GATT Digital Library 1947-1994 This site provides access to documents and information of and about the General Agreement on Tariffs and Trade (GATT), an organization that promoted international commerce and the reduction of trade barriers among member states from 1947-1994. The documents are browseable and searchable, but free registration is required to view the full text. A comprehensive site housed at the University of Tromso in Norway which includes connections to trade documents, conventions, law resources, international organizations, news sources and technology law, among others. A fairly large number of international treaties and domestic laws have been enacted that provide protection for migratory birds. To help put the legal authorities into perspective, we have categorized them as primary and secondary authorities. Primary authorities are international conventions and major domestic laws that focus primarily on migratory birds and their habitats. Secondary authorities are broad-based domestic environmental laws that provide ancillary but significant benefits to migratory birds and their habitats.

Lacey Act
By the late 1800s, the hunting and shipment of birds for the commercial market (to embellish the platters of elegant restaurants) and the plume trade (to provide feathers to adorn lady's fancy hats) had taken their toll on many bird species. Passenger pigeons, whose immense flocks had once darkened the skies, were nearing extinction. Populations of the Eskimo curlew and other shorebirds had been decimated. The snowy egret and other colonial-nesting wading birds had been reduced to mere remnants of their historical populations. The Lacey Act (passed on May 25, 1900) prohibited game taken illegally in one state to be shipped across state boundaries contrary to the laws of the state where taken. President Bush Signs Fewest International Treaties in last 20 years
Presidential Comparisons Show U.S. Taking Step Back From Treaty System
MINNEAPOLIS - October 6 - President George W. Bush has signed the fewest international treaties of any U.S. President since Ronald Reagan in his first term, according to a new analysis by the Institute for Agriculture and Trade Policy (IATP). President Bush also took the unprecedented step of trying to nullify the U.S. signature from an international treaty (the International Criminal Court). The summary of the Presidential administrations dating back to 1887 looked at 549 multilateral treaties relevant to the United States and tracks ratifications as well as signatures. Over the past 117 years, the U.S. has ratified 157 of these treaties. Ratifications, which are legally binding need two-thirds approval by the Senate. Signatures, which are given by the head of state or a senior administration official, are not legally binding but do reflect a country's willingness to cooperate with the treaty. Currently, President Bush has signed six international treaties and eight have been ratified during his term. While President Reagan only signed five treaties his first term, he signed another nine his second term. In addition, a total of 20 treaties were ratified during Reagan's two terms, giving even President Reagan a far better record than President George W. Bush in supporting the treaty system.     From amongst the more than 40,000 existing international treaties, a few hundred are crucial for regulating international trade and creating common ground for the flow of goods and services. A considerable number of different organizations are involved in creating these international instruments. “Lega Carta” is a system, developed by ITC, that analyses a particular country's situation with regard to major commercial treaties and other arrangements. Each instrument is calibrated at a certain value. The result gives a clear picture of where a country and its business community stand and provides recommendations as to what international instruments should be either ratified or enforced, by order of priority, depending on the country's economic and geographic positioning.
