Concentration in U.S. National Security Policy
The concentration in U.S. National Security Policy provides students with the conceptual and substantive background necessary to identify and analyze national security issues and the policy options for dealing with them. The issues are those that confront the United States as it seeks to secure its interests in a globalizing world. They include: competing definitions of American interests; the challenges the United States confronts in securing its interests; the strategies and force options it should develop and utilize to secure its interests; and the U.S. Government's capacity to make good and timely decisions. Although this concentration looks to the roots of issues and to historical lessons learned, the ultimate focus is on contemporary policy debates against the backdrop of domestic and external developments that give rise to issues and condition choices. This concentration is particularly relevant for students who seek a career in the U.S. State Department, the Defense Department, the intelligence community, Capitol Hill, and with organizations that support the preceding, such as the Congressional Research Service and commercial research establishments. It is relevant as well for those who aspire to positions in think tanks that focus on U.S. foreign and defense policy issues.

This tragedy, along with similar events experienced throughout the world, provide compelling testimony that civilized societies need to marshal all of their resources, including their scientific and technical expertise, to protect themselves against further attacks. Because international terrorists have made it clear they plan to use every possible weapon against their chosen enemies, nations’ military and intelligence authorities are now more eager than ever to enlist the talents of scientists and engineers to counter these threats. This week, Science's Next Wave looks into developing opportunities for scientists and engineers to find meaningful work in the national security field. We will focus, especially, on careers spent protecting ordinary people against non-conventional weaponsterror bombings, biological and chemical agents, and attacks on computer and telecommunications networks.

    W hen you think of intelligence agencies, you probably think of the FBI or the CIA. But the U.S. intelligence community comprises no fewer than 15 federal agencies, each with its own particular specialty. And most of them need scientistsespecially now, because the federal government is projected to lose 40-60% of its workforce over the next 10 years due to retirement. "That creates a lot of opportunities," says Scott Raye, chief of recruitment, classification, and staffing for the Defense Intelligence Agency. Multiple Intelligences
    The U.S. intelligence community includes the two aforementioned glamour agencies, but each of the armed forces also has an intelligence component, along with the Coast Guard, the Department of Energy (DOE)even the Department of Treasury has its Office of Terrorism and Financial Intelligence. The DOE analyzes foreign nuclear weapons issues and energy security. The National Geospatial-Intelligence Agency analyzes images and measurements of the Earth's physical features, applying the resulting data to issues of national security. The uber-secret National Security Agency protects critical U.S. information security systems.

    IRAQ'S SECURITY AND INTELLIGENCE NETWORK: A GUIDE AND ANALYSIS
    By Ibrahim al-Marashi Ensuring the survival of President Saddam Hussein are five primary agencies that make up the Iraqi security apparatus: Special Security, General Security, General Intelligence, Military Intelligence and Military Security. In addition to preventing coups and protecting Saddam, these agencies, whose duties largely overlap, maintain internal domestic security and conduct foreign operations. These intelligence agencies along with the Ba’th Party organizations and select units of the military form Saddam’s security network, permeating every aspect of Iraqi life and ensuring his total control over the state. Iraq’s security apparatus, commonly referred to as the Mukhabarat, is one of the main instruments of state control for Saddam’s regime and has been instrumental in its survival despite two costly wars plus numerous internal insurrections, coup attempts and crippling international sanctions. Al-Mukhabarat al-’Iraqiyya (The Iraqi Mukhabarat) rather than a monolithic unit is a vast, complex labyrinth of security organizations with their own intelligence and military units pervading all layers of Iraqi society. The number and size of these agencies have grown dramatically since the Ba’th party takeover of Iraq in 1968. The five main agencies are the
