  • Describe successful activities, programs, and projects supported with State Leadership funds and describe the extent to which these activities, programs, and projects were successful in implementing the goals of the State Plan. Iowa funded two major projects with the 12.5% State Leadership funds: (1) the Iowa Literacy Resource Center and (2) the state staff development leadership project. The Iowa Literacy Resource Centers serves as a repository for current literacy publications, etc. It also houses the server for Iowa's NRS electronic reporting system and supports the Iowa literacy website where all reports and various types of literacy information is housed. Refer to the attachment for a complete description of the Iowa Literacy Resource Center activities. The state staff development leadership project is designed to fund and coordinate state level staff development activities in the following areas: (1) NRS reporting, (2) program improvement, (3) GED 2002 preparation activities, (4) CASAS statewide staff development activities. Refer to the attached report for a complete description of Program Year 2002 staff development activities.

Iowa
Iowa is one of the North Central States of the American Union, and is about midway between the Atlantic and the Pacific Oceans. It lies between two great rivers, the Mississippi and the Missouri, the Mississippi forming its eastern boundary and separating it from the States of Illinois and Wisconsin; the Missouri and its chief tributary, the Big Sioux, forming its western boundary, and separating it from the States of Nebraska and South Dakota . It extends from 40 deg. 36 min. to 43 deg. 30 min. north latitude. In the south-east corner, in Lee County, the boundary projects below the parallel, following the channel of the Des Moines River down to its junction with the Mississippi. The state is 310 miles from east to west and 210 miles from north to south, and has an area of 56,025 square miles, or 35,856,000 acres, being nearly the same size as Wisconsin or Illinois. Physical Characteristics Industries and General Social Conditions Lutheran , 91,889; Presbyterian, 47,765. According to Federal estimates in 1908, Des Moines, the capital and largest city, had a population of 83,717; the next largest cities in order are Dubuque

Teachers from Sioux Central Community School in Sioux Rapids, Iowa, will join representatives from NASA Headquarters in Washington and NASA's Marshall Space Flight Center in Huntsville, Ala., Thursday, Jan. 27, in Des Moines to participate in Iowa's Mathematics, Science and Technology Education Day. They will meet with state representatives and members of Iowa county boards of education in the Capitol rotunda to explain the impact of the NASA Explorers School program a collaboration with NASA that brings mathematics, science and technology learning opportunities to students in economically underprivileged areas across the country.

That was the case in Iowa when state senators rejected the nomination of an openly gay man to the state school board because his homosexuality ran counter to their religious beliefs. Iowa's Democratic governor, Tom Vilsack, nominated Jonathan Wilson, a lawyer who served on the Des Moines school board for 12 years until he lost his reelection bid in 1995 after publicly coming out. Wilson's nomination sparked a controversy, mid on April 13 he came 12 votes short of the 34 needed for confirmation. "I believe [the senators] established a litmus test based on a difference of religious perspectives," Wilson said. "I don't hold the same religious perspectives as they do, and that's what drove this decision."

Des Moines , Iowa —For the first time in the nation’s history, states reached a common definition for their high school graduation rate, it was announced today. Thirty-nine governors and 11 national organizations signed onto Graduation Counts: A Compact on State High School Graduation Data at a ceremony during the National Governors Association (NGA) Annual Meeting here this morning. The compact stems from the newly released Graduation Counts: A Report of the NGA Task Force on State High School Graduation Data . [LINK TO GradCounts]The report outlines five task force recommendations states should use to develop a high-quality, comparable high school graduation measure, as well as complementary indicators of student progress and outcomes and data systems capable of collecting, analyzing and reporting the data. Through the compact, governors and organizations represented on the task force agreed to implement the following recommendations:

An Iowa Association of School Boards survey shows that at least 516 teachers positions were eliminated due to budget cuts. The school board association's Margaret Buckton said of the state's 371 districts, 201 responded. Of the 201, 61 percent reported laying off workers. Sixty-one percent also reported losing positions through attrition. "The big challenge for schools in the next year will be not merely maintaining, but improving student learning with fewer resources," Buckton said. State aid is a major source of revenue for most school districts. The Legislative Fiscal Bureau says state money makes up about 64 percent of the total revenue for public schools in Iowa. Larry Sigel, school finance director for the school board association, said: "Right now, people are just holding their breath. It's a wait-and-see game. . . . The big question is whether this is just a one-year budget difficulty or a two-year or three-year problem.

Vice President Sally Frudden of Charles City was appointed to the Board in 1993. She holds a doctorate degree from Iowa State University in Educational Administration and is professor emeritus from the University of Northern Iowa, where she served 18 years as a faculty member in the College of Education. Frudden also did educational consulting with Iowa State University's School Improvement Project. Frudden serves as the board president of TLC: The Learning Center, a private, nonprofit community childcare and education center in Charles City. She is a member of the Focus on Early Childhood Team of the Iowa Learns Council, and is a member of the University of Northern Iowa Foundation Board of Trustees.
