interactions with students and a written detailed analysis of teaching reflected in the videotape and student work. Candidates have reported spending over 200 hours developing their portfolios. Candidates must also complete a full day of assessment exercises related to subject matter content. The assessment day typically consists of four 90-minute tests. Any licensed teacher with at least three years of experience is eligible to apply for National Board Certification.
    Financial Support
    There is a cost of $2,300 for all candidates to register for the NBPTS program. Teachers obtaining National Certification will receive $2,500 per year for 10 years and full reimbursement of the $2,300 required registration fee, as part of a financial incentive package approved by the Iowa Legislature.

    Here's a brief look at the events that have shaped the ISEA and public education over the years:
    The first meeting of the Iowa State Teachers Association is held at the Muscatine County Courthouse in Muscatine on May 10. John. A Parvin is elected the organization’s first chairman.
    For the first time, women are admitted as full members of the ISTA.
    Years of work by the ISTA pays off with the founding of the first teacher training institution, the Iowa State Normal School at Cedar Falls.
    ISTA successfully lobbies the Legislature to create an Educational Board of Examiners to govern teacher certification.
    The ISTA-backed Better Iowa Schools Commission recommends education improvements to the 35th Iowa General Assembly which ultimately approves measures to strengthen teacher certification requirements and establish minimum teacher salaries based on preparation and experience.
    The ISTA undergoes remarkable growth with the hiring of Charles F. Pye as the first full-time "executive secretary." He and his staff of three move into the Association’s first office at the Youngerman Building in downtown Des Moines.
    The ISTA acquires Midland Schools magazine which serves as a popular and award-winning voice of the Association for more than 50 years.
