Women and Elective Office in Iowa By Dianne Bystrom Director Carrie Chapman Catt Center for Women and Politics Iowa State University June 2002 Women comprise the majority (50.9 percent) of Iowa’s population and the majority of its voters. As of 2000, 52 percent of Iowa’s registered voters were women. And women boasted a 66 percent turnout rate, compared to 62 percent for men, in the 2000 elections. However, Iowa’s record of electing women to federal, state, and local political office lags behind the nation in many respects. For example, Iowa is one of only six states that have never sent a woman to either the U.S. Senate or U.S. House of Representatives. The others are Alaska, Delaware, Mississippi, New Hampshire and Vermont (Center for American Women and Politics [CAWP], 2002a). Three of these states—Delaware, New Hampshire and Vermont—have elected a woman as governor, so Iowa is one of only three states that have never elected a woman U.S. Congressperson or governor (Center for American Women and Politics [CAWP], 2002b).

Who we are...
The Iowa Association of County Conservation Boards (IACCB) is a nonprofit organization assisting member county conservation boards in areas of board member education, public relations, and legislation. The association's main purposes are to promote the objectives and supplement the activities of conservation boards, exchange information, assist boards and members in program development and provide a unified voice in the legislature. The IACCB is governed by a nine-member board elected by member counties.
Who County Conservation Boards are...
Conservation boards are local natural resource management and outdoor recreation agencies whose responsibilities are the following: to acquire, develop, maintain and make available public museums, parks, preserves, parkways, playgrounds, recreation centers, forests, wildlife and other conservation areas, to encourage the orderly development and conservation of natural resources and to provide adequate programs of public recreation. Conservation boards also help educate local residents about the natural world in which we live, and administer roadside vegetation management programs. County conservation boards have been created in all of Iowa's 99 counties and are governed by Chapter 350 of the Code of Iowa. When traveling, look for the "Arrowhead" transportation directional sign which will direct you to one of these fine areas.

Be sure you know the Code as it speaks to public notice of meetings, closed session, rules of conduct at meetings, the qualifications and required oath for directors, appointment of secretary and treasurer, rules related to a quorum, and contract law.
A school board has only 72 hours to make a difference in the lives of students.
The Code of Iowa must speak directly to board members and to a school district. Dillon's rule states that unless a law authorizes school boards to take an action, they cannot take that action. We can only do what we are told, specifically, that we can do!

Director, Iowa Department of Education Iowa is unique in the country in setting standards for student achievement at the local, rather than state, level. Iowa's State Board of Education and Department of Education have decided not to establish state standards and tests even while acknowledging that current levels of achievement in Iowa schools are inadequate for the demands of the 21st century. This policy position has been carefully considered and reconsidered. If higher levels of achievement are important, then why doesn't Iowa mandate higher performance levels and establish a testing system to ensure that school districts are doing the job? The answer is that to do so would work against Iowa's strongest educational asset - community ownership for the education of the state's young people. This is the single factor that explains Iowa's strong tradition of high academic achievement. Communities in Iowa have historically set higher expectations than those that would have been established at the state level.

Vilsack announces 2005 “Walk Iowa” September 19, 2005: DES MOINES – Governor Tom Vilsack announced today the dates and locations for his sixth annual walking tour of Iowa communities. Starting Tuesday, September 27, he will spend four days walking through 14 Iowa communities to visit with Iowans.
