Interior Department Ignores Own Analysis, Gives Green Light to Increased Haze at Mammoth Cave National Park
NRDC Condemns New Policy as 'Pollute First, Ask Questions Later' "Bluegrass fans will be dancing on the lawn at Wolftrap to celebrate Mammoth Cave, but they will have no idea that the Interior Department just okayed more pollution in one of our most popular national parks," said David McIntosh, an attorney at NRDC (Natural Resources Defense Council). "That's not something to celebrate." In an August 22 letter to the state of Kentucky, Craig Manson, the Interior Department's assistant secretary for fish, wildlife and parks, rejected the conclusions of career National Park Service officials after his staff met with Peabody Energy Corp. Peabody wants to build a 1,500-megawatt plant, dubbed Thoroughbred, 50 miles west of the park, and then find an operator to run the plant. The plant would burn Peabody's dirty high-sulfur coal and emit 22 million pounds of sulfur dioxide into the skies over Kentucky every year. The air at Mammoth Cave is already more polluted than at nearly every other park in the country. The proposed plant, said McIntosh, would only make that pollution worse. "It's a craven capitulation to Peabody one of President Bush's major campaign contributors at the expense of public health and the environment," he said.

WASHINGTON A top Interior Department official on Tuesday endorsed a Clark County plan to pipe water from rural Nevada, but remained critical of a bill that specifies pipeline routes. Assistant Secretary Rebecca Watson told senators reviewing the bill that any utility corridor should be determined by the Bureau of Land Management. "We want to work with Congress to sort these issues out," Watson said. "Don't tell us in the bill how to do it." Watson said the BLM also wants flexibility to lease rights of way within the corridor to commercial interests, including a growing renewable energy industry that needs transmission lines. Watson's statements echoed comments she made in July before a House committee, but Nevada lawmakers remained determined to move forward with their approach. Sen. Harry Reid, D-Nev., said lawmakers have every right to set utility corridors in their states.

Interior Department Threatens Western Lands
In a move that shouldn't surprise even the casual observer of the Bush administration, the Interior Department is moving to allow gas and oil development in 33 million acres of Montana and Wyoming's Powder River Basin. Environmental Defense with more The proposed new development calls for more than 100,000 new gas and oil wells (of which 88,000 are coal-bed methane, or natural gas) for one of the largest energy developments on federal lands in the Lower 48. This new development will entail building more than 23,000 miles of roads and thousands of miles of new pipelines and powerlines. The prairie landscape and rolling hills of the Powder River Basin are already pockmarked with thousands of coal-bed extraction sites crisscrossed with access roads and pipelines, which connect giant diesel drilling rigs, gas compressor stations, generators and other equipment often as large as locomotives. Extracting natural gas from a coal bed beneath the ground involves pumping massive amounts of water to the surface (millions of barrels of water a month - by some estimates it could take up to 1,000 years for aquifers to recharge). Besides decimating the beauty of the landscape and wasting huge amounts of water, the development threatens such species as pronghorn antelope and mule deer, whose migration routes are disrupted, and sage grouse, whose critical habitat is damaged or destroyed by the noisy machinery and traffic. Where once only the wind rippled the prairie grasses, now the roar of engines often dominates.

101st Airborne Division and 10th Mountain Division South Interior Building played a major military role during World War II WASHINGTON Secretary of the Interior Gale A. Norton announced today that employees of the Interior Department have adopted the 101st Airborne Division (Air Assault) and the 10th Mountain Division (Light Infantry), as their military units for volunteer activities in support of unit family members. The 101st Airborne Division, known as the 'Screaming Eagles,' is headquartered at Fort Campbell Ky. and the 10th Mountain Division, known as the 'Polar Bears' is headquartered at Fort Drum, N.Y. Norton made the announcement at the Interior Department's South Building during a special ceremony and rally to honor and support the patriotism, valor, fidelity and professionalism of our service men and women, serving at home and around the world. "Many of our employees serve as reservists or guardsmen and some have been called to active duty," Norton said. "This is our way of showing our support and how much we appreciate the important job our service men and women perform while protecting America and the freedoms we enjoy."

Interior Department Releases Accomplishments in Everglades Restoration Since 2000
From: Hugh Vickery of the U.S. Department of the Interior, 202-501-4633 WASHINGTON, Jan. 10 Following is a list of accomplishments in the Everglades Restoration since 2000 released today by the U.S. Department of the Interior: President Bush and Governor Jeb Bush signed an agreement in January 2002, to restore the Everglades, as required under the Comprehensive Everglades Restoration Plan (CERP). The agreement is enforceable and binding. It will ensure the restoration of natural flows to the Everglades. Under the agreement, the state commits to managing its water resources so that water produced by the plan's implementation will be available to restore the natural system. Meanwhile, the federal government commits to be an active partner in obtaining funding and working with the state to implement the plan. Interior staff has assisted the Army Corps of Engineers in its development of the programmatic regulations that will be soon be finalized to guide CERP. While final regulations have not been published, the Department believes they will establish an appropriate framework for restoration, and the Interior Department and its agencies will play a significant role in implementing CERP. President Bush proposed $96 million for Interior's 2003 Budget for Everglades Restoration, including funding for the modified water delivery project in Everglades National Park to restore natural flows, to protect wildlife habitat and restore endangered species, and to purchase land to secure additional fresh water. The Department anticipates Congressional approval soon.

APPLYING FOR DEEPWATER ROYALTY RELIEF
A final rule on new procedures for obtaining royalty relief for certain offshore federal deepwater leases was announced today by Secretary of the Interior Gale A. Norton. The rule will be published in today’s Federal Register The rule will allow some lease operators to apply for additional discretionary relief where royalty relief in the lease term is insufficient and the marginal nature of the project will preclude its further development. It will shorten the processing time for evaluating future applications and reduce the time needed by operators to prepare applications for new leases. “This action is consistent with one of the recommendations made to the President under the National Energy Plan Study,” said the Secretary. “The NEP study recommends that I consider economic incentives for environmentally sound offshore oil and gas development and explore opportunities for royalty reductions, consistent with ensuring a fair return to the public.” This rule is one in a series of several steps being undertaken by the Department of the Interior to carry out that recommendation. The new rule applies to leases issued before 1996 and after 2000 for all areas in the Gulf lying west of the Florida-Alabama boundary. It is a direct result of MMS’ experiences processing previous applications under the Deepwater Royalty Relief Act of 1995.

Lamberth ordered Department Secretary Gail Norton late Wednesday to immediately shut down Internet access from any computer, server and system in the department that has access to individual Indian trust data. In response to the order, the department has shut down its e-mail and more than 100 Web sites including those for the U.S. Fish and Wildlife Service, the National Park Service, and the Bureau of Land Management. None of the sites were accessible Friday. BLM spokeswoman Celia Boddington said she could send e-mail to other BLM employees, but could not contact anyone outside the bureau.

General Description
Interior design is both an art and a science that involves the adaptation of natural and human-made environments to the cultural, social, physiological, psychological, economic, historic, and behavioral activities of people. Interior design engages both the public and private scales of buildings. Qualitative decisions about the public and private areas of buildings are coordinated with in the exterior architecture and express issues of image, plus symbolic concerns of the designer(s), and client(s), or developer(s). However, at the private scale the focus of interior design shifts to issues regarding the satisfaction of group and individual needs. How well it satisfies the user's needs and their preferences for function, materials, and aesthetics determine the quality of an interior environment. To be successful an interior environment must:
