COURSE DESCRIPTION
This course will address some of the issues associated with the governmental regulation of international trade, through a problem oriented approach. At least two regulatory systems will be considered in almost every problem, one being the regulatory regime embodied in the domestic law of the country of import or export, and the other being the system of international agreements (such as WTO/GATT and NAFTA) that are intended to limit the actions which may be taken by individual governments. The impact of "globalization" within this framework will also be considered. Three major areas will be explored (1) tariffs and non-tariff barriers to trade, (2) domestic responses to import competition, and (3) trade regulation and international economic relations. These are topics which potentially concern any business dealing internationally, from global multinational corporations to small start-up ventures desiring to expand abroad.

The book was compiled by Ustaz Ali Mahgoub, SHRO-Cairo executive-administrator, through a strenuous pursuit of Sid Ahmed's memories. Mahgoub Sid Ahmed "The workers trades’ unionist movement was closely linked with popular organizations in the striving for the achievement of national liberation from colonialism in the pre-independence era. Equally important, their movement collaborated with the organizations that struggled for the economic and political independence of the Sudan through the assurance of democratic rule, social welfare, and human rights for the citizenry. The relationships of the workers were strongly correlated with the farmers' movement all over the country, as well as the movement of the youth, women, and students.

PM Meeting NON-GOVERNMENTAL ORGANIZATIONS ADDRESS CONFERENCE AGAINST RACISM FOR FIRST TIME More than a dozen non-governmental organizations this afternoon addressed the plenary session of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance for the first time, urging effective action on behalf of the millions of people across the globe who suffer from a wide array of discriminatory practices on a daily basis. The non-governmental organizations (NGOs), from all regions of the world, have had a massive presence in Durban since the Conference opened last Friday, approving an NGO Declaration and Programme of Action in a parallel event last weekend. In addition, an International Youth Forum was held, which also adopted its own Declaration. Presenting the NGO Declaration and Programme of Action to the Conference, the representative of the International Steering Committee said the documents reflect the diverse voices of the victims of racism. They reaffirmed many rights that have been referred to during the Conference's discussions, including the rights of indigenous peoples and to self-determination, and expressed concern about the multiple forms of discrimination suffered by women. The document stated that scourges such as racism, racial discrimination and xenophobia are based on ideological constructions that assign certain groups a position of power over others, and said the growth of aggressive nationalism and ethnocentrism as expressions of racism and xenophobia can lead to large-scale human rights violations, discrimination and persecution of targeted groups.

FOREWORD
Over recent years, there have been many reports in the media of the extreme forms of exploitation that some migrant workers face in Britain. The TUC has published several accounts itself. This report differs in that the researchers have put this shameful phenomenon into a bigger picture. As the researchers found people working with authorisation, such as work permit holders, can find themselves without the means to assert fundamental rights - to be paid what they have been promised, or not to have their passports withheld, for example. For those working without permission, the situation is much worse, as their fear of the authorities obliges them to accept oppressive exploitation. The greater the hostility that migrant workers fear they may encounter, whether from the media, officialdom or politicians, the greater their vulnerability. Expressing or encouraging hostility to the presence of migrants, performing vital roles within our economy, only diminishes their capacity to resist exploitation and plays into the hands of the shady employers getting rich on the back of forced labour.

Florida State University T I realize that my assertion is as dogmatic as the one that I criticize. Am I not simply asserting my value preferences here? Does not this very discussion show that I simply dislike international law as it is? Should I not then join those who openly admit that present international legal structures are simply inadequate to deal with the problem? I L et me sketch my interpretation of the relevant rules of law in the light of human values. The first (again, without getting into detailed technical argument) is that brutal dictatorships, simply put, do not have a right to exist. What this means is that whatever consideration we owe them, including sometimes deciding not to eliminate them, will be dictated by prudence, not law. Removing such regimes is therefore permitted under an interpretation of international law guided by human values. ius ad bellum and the ius in bello The doctrine of double effect intends to capture this idea. According to this doctrine, an act in which innocents are killed is legitimate only when three conditions are satisfied:

Brief Historical Background 2.1 National Labor Bodies National union bodies developed in tandem with and, especially in continental Europe, as subordinate to national movements advocating socialism or social democracy; the major exception was Britain where the Trades Union Congress (TUC) preceded and then created its political arm, the Parliamentary Labour Party. International communication helped to strengthen international linkages; dramatic events, like the 1886 Haymarket bomb in Chicago and the subsequent prosecution of anarchists accused of responsibility, stimulated international campaigns and solidarity. As unions developed, their need to address concrete issues of wages, hours and fair treatment led to separate institutions with their own structures, leaders and priorities, leaving to socialist organizations the question of revolutionary strategy on the one hand, or the struggle to build nationally effective political and parliamentary organizations on the other. The Second International, stimulated by Haymarket, was largely dominated by the socialist parties of Germany, Austria, and Sweden, already developing a wide range of activities, newspapers and programs for workers and the larger public. Like most other efforts it failed to survive World War I.

    In this book, editors Norman J. Vig and Regina S. Axelrod have compiled a series of sixteen scholarly and often quite insightful articles on an important topic. The book opens with an introduction by Vig to the book’s fundamental theme: while the proliferation of international environmental policy organizations since the 1970s paralleled increases in international environmental agreements, weak international governance over the economic policies and ecological protections of individual nations may explain the limited gains in international environmental protections achieved during recent decades. Subsequent chapters are organized into four sections, the first three on international institutions and regimes, international environmental law, and international environmental policies and implementation; the last section of the book presents four national case studies of environmental policy implementation. In the first section, Marvin S. Soroos explains the environmental functions of intergovernmental organizations (IGOs - the book, incidentally, serves as a thesaurus of key acronyms within the field of international policy-making), and John McCormick summarizes the activities of non-governmental organizations (NGOs) and international NGOs (INGOs) ranging from Greenpeace, known for environmental activism utilizing civil disobedience, to the Swiss-based World Conservation Union (IUCN) bridging governmental and non-governmental organizations. As both authors make clear, state and non-state actors must negotiate their way through some very deep chasms in pursuit of the national coalitions required to protect global atmospheric, aquatic, or natural resource "commons."

Photo - zip file Donna Milgram is Executive Director of the Women in Policing Institute,* a national organization based in Alameda, California dedicated to assisting law enforcement agencies in recruiting, integrating and retaining women police officers. The Women in Policing Institute has hosted 11 national workshops conducted by Ms. Milgram on “Recruiting Women to Policing: Strategies That Work” for police departments throughout the country.
    As the director of the New Workplace for Women Project, Ms. Milgram assisted the Albuquerque and Tucson Police Departments in increasing the number of female recruits from 10% to one-third of the Academy and has assisted other Police Departments in achieving similar results in recruitment and retention of women and a "zero tolerance" climate for harassment. Ms. Milgram co-authored an article with Chief Joseph Polisar (now of Garden Grove, California, previously of Albuquerque, New Mexico) detailing the successful strategies used in the Albuquerque Police Department. The article, "Recruiting, Integrating and Retaining Women Police Officers: Strategies That Work," appeared in the October 1998 issue of The Police Chief. In April 2002, Ms. Milgram wrote a follow up article for The Police Chief, entitled "Recruiting Women to Policing: Practical Strategies That Work."
    Ms. Milgram also authored the Law Enforcement Environmental Assessment Tools (LEEAT) under a National Institute of Justice grant for which the Durham and Albuquerque Police Departments were field-test sites. The LEEAT enables law enforcement agencies to conduct a self-assessment and develop a strategic plan for recruiting women, preventing sexual harassment and ensuring fair promotion.
