In preparation for the UN Special Session on Children, RI has reviewed current statistics, literature and international policy statements, and consulted with specialists in childhood disability. The following findings from these materials are sobering and underscore the urgency of raising the inclusion of children and youths with disabilities to a high priority in all proposed actions and programs to implement the Convention on the Rights of the Child. Inclusion During the last century in most countries, disabled children were often overlooked, excluded, hidden away or exiled to institutions. In the 21st century, RI envisions "a world where equal opportunities for disabled people becomes a natural consequence of enlightened policies and legislation supporting full inclusion to and access to all parts of society." It had churned up the mud so much that she had had to drag her lame leg way beyond the usual river crossing to find a safer spot. Crossing the river was harder than she’d expected. She reached school, exhausted, muddy, wet - and pleased with her success. But the teacher, Mr Pahad, had shouted at her. ‘You silly child! You should stay at home when it rains.’ He was in a bad mood today - not helped by the fact that he knew he would probably feel compelled to help Shanti get home after school. That would mean getting mud on his suit - and tonight he was going to a banquet to receive an award for his contribution to the welfare of the disabled children at his school. A thought came to him. What if all disabled people, children, adults and older people, were sent to a special village where everything was designed to meet their special needs? There would be special schools, special sport, special employment and special housing. Whenever he had a spare moment during the rest of that day Mr Pahad re-wrote his speech for the banquet. EDUCATION OF THE DISABLED: OPEN THE DOOR* Job Zachariah** A recent study conducted by the District Primary Education Programme (DPEP) reveals that out of 12 million children , only one million is attending school. Another study conducted by the Spastics Society of Tamil Nadu shows that on an average there are only six disabled children, per school in Tamil Nadu. The goal of universal elementary education cannot be achieved unless all disabled children are included in the education system. Laws on Education of the Disabled The National Policy on Education (NPE) 1986 advocates integrated education in general school for locomotor impaired children and the mildly disabled children and special education to the severely handicapped children. It also recommends orientation and pre-service training for general teachers on disability management and provision of vocational training. The Policy document says that the objective should be to integrate the physically and the mentally handicapped with the general community as equal partners to prepare them to face life with courage and confidence. All children have the right to be educated regardless of their disability or learning difficulty, because education is a human right. Exclusionary policies and practices however, are widely prevalent all over the country. Many premier schools in the country deny admission to disabled children in violation of their right to education.

While accepting that the country witnessed rapid expansion of special education in the 1980's, there are still good reasons to believe more would have attained if the Government played a more active role. Dependence on foreign influence and support has made the Government spend less time examining new innovations in terms of relevance to our situations and also resources. There has also been under utilization of our own human and material resources in providing services to people with special needs. Accessibility to opportunities be they education, health, employment and participation will not be attained unless and until disability is viewed as a developmental issue. It is treating disability as a developmental issue and integrating with all other development programs which will ensure active Government participation. Disability programs would then be given priority in all Government's development plans not left to external support. By being productive, the disabled population will then be able to participate in an equal footing with their non-handicapped members of the community.

World Peace Herald Disabled girl sues school Steamboat Springs, CO, Nov. 6 (UPI) A mentally disabled Colorado girl has sued her school district, claiming it did not protect her from boys who forced her to perform sex acts on them. The girl said in a lawsuit filed at U.S. District Court in Denver that officials in the Steamboat Springs school district knew about the incidents and failed to protect her from the boys, The Denver Post reported Saturday. The girl enrolled in Steamboat Springs Middle School in 2000 as a special-education student but the district "underestimated and misunderstood" the girl's special needs resulting from a severe brain injury she suffered at age 3, the lawsuit said. A year later the four boys began harassing and intimidating her at and outside school and forced her to perform sex acts on them. She said when she told a school counselor that she was afraid of the boys, the counselor said she would have to handle it on her own, the lawsuit says. The harassment continued into high school, where finally a counselor called police. A psychotic episode landed the girl in the hospital and she never returned to school because, she said, she feared a hostile situation.

The movement has evolved from that of a charitable rehabilitation model to that of self-advocacy by persons with disabilities. This has been quite evident in the visibility of persons with disability in society. This change has resulted from the combined efforts of the government and non-governmental organizations. However there is need for a comprehensive evaluation in terms of the measurement of the impact of policies and programmes implemented to determine the extent to which the quality of life of persons with disability has changed. This is compounded by the fact that various organizations are implementing programmes towards achieving the goal of equalization of opportunities for persons with disabilities. Prior to 1981 in many countries in the Caribbean region, services for persons with disabilities were limited, so policies evolved more in response to the demands of local self-advocates driven by networking with international organizations like Disabled Peoples' Organization. The lack of data for planning and development of policy comes into sharp focus, as there is a reluctance by both the public and private sector to put in the necessary infrastructure as the feeling exists that not enough persons would utilize such facilities. This view however, was counteracted through strong advocacy by disabled persons, in the absence of statistical data to support the need. Although significant changes have taken place over the period being reviewed there is insufficient data to evaluate the progress made.
