International Finance and Development Division International Policy and Institutions Division International Trade Policy Division The International Trade and Finance Branch deals with the Department’s participation in international trade and financial institutions (including the International Monetary Fund (IMF) , the World Bank Group, the World Trade Organization (WTO) , bilateral trade agreements and negotiations, the Organisation for Economic Co-operation and Development (OECD) and the European Bank for Reconstruction and Development (EBRD)), international groups such as the G-7 G-20 and the Asia-Pacific Economic Cooperation (APEC) forum, as well as trade in goods and services and investment policy issues. The Branch is divided into three divisions: International Finance and Development, International Policy and Institutions, and International Trade Policy, each of which is divided into sections.
International Finance and Development Division
This division leads on many aspects of Canada’s international financial relations, particularly financing Canadian exports and development assistance. It also analyzes developments and issues in the international economy that have implications for Canada’s economy.

    The General Agreement on Tariffs and Trade (GATT) was first signed in 1947. The agreement was designed to provide an international forum that encouraged free trade between member states by regulating and reducing tariffs on traded goods and by providing a common mechanism for resolving trade disputes. GATT membership now includes more than 110 countries. Consideration of GATT's relationship to environmental policy is an emerging concern in trade and environmental policy circles. Until the recently concluded Uruguay Round of GATT negotiations, the word environment did not appear in the GATT text. Several provisions and sections of GATT may be relevant to environmental issues, however. The following sections of GATT are often referenced in the examination of trade-environment issues.     New WTO Director-General Speaks Out Español Français International Trade Forum - Issue 3/2002 Dr Supachai Panitchpakdi, new Director-General of the World Trade Organization. WTO’s new Director-General addresses ITC’s Executive Forum on National Export Strategies. We are in the midst of an unprecedented global trade negotiation, the Doha Development Agenda. But while it’s nice to have trade agreements, they must be usable and pragmatic. Countries have to involve the public and the private sectors, which have to be prepared to use the trade agreements. This cooperation will be needed even more in the future because of the complexity of the agreements. Countries need all kinds of technical assistance to make trade agreements “usable”. ITC has been working to integrate the private sector into the full realm of trade activities, to help governments create symbiosis between the private and public sectors. Good public-private sector cooperation is key to successful trade strategy and it will be ever more necessary in the future. I fully support ITC and have high regard for the quality and practicality of its programmes.

    Codex and the international food trade The officials and experts who laid the foundations and determined the direction taken by activities of the Joint FAO/WHO Food Standards Programme and the Codex Alimentarius Commission were first and foremost concerned with protecting the health of consumers and ensuring fair practices in the food trade. They felt that, if all countries harmonized their food laws and adopted internationally agreed standards, such issues would be dealt with naturally. Through harmonization, they envisaged fewer barriers to trade and a freer movement of among countries, which would be to the benefit of farmers and their families and would also help to reduce hunger and poverty. The founders concluded that the Codex Alimentarius would be a panacea to some of the difficulties that were impeding freedom
    of trade, a view that is reflected in the General Principles under Purpose of the Codex Alimentarius The volume of world food trade is enormous and is valued at between US$300 billion and $400 billion.
    A principal concern of national governments is that food imported from other countries should be safe and not jeopardize the health of consumers or pose a threat to the health and safety of their animal and plant populations. Consequently, governments of importing countries have introduced mandatory laws and regulations to eliminate or minimize such threats. In the area of food, animal and plant control, these measures could be conducive to the creation of barriers to inter-country food trade.
