November 12, 2004 Thank you for that very generous introduction. It is always a pleasure to be invited to speak in the Midwest, particularly in Saint Louis, where the Gateway Arch stands as a symbol of the courage and vision of our pioneering forebears, and of our country’s conviction that our future lies beyond the nearest horizon. The significance of our ties to the Hemispheresocial, cultural, linguistic, economic, historical, and politicalis plainly evident almost anywhere one turns in the United States. And, contrary to common assumptions, it is just as true in the "Heartland of America" as it is on both coasts. I am honored to be here. A big part of an ambassador’s job involves explaining U.S. policy. The Western Hemisphere is vital to U.S. interests and I will talk about that. But I will focus my remarks on explaining why the Organization of American States matters to us and why multilateralism is so important for pursuing our very important agenda with our hemispheric partners.

It is always a pleasure to be invited to Texas, particularly to San Antonio, where the importance of our relations with our neighbors in Latin America and the Caribbean hardly ever needs to be explained. The significance of our ties to the Hemispheresocial, cultural, economic, historical, and politicalis plainly evident almost anywhere one turns in this vibrant and historic city. A big part of an ambassador’s job involves explaining U.S. policy. The Western Hemisphere is vital to U.S. interests and I will talk about that. But I will focus my remarks on explaining why the Organization of American States matters to us and why multilateralism is so important for pursuing our very important agenda with our hemispheric partners. Less than 3 months after taking office in 2001and just before attending the Third Summit of the Americas in QuebecPresident Bush addressed the OAS Permanent Council in Washington, where he laid out the guideposts for what he called "our shared future and the important role the OAS will play in helping to shape it."

III. WORKERS' FREEDOM OF ASSOCIATION UNDER INTERNATIONAL HUMAN RIGHTS LAW
The International Background International human rights analysts and advocates have been slow coming to grips with issues of workers' rights. Attention has focused on pressing problems of arbitrary detention and torture, massacres of indigenous peoples and ethnic minorities, atrocities of war and civil war, and other gross human rights violations, not on workers' rights to form and join trade unions and bargain collectively. For their part, worker representatives have been slow to see human rights aspects in their work. The day-to-day challenge of organizing and bargaining in complex frameworks of national labor laws leaves little time to learn from international human rights discourse. In the United States and in many other countries, union and management officials and attorneys, as well as administrators and judges, seldom turn to international law to inform their work. All that is changing under the pressures of a globalizing economy and new sensitivity to the human rights implications of workers' rights advocacy. For example, employers' organizations, trade unions and governments joined together at the International Labor Organization in 1998 to issue a landmark Declaration on Fundamental Principles and Rights at Work. Their common declaration set out freedom of association and the right to organize and bargain collectively as the first such principles. At the same time, the 1998 action at the ILO was not a novelty. Freedom of association for workers has long been universally acknowledged as a fundamental right. A widely accepted body of international norms has established standards for workers' freedom of association covering the right to organize, the right to bargain collectively, and the right to strike.

    After Zimbabwe was accused yesterday of rights abuses by an international coalition of non-governmental organizations (NGOs) led by UN Watch, the Mugabe government’s Geneva representative lashed out at the groups in a speech that urged a U.N. human rights body to “dismiss with contempt” the request for its intervention.

    Distinguished speakers, Dear colleagues, I would like to observe a minute of silence for all those who have died as a result of the tsunami disaster. I would also like to salute all law enforcement people from the different countries who have responded so positively to this call. This once again reflects the need for a co-ordinated response to natural disasters and possible acts of terror. Right now, thousands of scientists around the world are working on research and experiments to cure diseases and improve our lives. Right now, criminals without conscience are also attempting to figure out how these same technologies, which are designed to alleviate suffering and to cure, can be transformed into powerful instruments of aggression and death.
