U.S. Police and Intelligence Hit by Spy Network Charles R. Smith
Wednesday, Dec. 19, 2001
Spies Tap Police and Government Phones
In the wake of the Sept. 11 terrorist attack, the FBI has stumbled on the largest espionage ring ever discovered inside the United States. The U.S. Justice Department is now holding nearly 100 Israeli citizens with direct ties to foreign military, criminal and intelligence services. The spy ring reportedly includes employees of two Israeli-owned companies that currently perform almost all the official wiretaps for U.S. local, state and federal law enforcement. The U.S. law enforcement wiretaps, authorized by the Communications Assistance for Law Enforcement Act (CALEA), appear to have been breached by organized crime units working inside Israel and the Israeli intelligence service, Mossad. Both Attorney General John Ashcroft and FBI Director Robert Mueller were warned on Oct. 18 in a hand-delivered letter from local, state and federal law enforcement officials. The warning stated, "Law enforcement's current electronic surveillance capabilities are less effective today than they were at the time CALEA was enacted."

Spy Gap
What is still wrong with American intelligence. ill Gertz has been defense and national-security reporter for the Washington Times since 1985. His latest book is Breakdown: How America's Intelligence Failures Led to September 11 Kathryn Jean Lopez:
Bill Gertz: Lopez:
Should George Tenet have been fired sometime in the last year? Gertz: George Tenet should be replaced as part of urgently needed intelligence reforms. Tenet testified before the Senate in February 2002 that there was no intelligence failure and that he is proud of the CIA's record. The first step in fixing the problem of American intelligence is to recognize that there was an intelligence failure on September 11 and before, and then begin rebuilding with new leadership, not just at the top, but at the upper and middle levels. Tenet has been a key advocate of the politically correct approach to intelligence that was part of larger efforts by the Clinton administration to impose destructive policies on government. There is no place for that kind of politics in intelligence, or any national-security components of government. Effectiveness and only effectiveness and results should be the watchwords.

Plus, links to significant readings on U.S. intelligence and counterterrorism.
Why Did U.S. Intelligence Miss the Sept. 11 Plot?

Why no prior warning? Were there clues pointing to it? Or, did the nature of this terrorist attack make it inevitable? Those are the questions, and here are some answers from: former Senator Warren Rudman (R-N.H.), chairman of the President's Foreign Intelligence Advisory Board from 1997 to 2000; Bill Esposito, former deputy director of the FBI; Rich DiSabatino, director of Intelligence Support Group Ltd.; Congressman Porter Goss (R-Fl.), chairman of the House Permanent Select Committee on Intelligence; and Jeffrey Smith, former general counsel of the CIA.

The predecessor of NSA, the Armed Forces Security Agency (AFSA), was established within the Department of Defense, under the command of the Joint Chiefs of Staff, on May 20, 1949. In theory, the AFSA was to direct the communications intelligence and electronic intelligence activities of the military service signals intelligence units (at the time consisting of the Army Security Agency, Naval Security Group, and Air Force Security Service). In practice, the AFSA had little power, its functions being defined in terms of activities not performed by the service units.

[National Security Presidential Directives - NSPDs] The White House
Washington
February 13, 2001 SUBJECT: Organization of the National Security Council System This document is the first in a series of National Security Presidential Directives. National Security Presidential Directives shall replace both Presidential Decision Directives and Presidential Review Directives as an instrument for communicating presidential decisions about the national security policies of the United States. National security includes the defense of the United States of America, protection of our constitutional system of government, and the advancement of United States interests around the globe. National security also depends on America's opportunity to prosper in the world economy. The National Security Act of 1947, as amended, established the National Security Council to advise the President with respect to the integration of domestic, foreign, and military policies relating to national security. That remains its purpose. The NSC shall advise and assist me in integrating all aspects of national security policy as it affects the United States - domestic, foreign, military, intelligence, and economics (in conjunction with the National Economic Council (NEC)). The National Security Council system is a process to coordinate executive departments and agencies in the effective development and implementation of those national security policies. The NSC shall meet at my direction. When I am absent from a meeting of the NSC, at my direction the Vice President may preside. The Assistant to the President for National Security Affairs shall be responsible, at my direction and in consultation with the other regular attendees of the NSC, for determining the agenda, ensuring that necessary papers are prepared, and recording NSC actions and Presidential decisions. When international economic issues are on the agenda of the NSC, the Assistant to the President for National Security Affairs and the Assistant to the President for Economic Policy shall perform these tasks in concert.

Opinion
Here is something that caught my eye on Time's Magazine website. A report about how the Chinese are breaking into U.S. government websites and databases and stealing information to be compiled and then analyzed later (sort of like connecting the dots game). The Invasion of the Chinese Cyberspies is the title of the report. Perhaps a better title would have been: Who needs Bill Clinton to give the Chinese secrets? I read the report and thought to myself, no kidding. They finally figured this out. The report also cites where the hackers originated from. I thought to myself, now, this really seems strange. Because I figured this out (exactly) way back in early August of 2003 (see Chinese Hackers IP's . I also figured out that the Chinese were probably responsible for the massive blackout in the North East U.S. in 2003 (see Chinese Blackout?) another cover-up. The best advice one could give to Mr. Carpenter would be, never work without a contract. Because if one is working without a contract, others capitalize on your information, leaving you empty handed once you divulge your secrets and methods. You become dispensable and irrelevant (a throw away). I would think the open praise thing was about "tell me more, tell me more" Keep going, keep going, sucker. But even with a contract, you never divulge your methods and main secrets.. Eat your hearts out...
