The Center for Reproductive Rights supports concerted efforts being made throughout the meetings to ensure that delegates are aware of the importance of sexual and reproductive health toward achieving the MDGs.

    CHILDREN'S RIGHTS COMMITTEE CALLS ON NEPAL TO END CHILD MARRIAGE AND PROTECT ADOLESCENT REPRODUCTIVE HEALTH In June 2005, the United Nations Children’s Rights Committee, in its review of Nepal’s compliance with the Children’s Rights Convention, expressed concern about the widespread practice of child marriage and adolescents’ lack of access to information and services on reproductive health. The Center for Reproductive Rights drew the Committee’s attention to these issues in a shadow letter highlighting the Nepalese government’s failure to address the impact of child marriage on girls’ rights to life, education and bodily integrity. The Center’s letter pointed to the lack of access to reproductive health care for adolescent girls, especially married girls; the vulnerability of child brides to sexual violence within marriage; and the exposure of child brides to early, unwanted and unsafe pregnancy. These conditions continue to exist despite strong legislative and policy measures designed to combat them, including a 2002 amendment to the National Civil Code that increased the legal age of marriage for girls and boys and a comprehensive policy for the promotion of adolescent reproductive and sexual health and rights. Among the many barriers to implementation of such progressive measures is an ongoing internal armed conflict.

    Country Studies: The Human Rights Impact of Counter-Terrorism Measures in Ten Countries U.N. Security Council
    In the aftermath of the September 11 attacks, the U.N. Security Council used its powers under Chapter VII of the U.N. Charter to mandate member states to adopt specific measures to combat terrorism. Resolution 1373 of September 28, 2001 takes many elements of existing counter-terrorism treaties and in one swift move makes them binding on all member states. The measures include:
    • Prevention of the financing of terrorism, through, inter alia, freezing of the financial assets or economic resources of persons who commit, or attempt to commit, terrorist acts or who participate or facilitate the commission of terrorist acts;
    • Establishment of terrorist acts as serious criminal offences in domestic laws and regulations, with commensurably serious punishment; and
