The States Parties to the present Covenant, Considering that, in accordance with the principles proclaimed in the Charter of the United Nations, recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world, Recognizing that these rights derive from the inherent dignity of the human person, Recognizing that, in accordance with the Universal Declaration of Human Rights , the ideal of free human beings enjoying civil and political freedom and freedom from fear and want can only be achieved if conditions are created whereby everyone may enjoy his civil and political rights, as well as his economic, social and cultural rights, Considering the obligation of States under the Charter of the United Nations to promote universal respect for and observance of, human rights and freedoms, Realizing that the individual, having duties to other individuals and to the community to which he belongs, is under a responsibility to strive for the promotion and observance of the rights recognized in the present Covenant, Agree upon the following articles:

TORONTO, Ont. Aug. 31, 2005 – The Catholic Civil Rights League (www.ccrl.ca) today urged the federal government to stop funding anti-religious bigotry through its Status of Women Canada Department, or any other fund-granting agency. An Access for Information request by Conservative MP Maurice Vellacott recently  found that Pro-CAN, the B.C.   • In 1999, 1,350 wiretaps were authorized by state and Federal courts. Of these, 978 – a total of 72.4% were for drug investigations, 139 (10%) were for racketeering, 60 (4.4%) were for gambling, 62 (4.6%) were for homicide or assault, and only 7 – about half a percent – were for kidnapping. Contrary to international standards, prisons and jails in the USA employ men to guard women and place relatively few restrictions on the duties of male staff. As a consequence, much of the touching and viewing their bodies by staff that women experience as shocking and humiliating is permitted by law. Retaliation for reports of abuse impedes women’s access to protection of their human rights. As a year-long programme marking the 100th anniversary of his birth in Detroit, Michigan, commences to celebrate and build upon the legacy of this diplomat, scholar and internationalist, it is timely for the current staff of the United Nations, to which Ralph Bunche devoted 25 years of his spectacular career, to reflect on one of its most famous and optimistic alumni. A visible reminder of the esteem with which he is regarded within the United Nations and the City of New York is the Ralph Bunche Park located directly opposite the UN Secretariat building.

    Since the September 11th attacks on America, a lively debate has taken place about possible threats to human rights and civil liberties in the US as the country attempts to tighten homeland security. Those concerns were heightened last week as President George Bush signed into law the "USA PATRIOT Act," a sweeping anti-terrorism bill giving law enforcement agents broader surveillance power of suspected terrorists. Stephen Marks Harvard Public Health NOW about the aftermath of September 11: People have been confusing what would be termed conveniences with civil liberties and human rights, said Marks. Conveniences are among the perks that come with living in a free and open society, such as not carrying an ID. Civil liberties, or civil rights, are constitutional restraints on government, guaranteed by the US Constitution and protected by the courts. Human rights are related to, but different from, civil liberties, explained Marks. Human rights are international standards of treatment of individuals and groups defined principally in the International Bill of Human Rights, consisting of the Universal Declaration of Human Rights adopted in 1948 and two international covenants of 1966. Some of these rights can be legitimately restricted, he said. Take restrictions on freedom of movement and residence in response to an epidemic or on freedom of association to protect against groups that endanger national security. However, he added, these restrictions must be necessary in a democratic society, applied in a non-discriminatory way, be consistent with law, and be subject to review by the courts.

    detailed table of participants The human rights of children and the standards to which all governments must aspire in realizing these rights for all children, are most concisely and fully articulated in one international human rights treaty: the Convention on the Rights of the Child. The Convention is the most universally accepted human rights instrument in history – it has been ratified by every country in the world except two – and therefore uniquely places children centre-stage in the quest for the universal application of human rights. By ratifying this instrument, national governments have committed themselves to protecting and ensuring children's rights and they have agreed to hold themselves accountable for this commitment before the international community. The Convention on the Rights of the Child is the first legally binding international instrument to incorporate the full range of human rights – civil and political rights as well as economic, social and cultural rights. Two Optional Protocols, on the involvement of children in armed conflict and on the sale of children, child prostitution and child pornography, were adopted to strengthen the provisions of the Convention in these areas. They entered into force, respectively on 12 February and 18 January 2002.
